INVITATION TO TENDER FOR YEAR 2026 TETFUND ANNUAL INTERVENTION PROJECTS, 2026 TETFUND MAINTENANCE INTERVENTION PROJECTS, 2026 TETFUND ZONAL INTERVENTION PROJECTS & 2025 TETFUND ZONAL INTERVENTION PROJECT

1.0 INTRODUCTION
The Management of National Institute of Construction Technology and Management, Uromi, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the Institute hereby invites Interested, competent and experienced Contractors/Firms with track record of prompt delivery of similar projects to participate for tender exercise, therefore required to adhere to information as prerequisites for pre-qualification. The projects were allocated funds under the YEAR.

I. 2026 TETFUND ANNUAL INTERVENTION ON PROPOSED CONSTRUCTION & FURNISHING OF 12 CLASSROOMS AND ACADEMIC OFFICES BUILDING.

II. 2026 TETFUND MAINTENANCE INTERVENTION ON PROCUREMENT, INSTALLATION, TESTING AND COMMISSIONING OF 10KVA & 7.5KVA SOLAR INVERTER SYSTEM FOR SCHOOL OF ENGINEERING TECHNOLOGY, 7.5KVA SOLAR INVERTER SYSTEM FOR SCHOOL OF BUSINESS MANAGEMENT AND 2.5KVA SOLAR INVERTER SYSTEM FOR SECURITY HOUSE, CONSTRUCTION OF INDUSTRIAL BOREHOLE, EXTENSION OF DISTRIBUTION LINE AND REPAIR OF WATER FACTORY AT NICTM.

III. 2026 TETFUND ZONAL INTERVENTION ON PROCUREMENT, INSTALLATION, TESTING AND COMMISSIONING OF AUTO MOBILE WORKSHOP TRAINING EQUIPMENT AND MACHINES, PROCUREMENT, INSTALLATION, TESTING AND COMMISSIONING OF SCIENCE LABORATORY EQUIPMENT.

IV. 2025 TETFUND ZONAL INTERVENTION ON SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF EQUIPMENT, FURNITURE AND SOLAR SYSTEM

2.0 SCOPE OF WORKS/SUPPLIES
Lot 1: Proposed construction & furnishing of 12 classrooms and academic offices building
2a: Procurement, installation, testing and commissioning of 10kva & 7.5kva solar inverter system for school of engineering technology, 7.5kva solar inverter system for school of business management and 2.5kva solar inverter system for security house at NICTM
2b: Construction of industrial borehole at NICTM
2c: Extension of distribution line at NICTM
2d: Repair of water factory at NICTM
3a: Procurement, installation, testing and commissioning of auto mobile workshop training equipment and machines
3b: Procurement, installation, testing and commissioning of science laboratory equipment
4: Supply, installation, testing and commissioning of equipment, furniture and solar system

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), Including CAC1, CAC2 and CAC7.
b. Evidence of company Income’s Tax Clearance Certificate for the last three (3) years valid (2023, 2024, 2025) till 31st December, 2025.
c. Evidence of current Pension Compliance Certificate. (PENCOM) valid till 31st December, 2026
d. Company’s Audited Accounts for the last three (3) years; 2023, 2024 and 2025.
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2026;
f. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026
g. Evidence of Registration on the National Database of Federal Contractors, Consultant and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by (BPP);
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Institute of Construction Technology and Management, Uromi or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company Profile with the Curriculum Vitae (CV) of key staff to be deployed for the project, Including copies of their Academic/Professional qualification such as COREN, QSRBN, ARCON, CORBON etc:
k. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letters of Awards
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Pa
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and Email Address.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect Tender Document from the office of the Director of Procurement, National Institute of Construction Technology and Management, Uromi on evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only for the Lot desired at the cash Office, Bursary Department, National Institute of Construction Technology and Management, Uromi.

5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the Lot, ONE (1) hard copy each of the Technical and Financial Bids with separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the Rector, National Institute of Construction Technology and Management, Uromi, P.M.B 005, Uromi-Ugboha Road, Uromi, Edo State, Nigeria and clearly marked as “YEAR OF AND TYPE OF INTERVENTION FOR THE LOT OF INTEREST” with (the name of the project and lot number boldly written).

Furthermore, the reverse side of the envelope should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the Procurement’s Unit, National Institute of Construction Technology and Management, Uromi not later than 12:00 noon on Monday, 5th October, 2026. The working hours are 8:00am to 4:00pm on weekdays, excluding weekends. Please ensure that you sign the bid submission Register at the Office of the Director of Procurement, of the Institute as the National Institute of Construction Technology and Management, Uromi will not be held liable for misplaced or wrongly submitted bids.

6.0 OPENING OF BIDS
The Technical and Financial bids will be opened immediately after the deadline for the submission of bids at 12:00 noon on Monday, 5th October, 2026 at the Rector’s Conference Hall, National Institute of Construction Technology and Management, Uromi, P.M.B 005, Uromi-Ugboha Road, Uromi, Edo State, Nigeria in the presence of all bidders or their representatives.

7.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the firm;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. The Institute is not obliged to award the contract to the lowest bidder;
d. All cost incurred as a result of the bid invitation shall be borne by the bidders
e. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
f. The National Institute of Construction Technology and Management, Uromi is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
