INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI)

1.0 INTRODUCTION.
The National Film and Video Censors Board an agency of the Federal Ministry of Arts, Culture and Creative Economy saddled with the responsibility of regulating the film and video industry in Nigeria, in pursuant of execution of its 2026 Capital Appropriation budget, hereby invite interested, reputable, competent consultants, firms and companies to participate in the 2026 Capital Appropriation implementation.

1.0 CONSULTANCY- NFVCB/2026/001
LOT 1- FINANCIAL ASSISTANCE/GRANTS TO UNDERGRADUATE STUDENTS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT
LOT 2 – TRAINING /GRANTS FOR SELECTED PETTY TRADERS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT
LOT 3 – CAPACITY TRAINING/GRANTS FOR SELECTED YOUTHS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT.
LOT 4 – FREE MEDICAL/SURGICAL OUTREACH IN NSIT ATAI, UYO, URUAN AND IBESIKPO ASUTAN LGAS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT.
LOT 5 – FREE MEDICAL/SURGICAL OUTREACH IN ITU, IBIONO IBOM LGAS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT.
LOT 6 – FREE MEDICAL/SURGICAL OUTREACH IN NSIT UBIUM AND ETINAN LGAS IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT.

LOT 7 — SUPPLY OF FERTILIZERS TO THE PEOPLE OF SHANONO/BAGWAI FEDERAL CONSTITUENCY, KANO STATE.

WORKS – NFVCB/2026/003
LOT 8 – INSTALLATION OF SOLAR POWERED STREET LIGHTS IN SELECTED COMMUNITIES IN AKWA IBOM NORTH-EAST SENATORIAL DISTRICT.
LOT 9 – SUPPLY AND INSTALLATION OF SOLAR STREET LIGHTS TO COMMUNITIES IN SHANONO/BAGWAI FEDERAL CONSTITUENCY

3.0 ELIGIBILITY REQUIREMENTS
To qualify for consideration, interested companies with experience in similar jobs are required to submit documents listed hereunder. Note that failure to submit any of the under–listed documents will lead to disqualification.

a. Evidence of incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
b. Evidence of Company’s Tax Clearance Certificate for the last three (3) years 2023, 2024 and 2025 with turnovers corresponding to those declared in the Audited Accounts.
c. Evidence of Current Pension Compliance Certificate valid till 31st December 2026.
d. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026.
f Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) valid till 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any Officer of the National Film and Video Censors Board or the Bureau of Public Procurement is a former or present Director or has any pecuniary interest in the bidding and to confirm that the information provided is true and correct in all particulars.
h. Company Audited accounts for the last 3 years (2023, 2024 & 2025).
i. Evidence of financial capability to execute the project, including reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project including copies of their Academic / Professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates.
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR,& Sworn Affidavit are compulsory for each JV partner).
m For Works: Evidence of current licence issued by Nigerian Electricity Management Service agency (NEMSA)
n. For Trainings: Evidence of accreditation by Centre for Management Development (CMD).
o. All documents for submission must be transmitted with a covering letter under the company/firm’s letterhead paper, bearing among others, the Registration number (RC) as issued by Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM no) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Companies (FOR Goods & Works) are to collect the Standard Bidding Document from Head of Procurement Unit of the Board on evidence of payment of non refundable tender fee of N10,000.00 (Ten Thousand naira only) paid into the TSA Remitta account of NFVCB in any reputable commercial bank in Nigeria.

5.0 SUBMISSION OF TENDER (GOODS & WORKS)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and financial bids with soft copy of financial bid only in MS excel format (saved on a USB Flash), packaged separately in sealed envelopes and clearly marked as “Technical bid” or “Financinal bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to:

Furthermore the reverse of each sealed envelope should bear the name and address of the bidder. and deposited in the tender box located in the Procurement Unit (Room 201) not later than 12noon, Tuesday, September 8, 2026.

6.0 SUBMISSION OF (EOI) DOCUMENTS
Interested Consultants are to submit two (2) bound Expression of Interest (EOI) for Consultancy separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as stated above and should be submitted not later than 12:00 noon on Tuesday, August 25, 2026.

7.0 OPENING OF TECHNICAL BIDS AND EOI
The EOI documents as well as the Technical Bids for Goods and Works will be opened immediately after the deadline for submission at 12:00 noon on Tuesday August 25, 2026 and Tuesday, September 8, 2026 respectively in the designated room of NFVCB in the presence of bidders or their representatives, while the financial bids will be kept unopened till a later date. Please ensure that you sign the Bid Submission Register at the Procurement Unit of the Board as NFVCB will not be held liable for misplaced or wrongly submitted bids.

8.0 GENERAL INFORMATION
1. Bids and EOI documents must be in English Language and signed by an official authorized by the bidder.
2. Bids submitted after the deadline for submission will not be considered and will be returned unopened.
3. All cost will be borne by the bidders.
4. The decision of NFVCB Parastatal Tenders Board (PTB) shall be final.
5. Please note that only qualified bidders at technical evaluation will be invited at a later date for financial bid opening while the financial bids of unsuccessful bidders will be returned unopened.
6. NFVCB reserves the right to verify from relevant body, the authenticity of any claim made on the documents submitted by all companies.

9.0 DISCLAIMER
a. This advert shall not be construed as a commitment on the part of NFVCB nor shall it entitle responding companies to seek indemnity from NFVCB by virtue of such companies having responded to the advertisement
b. NFVCB is under no obligation whatsoever to select contractors from submissions received if none meets the above eligibility requirement.
c. NFVCB will not be responsible for any cost or expenses incurred by any interested parties in connection with any response to this invitation and/or the preparation or submission in response to enquiry.
d. NFVCB is not bound to shortlist any bidder and reserves the right to annul the selection process at any time in the interest of the public without incurring any liabilities.
