EXPRESSION OF INTEREST

1. INTRODUCTION
1.1 The Nigerian Education Loan Fund (NELFUND), established by the Student Loans (Access to Higher Education) Act 2024 which is a Corporate Body charge with responsibility among others receive, manage and Invest Funds to Provide Students loans to Nigerians for Higher Education, Vocational Training and Skills Acquisition. NELFUND is desirous to invite Expression of Interest (EoI) for some Consultancy services. Consequently, and in Compliance with the relevant Provisions of the Public Procurement Act 2007, NELFUND wishes to invite experienced, competent, and reputable Consultants to indicate interest by making submissions.

2. SCOPE OF SERVICES:
CATEGORY: CONSULTANCY SERVICES
Lot 1: Consultancy on Media and Communications
Lot 2: Consultancy on Organisational Design and Workforce Alignment
Individual
Lot 3: Individual Consultant on Integrated Framework for Technical and Vocational Education and Training.
Lot 4: Individual Consultant on Data Analytics
Lot 5: Individual Consultant on Change Management

3. ELIGIBILITY REQUIREMENTS:
a. Interested bidders who wish to participate in the Procurement process of the above-listed project must submit the following documents:
b. Evidence of registration with Corporate Affairs Commission (CAC), including Forms CAC 1.1 or CAC 2 and 7. Business Name is also acceptable.
c. Evidence of Interim Registration Report (IRR) valid till 31st December 2026 or valid Certificate issued by the BPP.
d. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years (2023, 2024 & 2025) valid till 31st December 2026.
e. Evidence of Pension Compliance Certificate valid till 31st December 2026.
f. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2026.
g. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance certificate valid till 31st December 2026.
h. Special Control Unit Against Money Laundering (SCUML) Certificate
i. Company’s Profile with the curriculum vitae of key personnel to be deployed for the project, including copies of their relevant Academic/Professional qualifications;
j. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly certified by a registered auditor.
k. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
l. Sworn Affidavit:- disclosing whether or not any officer of the relevant committees of the Nigerian Education Loan Fund or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars, that the company is not in receivership or about to be in receivership or is a replacement for a hitherto tax defaulting company; and that none of the company’s director(s) has been convicted in any country/ jurisdiction for any offence relating to fraud or financial impropriety;
m. Verifiable documentary evidence of at least three (3) Similar jobs executed in the last five (5) years, including Letters of Awards, Valuation certificates, Job Completion Certificates and photographs of the projects.
n. For Lot 1, Evidence of Company’s current registration with Advertising Regulatory Council of Nigeria (ARCON).
o. For Lot 2, Team Leader with not less than 20 years’ experience in Public Sector, HR and job evaluation, organisation design and development, Knowledge of Federal Scheme of Service
p. For Individual consultants (Lot 3, 4 and 5) we require not less than ten (10) years of relevant experience. kindly send your curriculum vitae (CV) to: tenders@nelf.gov.ng only, as physical submissions will not be accepted.
q. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead paper bearing amongst others; the Registration Number (RC) as issued by CAC, Contact Address, Telephone Number (preferably a GSM/ Mobile Number), and e-mail address. The Letterhead paper must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

NOTE:
• Documents to be submitted in fulfilment of the requirements should be arranged in the order listed.
• Tender documents should be paginated with table of content indicating the pages on which items are to be found.

4. SUBMISSION OF DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Managing Director, Nigerian Education Loan Fund, House 12, Plot 103-104, Monrovia Street, Wuse 2, Abuja, FCT, Nigeria and clearly marked with EXPRESSION OF INTEREST FOR [insert category and lot number] – [insert project title]””. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at 1st floor, House 12, Plot 103-104, Monrovia Street, FCT, Abuja not later than 10:00am on Monday 10th August 2026.

5. OPENING OF EXPRESSION OF INTEREST DOCUMENTS
The EoI documents will be opened immediately after the deadline for submissions by 10:00am on Monday, 10th August 2026 in the Conference Room, 1st Floor, House 12, Plot 103-104, Monrovia Street, Wuse 2, Abuja, FCT, in the Presence of bidders or their representatives, Please, ensure that you sign the Bid Submission Register in the office of Procurement, 1st Floor, House 12, Plot 103-104, Monrovia Street, Wuse 2, FCT, Abuja, as NELFUND will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION:
1) Bids must be in English Language and signed by an official authorised by the bidder;
2) Bids submitted after the deadline for submission would be returned un-opened;
3) All costs will be borne by the bidders;
4) Bid submission can be submitted through Post (Courier Services)
5) Only shortlisted firms at the EoI’s evaluation will be contacted for collection of Request for Proposals at a later date.
6) NELFUND is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any times without incurring any liability, in accordance with Section 28 of the Public Procurement Act 2007.
