INVITATION FOR PREQUALIFICATION (TECHNICAL)/EXPRESSION OF INTEREST (EOI) DOCUMENT FOR PROVISION OF CONSULTANCY SERVICES FOR THE YEAR 2026 TETFUND ANNUAL INTERVENTION AND YEAR 2026 TETFUND PROJECT MAINTENANCE INTERVENTION

1. INTRODUCTION: The Plateau State University Bokkos, in compliance with the provisions of the Public Procurement Act, 2007, intends to execute projects under the above-named interventions and hereby invites interested, reputable and competent contractors and Consulting firms with proven experience to submit pre-qualification/Expression of Interest (EoI) Documents for the under-listed.

2. SCOPE OF PROJECTS:

PACKAGE A: PROCUREMENT OF WORKS
1	Proposed Construction of Faculty of Computing
2	Proposed Remodeling of University Health Services Building
PACKAGE B: PROCUREMENT OF SERVICES
1	Provision of Consultancy services for the Proposed Construction of Faculty of Computing to be funded under the year 2026 TETFund Annual Intervention
2	Provision of Consultancy services for the Remodeling of University Health Services Building to be funded under the Year 2026 TETFund Project Maintenance Intervention

3. ELIGIBILITY REQUIREMENTS
(a) Evidence of Registration/Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7;
(b) Evidence of Company income’s tax clearance certificate for the last three (3) years Valid till 31st December, 2026;
(c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2026
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2026
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2026
(f) Evidence of registration on the National Data Base of Contractors, consultants and service providers by submission of Interim Registration Report (IRR) expiring 31st December, 2025 or valid certificate issued by BPP to 31st December, 2026
(g) Valid Sworn Affidavit referenced to Plateau State University Bokkos for the interested Lot disclosing;
– Disclosing whether or not any officer of the relevant committees of the Plateau State University, Bokkos or the Bureau of Public Procurement is a former or present Director, Shareholder or has any Pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director of the firm has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter
– That the company is not in receivership, the subject of any form of insolvency or bankrupt proceedings
– That the company does not have existing loan or financial liability with a Bank, other financial Institution or third party that is classified as doubtful, non-performance, bad or whose payment portion has been outstanding for long period of time.
(h) Evidence of Registration with the Professional bodies for consultancy
(i) Company’s audited account duly stamped and signed by professional accountant of ANAN/ICAN for the last three (3) years.
(j) Evidence of financial capability to execute the projects, Bank reference and a commitment to provide facility for the execution of the project when awarded;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates and job Completion Certificates;
(l) Current Company’s profile with List of key managerial, technical and administrative staff of the company. This should include names/qualifications, curriculum vitae and copies of certificates and professional certificates of their registration such as COREN, QSRBN, ARCON, CORBON etc.
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
(n) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter headed paper bearing among others; the Registration Number, (RC) as issued by Corporate Affairs Commission (CAC) contact address, telephone number (preferable GSM No). The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

Note: Arrangement of the pre-qualification documents/EoI documents in hard and soft copies should follow the order in the list above and appropriately paged.

2. SUBMISSION OF PREQUALIFICATION/EXPRESSION OF INTEREST
Prospective firms are to submit bids for each Lot desired in two (2) hard copies of the Prequalification documents/EoI package in sealed envelope and clearly marked “submission of Prequalification documents (Technical)/Expression of Interest”, then be enclosed in one envelope; indicating the name of company or firm, project title, telephone number and address of the company which should be clearly written on the reverse side of the envelope. All documents are to be addressed to The Vice Chancellor, Plateau State University, Bokkos and submitted in the Procurement Office, on or before 10:00am on Tuesday, 11th August, 2026.

3. OPENING OF PREQUALIFICATION/EXPRESSION OF INTEREST
The Technical bids/EoI will be opened immediately after the deadline of submission at 10:00 am on 11th August, 2026 at the conference room of the procurement office, Plateau State University, Bokkos in the presence of bidders or representatives of companies.

PLEASE NOTE THAT:
I. Prequalification documents/Expression of Interest must be in English and dully signed by official authorize by the bidder
ii. The consultants shall be selected based on Consultants Qualification
iii. Failure to comply with the instruction (s) above will automatically result in disqualification of such tender.
iv. Submission of EoI documents to the Plateau State University, Bokkos is neither a commitment nor an obligation to award contract to any Firm or its agent.
v. The Plateau State University, Bokkos reserves the right to cancel the process and proceedings at any stage in the public interest without incurring any liability to any firm.
vi. Plateau State University Bokkos reserved the right to verify the authenticity of any claims made on the prequalification/EoI documents submitted by companies.
vii. Late submission will be return unopened.
