1.0 INTRODUCTION:
The Federal Roads Maintenance Agency (FERMA), in compliance with the provisions of the Public Procurement Act, 2007, hereby invites interested, competent, experienced, and eligible consulting firms to submit Expressions of Interest (EOIs) for the provision of the following consultancy services.

2.0 SCOPE OF SERVICES
ICT Unit: Lot. I
The scope of services shall include, but not limited to: System Enhancement & Integration, construction & maintenance module, budget scenario module, project evaluation & proposal module, reporting & dashboard enhancements and deployment, training & support.

PROJECT DESCRIPTION: ENHANCEMENT OF THE AGENCY’S ROAD ASSET MANAGEMENT SYSTEM (RAMS)

ICT Unit: Lot. II
The scope of services for the one-year strategic media publicity plan shall include, but not limited to: Production and broadcast of a bi-monthly/weekly TV Programme tagged “Roads Renewed”, editorial design, publication, and distribution of a monthly bulletin titled ‘Roads Renewed Monthly, execution of full social media integration and strategic community engagement campaigns, establishment of strategic media partnerships and a nationwide publicity blitz.

3.0 ELIGIBILITY CRITERIA
Prospective bidders must possess the following:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) as a Limited/Public Liability Company including copy of certified Memorandum and Articles of Association as well as forms CO2 and CO7 or MEMART.
ii. Evidence of Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024 & 2025) valid till 31st December 2026.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December 2026.
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026.
vi. Evidence of registration on the BPP’s National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Certificate of Registration or Interim Registration Report (IRR) issued by BPP valid till 31st January, 2027.
vii. A sworn affidavit dated not earlier than 21st August, 2026:
– that none of the directors or the Company itself has been convicted of any criminal offence in any country including financial impropriety.
– that the bidder is not in receivership, the subject of any form of winding up petition or proceeding.
– that all documents submitted are genuine and up to date.
viii. Verifiable evidence of technical capacity, including ownership or lease agreements for relevant plants, equipment and technology.
ix. Verifiable list of previous similar works successfully executed within the last three years with names of client, evidence of award letter(s), Last Interim Certificate of valuation for project or job completion certificate.
x. Company profile including organizational structure, key professional staff with their names, telephone numbers, emails address, responsibilities, designation, years of experience at least two (2) of which must be a registered member with their professional body as it relates to the proposed projects (i.e. COREN, QSRBN, CORBON, ARCON, CCNA, NIPR, NITDA etc.) including 2026 Practicing License.
xi. Audited annual financial report of the company for the last three years (2023, 2024 and 2025)
xii. Evidence of financial strength, credit worthiness/bank reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project in addition to evidence of a turnover of at least N10m in the last three years (2023, 2024 and 2025).

SUBMISSION AND OPENING OF EXPRESSION OF INTEREST
Interested bidders must submit two (2) hard copies of their technical bids for the desired lot(s). The first envelope containing the bid must be clearly marked ‘Expression of interest – Original’ at the bottom right hand. The second envelope must also be clearly marked ‘Copy’ at the bottom left-hand corner. Thereafter, both sealed envelopes must be placed together in a larger sealed envelope, clearly marked ‘CONFIDENTIAL’ on the top left corner, and ‘TENDER FOR: [Indicate Lot No./Project Description/Contract No.]’ on the top right corner and addressed to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and hand delivered not later than 12:00 noon on Friday, 7th August 2026, to the Office of the Assistant Director (Procurement), FERMA Headquarters Annex Building, No. 7 Eldoret Close, Ground Floor, Room GF 001, Off Aminu Kano Crescent, Wuse II-Abuja. EOI/Technical Bid Documents will be publicly opened immediately after the submission deadline at 12:00 noon on Friday, 7th August 2026, at the Agency’s Conference Hall, 2nd Floor, Aminu Kano Crescent, Wuse II, Abuja. The Federal Roads Maintenance Agency will not be held liable for misplaced or wrongly submitted bids. The Representative of Bureau of Public Procurement, Representative of Companies that submitted bids, Representative of Professional Bodies and the Civil Society Organizations are invited to witness the bids opening exercise.

Please note that:
i. Bid Security shall not be required for this category.
ii. Tender fee is not required for Expressions of Interest (EOIs).
iii. No advance payment shall be made under this contract.
iv. Firms who have worked for the Agency and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply.
v. All documents for bids submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address (Not P.O. Box), Telephone Number (Preferably GSM Number) and E-mail Address. The letter Headed Paper must bear the Names and Nationalities of the Directors of Company, duly signed by the authorized officer of the Company.
vi. Only correctly addressed bids will be accepted.
vii. The Agency will carry out Due Diligence on Firms to verify claims included in their submissions when necessary.
viii. The Agency will not enter into unnecessary correspondence with any contractor except when deemed fit and in the interest of the bid.
ix. All costs incurred by any company in respect of this advertisement shall be borne solely by the contractor, and the Agency shall not entertain any claim whatsoever in this regard.
x. The Agency reserves the right to verify any claim made by any of the bidders.
xi. The Agency reserves the right to suspend or cancel the bidding process at any stage whenever need arises, in accordance with Section 28 of the Public Procurement Act 2007.
xii. Bidders must complete all schedules provided in the bidding documents.
xiii. All bids must be submitted in English language.
xiv. The inclusion of the complete FERMA Standard Bidding Document, correctly filled and appropriately signed, is mandatory.
xvi. ONLY technically shortlisted bidders will be invited for the submission of financial bids.
xvii. Late submission will be rejected.

NON-COMPLIANCE WITH ANY OF THE INSTRUCTIONS ABOVE WILL RESULT IN AUTOMATIC DISQUALIFICATION
