INVITATION TO TENDER
1. INTRODUCTION:
The Federal College of Education, Obudu, Cross River State is a Federal Government owned Teacher-Educational Institution. The College wishes to carry out the procurement of the under-listed Projects with the 2026 TETFund interventions. Interested and competent/qualified Contractors/Suppliers are invited to Tender for the following Projects:
Lot 1: 2026 Normal Library Intervention:
Lot 1A: Supply of Assorted books, Journals and Reference Materials Library Equipment
Lot 2: 2025 Tertiary Institutions Revitalization (Needs Assessment) Fund:
Lot 2A: Construction and furnishing of 360-capacity Lecture Theatre at the main campus
Lot 2B: Reconstruction of Spectators’ Pavilion in Games village
Lot 2C: Provision and Installation of Solar power electricity for the Academic Staff Building and Academic Staff Hall and Administrative Block at Bebi
Lot 2D: Provision of Learning infrastructure and multi-media smart Board
2. PRE-QUALIFICATION REQUIREMENTS
a. Evidence of Registration with Corporate Affairs Commission (CAC) with Memorandum and Articles of Association of the company along with particulars of Directors (Form CO7) and up to date Annual Returns with CAC.
b. Evidence of current Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025) valid till December 31, 2026.
c. Evidence of Pension Clearance Certificate issued by PENCOM valid till December 31, 2026 in compliance with Pension ACT 2004.
d. Evidence of Industrial Training Fund (ITF) compliance Certificate valid till December 31, 2026.
e. Evidence of current National Social Insurance Trust Fund (NSITF) compliance certificate valid till December 31, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring not earlier than December 31, 2026 or Valid Certificate issued by Bureau of Public Procurement (BPP).
g. Sworn affidavit that:
(i) The firm is not bankrupt
(ii) None of the Directors is an ex-convict or bankrupt and
(iii) No officer of the Federal College of Education is a former or present director, shareholder or has any pecuniary interest in the bidder and
(iv) All information presented in the bid is true
h. Evidence of current Audited accounts of firm for the last three (3) years (2023, 2024 and 2025)
i. Evidence of financial capability to execute the Project by submission of Reference letter from a reputable bank indicating willingness to provide credit facility for the execution of the Project when needed.
j. Evidence of at least three (3) similar and verifiable projects successfully executed by your company in the past five (5) years (2021 to date) including scope of project, location of project, contract sum, letter of award and completion certificate.
k. A comprehensive Company profile showing:
i. Qualifications of Management and Technical staff
ii. Evidence of their registration with relevant Professional Organisations
iii. Evidence of their experience in handling similar jobs
l. For Construction and Rehabilitation: Evidence of ownership or lease of Equipment.
m. State clearly your company’s full contact address with GSM phone number and E-mail for ease of communication. Note that any company whose registration number with CAC is not indicated at the top right side of their letter headed papers and the names of the directors not indicated at the bottom of the their letter headed papers will be disqualified.
n. A letter authorizing the College to make an enquiry of the documents submitted
3. COLLECTION OF TENDER DOCUMENTS:
Bid documents containing full specifications etc. to be collected from the office of the Secretary, Tenders Board (Director, Procurement Directorate) between 9am and 4pm daily upon the presentation of original receipt for the payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only to Bursary Department of the College through Remita.
4. SUBMISSION OF TENDER DOCUMENTS
The documents should be arranged in the order listed above and two sets (Technical and Financial bids) should be submitted in bounded A4 size paper, numbered serially with table of content and duly signed by the company’s authorized signatories; original may be required for sighting when necessary). The documents are to be separately sealed in different envelopes indicating the project name and both the Technical and Financial bids are to be enclosed in one sealed large envelope indicating the name of the project bided for at the top right corner of the envelope, with the company’s name and address boldly written in the reverse side of the envelope.
The sealed envelope should be addressed to the Chairman, Tenders Board, Federal College of Education, Obudu PMB 1038, Cross River State.
The sealed documents are to be dropped in the tender box stationed in the Office of the Director, Procurement Directorate not later than 12 noon of Wednesday, September 9, 2026 which is 2 weeks from August 24, 2026.
5. OPENING OF TENDER DOCUMENTS
Closing date for submission of tender documents is 12 noon of Wednesday, September 9, 2026 and the opening of Bids follows immediately thereafter in the Provost Conference Room at Main Campus of the Federal College of Education, Obudu, Cross River State.
6. PLEASE NOTE:
a. The participation in the bid does not guarantee any Company the right to be selected or given any job.
b. That by the submission of tender documents, the College is neither committed nor obliged to award any contract to any Contractor/Supplier, firm or Agency.
c. That this advertisement for invitation to tender shall not be misconstrued as a commitment on the part of the College, nor shall it entitle any Contractor/Firm to make any claims whatsoever and/or seek any indemnity from the College.
d. College reserves the right to reject any or all tenders and to terminate the selection process at any time without any liability to the College.
e. No Bidder shall submit more than one Bid to avoid disqualification.
f. Any bid submitted after the closing Time and date shall not be considered.
g. Only Contractors/Suppliers whose Technical Bids meets the stated requirement will have their financial bids document analyzed.
h. All bids must be written in English language and all prices must be in naira.
