A. BACKGROUND AND OBJECTIVE
The Abia State Government has received financing from the African Development Bank (AfDB) towards the cost of the Abia State Integrated Infrastructure Development Project (ABSIIDP), and it intends to apply part of the proceeds for Consultancy Services for the Engagement of a Monitoring and Evaluation (M&E) Consultant for the Abia State Integrated Infrastructure Development Project (ABSIIDP).
ABSIIDP focuses primarily on the rehabilitation, upgrading, and expansion of key urban and inter-urban road networks, alongside complementary interventions designed to enhance mobility, improve access to markets and social services, and strengthen overall urban resilience. The project targets the rehabilitation of 248 km of urban and peri-urban roads in Umuahia and Aba, erosion-control interventions, and solid waste management improvements. Its primary objective is to contribute to socio-economic development and poverty reduction through improved and safe urban infrastructure systems.
The Project Implementation Unit (PIU), through the Abia State Ministry of Works, seeks to engage a qualified Monitoring and Evaluation Consultancy Firm to design, operationalize, and continuously strengthen a robust M&E system aligned with the reporting frameworks of the AfDB while also meeting the State’s development objectives. The consultancy will play a critical role in tracking project performance, evaluating impacts, identifying implementation challenges, and recommending evidence-based improvements throughout the project lifecycle.
The Abia State Ministry of Works now invites eligible consulting firms to indicate their interest in providing the Services.
B. QUALIFICATION CRITERIA
1. Consultants’ registration certificate (brochures and company profile)
2. Description of at least three similar assignments with evidence of award (letter of award and/or contract agreement) carried out in the last 5 years.
3. At least 5 years of General Experience of consulting firm in the field of required specialty as applicable to the assignment.
4. Availability of appropriate skills among staff. (Team Leader Transport Economist/Transport Engineer, MIS Expert/M&E Specialist, Transport specialist)
5. Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa)
6. Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification.
C. SELECTION PROCEDURE
Eligibility criteria, establishment of the short-list, and the selection procedure based on the Quality and Cost-Based Selection (QCBS) method shall be in accordance with the African Development Bank’s Procurement Policy Framework, October 2015, which is available on the Bank’s website at: https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/
