INVITATION TO TENDER

1. Tenders are hereby invited from suitably qualified companies to execute the projects stated below:

A. MINISTRY OF HIGHER EDUCATION
i. Construction of Female Hostel Block at the Delta State Marine Polytechnic, Burutu, Burutu Local Government Area.

B. MINISTRY OF WORKS (RURAL AND RIVERINE ROADS)
i. Construction of Internal Roads in Oporoza, Warri South-West Local Government Area.
ii. Reconstruction of Ewu/Oviri/Olomu Road, Ughelli South Local Government Area.

C. MINISTRY OF WORKS (HIGHWAYS AND URBAN ROADS)
i. Rehabilitation and Asphalt Overlay of Edjekota/Ewu/Orere Road, Ughelli South Local Government Area.

2. Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba, upon non-refundable payments of the prescribed fee as contained in 3(v) and 3(xiii).

3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificate;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N500,000.00 for project A(i); N1,000,000.00 for project B(i); and N1,500,000.00 for projects B(ii) & C(i);
vi) Evidence of Professional/Technical Qualifications;
vii) Evidence of financial capability;
viii) Evidence of previous jobs successfully executed;
ix) Evidence of DSIR Card;
x) Company Status Report;
xi) Evidence of Sworn Court Affidavit that all information provided by the Company/Bidder is true and correct;
xii) Evidence of Registration with the DSCHC
xiii) Memorandum/Articles of Association;
xiv) Statutory Returns including Audited Accounts for last 3 years; and
xv) Evidence of payment of N250,000.00 for project A(i); and N500,000.00 for other projects, in Bank Draft in favour of State Tenders Board, Asaba for processing of the tender documents.

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research & Statistics of the Ministries of Higher Education; Works (Rural and Riverine Roads) and Works (Highways and Urban Roads) for guidance.

5. All Tender documents which should be in two copies each, together with the completed Bills of Engineering Measurement and Evaluation (BEME), should be put in a wax-sealed envelope addressed to:
The Secretary,
State Tenders Board,
Deputy Governor’s Office, Asaba.

6. The project title should be clearly marked at the top left hand corner of the envelope.

7. All Tender Documents should be delivered to The State Tenders Board Secretariat, Deputy Governor’s Office, Asaba.

8. Tenderers should note that the Board in considering the tenders would not be bound to accept the lowest or any bidder.

9. Late bids after Thursday, 13th August, 2026 by 12noon, will be rejected.

10. Tenders will be opened at 10.00a.m, Tuesday, 18th August, 2026 in the presence of Bidders or Bidders’ representatives and at the Conference Hall, Deputy Governor’s Office Asaba.
