REQUEST FOR EXPRESSION OF INTEREST (EOI)

1. INTRODUCTION:
The Federal Government of Nigeria has provided funds in the 2026 Appropriation Act for the Nigerian Safety Investigation Bureau (NSIB). In this regard, and in compliance with the Public Procurement Act, 2007, the NSIB hereby invites qualified and competent consultants with proven experience and a strong track record of performance to submit expression of interest for the under-listed projects.

2. SCOPE OF WORK:
– Engagement of Indigenous Registered Architectural Consultancy firms for the Provision of Construction Supervision services, Professional and Regulatory Compliance, Quality assurance, Project Monitoring as well as Project close-out documentation.
– Engagement of Indigenous consultants for the Development, Deployment and Provision of Technical Support for Multi-modal Accident Investigation systems for NSIB in compliance with ICAO & IMO.

3. PROJECT DESCRIPTION:
LOT 1. Provision of Consultancy Services (Supervision) for the Construction of NSIB Wreckage Hangar, Kano State.
LOT 2. Provision of Consultancy Services (Supervision) for the Construction of NSIB Regional Office, Yola, Adamawa State.
LOT 3. Consultancy Services for the Licensing of Flight FDA & Maritime Data 3D Recreation Software.
LOT 4. Consultancy Services for the Establishment and Development of a Multimodal Accident Investigation Database & Reporting Engine and Provision of Technical Support.
LOT 5. Consultancy Services for the Provision of Technical Support of Memory Access Retrieval System (MARS) for the NSIB Safety Laboratory, Abuja.

4. ELIGIBILITY REQUIREMENTS:
Interested Bidders are required to submit the following documents, duly signed, separated by dividers and arranged in the order outlined below;
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7, CAC returns and Memorandum and Articles of Association.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026, with a minimum average turnover of N50M.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Sworn Affidavit form a Federal High Court with current passport disclosing whether or not any officer of the relevant committees of the Nigerian Safety Investigation Bureau or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
g. Evidence of registration on the national database of Federal Contractors, consultants of service providers by submission of interim registration reports (IRR) expired on June or December, 2026 or valid certificate issued by BPP.
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company profiles with the curriculum vitae of Key staff to be deployed including copies of their Academic and professional qualifications such as COREN, QSRBN, ARCON, CORBON & SURCON.
k. Valid registration with the Architects Registration Council of Nigeria (ARCON) with Current annual practicing license of the firm and principal architect(s) in addition with proof of membership of the Nigerian Institute of Architects (NIA) as well as evidence of at least ten (10) years of professional practice. (Lots 1&2).
l. Evidence of Original Equipment Manufacturer (OEM) Rep./License (MOU) (Lots 3, 4 &5).
m. Company profile highlighting organizational structure and technical capability.
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Job Completion Certificates and Photographs of the projects;

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm.

5. SUBMISSION OF TENDER DOCUMENTS:
Interested firms shall submit two (2) bound copies of their Expression of Interest in sealed envelopes clearly marked: “Expression of Interest” stating the desired Lot number addressed to The Director General/CEO, Nigerian Safety Investigation Bureau, Nnamdi Azikiwe International Airport, Abuja. Furthermore, the reverse of the sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box not later than 11:00am on 4th September, 2026. Late Submissions shall not be considered.

6. OPENING OF SUBMISSIONS:
Expressions of Interest shall be opened immediately after the submission deadline in the presence of representatives of interested firms who choose to attend at the Conference Room, First floor, NSIB Head Office, Nnamdi Azikiwe International Airport, Abuja. Please, ensure that you sign the Bid Submission Register at the Procurement Office, of the Nigerian Safety Investigation Bureau, NAIA, Abuja as the NSIB will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Joint Ventures (JVs) shall not be permitted.
d. Only firms that satisfy the minimum technical requirements shall be shortlisted for the Request for Proposals (RFP) stage.
e. The Nigerian Safety Investigation Bureau (NSIB) is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
