About WaterAid

WaterAid is an international non-profit working towards the day when everyone, everywhere has clean water, decent toilets and good hygiene. For 27 years, WaterAid Nigeria has worked with government, communities and partners to expand sustainable and safe WASH services nationwide.

Our current Country Strategy (FY23-24 to FY27-28) is delivered through two of WaterAid’s global strategic aims: achieving universal, sustainable and safe services in focused geographic areas — currently Bauchi and Lagos states — and strengthening the resilience of WASH to climate change.

The assignment

As part of WaterAid’s strategic cycle, WaterAid Nigeria is conducting a review of its current Country Strategy and the Programme Plans through which it is implemented. The review is pitched at a strategic level. It is not an in-depth assessment of programme performance, but a structured, participatory reflection on what has and has not worked.

The review will examine the relevance of the current strategy, its effectiveness against programme outcomes, WaterAid’s added value and synergy within the WASH and related sectors, and the resources available to deliver the programmes. Its findings will inform the next Country Strategy (2028-2032), the FY27-28 annual plan, and the Mid-Term Review of WaterAid’s Global Strategy 2022-2032.

We are seeking a consultant or team of consultants to facilitate this process. Responsibilities include:

  • Preparing an inception report setting out the proposed approach, methodology, stakeholders and topic guides
  • Reviewing internal and external documentation and consolidating the main findings
  • Conducting key informant interviews and focus group discussions with internal and external stakeholders (collection of primary quantitative data is not required)
  • Facilitating a participatory reflection and validation workshop
  • Preparing a draft and final report, together with a summary slide deck of key highlights

Who we are looking for

  • A strong background in facilitating participatory processes, and a track record of conducting reviews at a strategic level
  • Experience with mixed methods for multi-stakeholder reflection and learning, with the ability to draw out key insights
  • Sound understanding of the WASH situation and key players in Nigeria, and of the frameworks guiding the sector’s development and reform at national, regional and continental levels
  • Strong qualitative analytical skills, with the ability to synthesise a significant volume of information from varied sources
  • Strong report writing, presentation, facilitation and communication skills; fluency in English
  • An advanced degree in public policy, public health, WASH, climate change or environmental studies, international development, or a related discipline
  • Familiarity with WaterAid and how it works is an advantage
