REQUEST FOR EXPRESSION OF INTEREST (EOI) FROM COMPETENT CONSULTANCY FIRMS FOR THE DESIGN AND SUPERVISION OF YEAR 2026 TETFUND ANNUAL AND PROJECT MAINTENANCE INTERVENTION PROJECTS.

1.0 INTRODUCTION
The College of Education and Legal Studies, Nguru, Yobe State, Nigeria in her quest for infrastructural development and in compliance with the Public Procurement Act, 2007 the Polytechnic hereby invites interested, competent and eligible Consultant Firms with relevant experience and good track record to submit Expression of Interest (EoI) for the Provision of Consultancy Services for the under-listed works. Interested Consultants/Firms are to submit the required information/documents as well as comply with other prerequisites for the provision of Consultancy Services for the implementation of the projects under the YEAR 2026 TETFUND ANNUAL AND PROJECT MAINTENANCE INTERVENTION PROJECTS.

2.0 SCOPE OF SERVICES
Provision of Consultancy Services for the under-listed projects in the following areas:

Architectural, Quantity Surveying and M & E Services.
Project 1: Consultancy Services for the Design & Supervision of the Construction and Furnishing of 1-Storey Office

Block, with Associated External Works
Project 2: Consultancy Services for the Design & Supervision of the Renovation and Furnishing of Office Block with

Associated External Works
Project 3: Consultancy Service for the design & Supervision of the Renovation of and furnishing of classrooms.

3.0 TERMS OF REFERENCE
Objective: – The Consultants shall liaise with the Physical Planning Unit of the Polytechnic to develop and design solutions that best satisfy the project requirements/brief; produce tender and contract documents; and guide/supervise the selected contractor to effectively and efficiently execute and deliver the project.
Scope: – The successful firm must have substantial experience in public building design, development and management. In addition, the Consulting firm shall have the following in-depth knowledge in design process:
a. To design a user-friendly structure that is well ventilated even without power supply which is generally epileptic.
b. To design a user-friendly structure that will require minimum maintenance in view of limited resources due to paucity of resources.
c. To design a user-friendly structure in line with the available resources that is dependent on Envelope budgeting.
d. To design a structure in phases where each phase will be able to accommodate another phase as an extension in upgrading the number of users, in order to allow integration with other users.

4.0 QUALIFICATION CRITERIA:
a. The firm should have a Minimum of Five (5) years cognate experience in the relevant field of the construction industry
b. Evidence of strong technical competence in the design, implementation & management of Public Buildings or similar projects & project management by inclusion of photocopies of relevant certifications in the specific areas aforementioned.
c. Detailed Company Profile
d. Detailed description in writing of similar assignments executed with verifiable letters of Contract Award and Certificates of job completion
e. Detailed Curriculum Vitae of professional staff proposed for the assignment, including current functional e-mail, verifiable individual experience in handling similar assignments plus evidence of verifiable academic and professional certification and accreditation in the specific areas mentioned above by inclusion of necessary photocopies.
f. Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association
g. Detailed copy of current Tax Clearance Certificate verifiable from Federal Inland Revenue Service (FIRS)
h. Detailed evidence of compliance with the Pensions Act
i. Foreign firms are expected to comply with similar laws in their countries of operations and must show evidence of compliance.
j. Evidence of Industrial Training Fund (ITF) Compliance Certificate
k. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate
l. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) or valid Certificate issued by BPP.
m. Sworn Affidavit:
i. disclosing whether or not any officer of the relevant committees of the College of Education and Legal Studies, Nguru or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. No Director of the Company has been convicted of procurement fraud in any country;
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
