INVITATION FOR PRE-QUALIFICATION/REQUEST FOR EXPRESSION OF INTEREST

1.0. INTRODUCTION
Mushin Local Government in pursuance of its mandate and the Lagos State Government’s THEMES PLUS Agenda, and in compliance with the Lagos State Public Procurement Law, 2021 (as amended), and in tandem with the 2026, capital budgetary provision of the Local Government.

2.0. PRE-QUALIFICATION AREAS
(A). WORKS
Lot 1: Construction of Computer base Centre
Lot 2: Reconstruction of roads, culverts, and drainages.
Lot 3: Reconstruction / Rehabilitation of Primary Schools
Lot 4: Reconstruction / Rehabilitation of Primary Healthcare centers
Lot 5: Construction of High and Magistrate court
Lot 6: Construction of sport Arena

(B). GOODS
Lot 1: Procurement and Supply of official vehicles and staff bus
Lot 2: Procurement and Supply of furnitures
Lot 3: Procurement and installation of streetlights and solar system
Lot 4: Procurement and Supply of 500KVA transformers
Lot 5: Procurement and Supply of Women empowerment equipments
Lot 6: Procurement and Supply of Medical Health Equipments
Lot 7: Procurement and Supply of Computers and Accessories
Lot 8: Procurement and Supply of Vocational Equipments
Lot 9: Procurement and Supply of Agricultural equipments

(C). CONSULTING SERVICES
Lot 1. Training and manpower development
Lot 2. Professional consulting services

(D). NON-CONSULTING SERVICES
Lot 1: Desilting of block drainages
Lot 2: Environmental services and waste management
Lot 3: Removal of refuse from black spots
Lot 4: Catering and entertainment services
Lot 5: Routine fumigation of public places

3.0. PRE-QUALIFICATION REQUIREMENTS
The expression of interest must be submitted in the following order:
a. Cover Letter duly signed by the company’s authorized signatory indicating the specific area(s) of specialization under the four (4) headings (Goods, Works, Consulting Services, Non-Consulting Services)
b. Certificate of incorporation/registration with Corporate Affairs Commission (CAC)
c. Company audited accounts for the years (2023, 2024, and 2025)
d. Company profile and organizational structure with CVs of key personnel and professional certificates
e. Evidence of financial capability (reference letter from a reputable bank capable and willing to provide a line of credit for project execution, if required)
f. Current tax clearance certificate of the company and two directors for the last three years (2023, 2024, and 2025)
g. Evidence of technical capability (list of equipment, staffing, etc.)
h. Possession of experience as a prime contractor/consulting/supplier in at least two (2) projects of similar nature and complexity with verifiable letters of contract award and certificates job completion within the last five (5) years
i. Exact verifiable location and full address /contact, telephone numbers and email address of authorized representative
j. Evidence of technical partnership (Manufacturer’s authorization where necessary)
k. In case of joint ventures, the company shall provide evidence of the joint venture’s agreement executed by all parties in the joint venture
l. Evidence of company registration/renewal with Mushin Local Government
m. Any additional information that may enhance future considerations.

4.0 NOTE:
i. Expression of interest (EOI) submission should be very clear about the area(s) of competence and interest.
ii. Submission must be in English Language, in four (4) copies (one original and three copies), seal in an envelope clearly marked “submission of Pre-qualification Document for Goods, Works, Consulting Services, and Non- Consulting Services” (choose whichever is applicable).
iii. Interested applicants must note that Mushin Local Government reserves the right to verify claims made in the pre-qualification documents submitted by them.
iv. Mushin Local Government shall deal directly with only the authorized officers of interested companies and not with their agents.
v. The pre-qualification exercise shall not be constructed as a commitment on the part of Mushin Local Government to award any contract.
vi. Mushin Local Government will not be responsible for any cost or expenses incurred by any interested bidders in connection with response to this invitation.
vii. Interested eligible applicants may obtain further information at the procurement office, Mushin Local Government, 82/84, Palm Avenue, Mushin, Lagos State.
viii. A non-refundable fee of #100,000 is required for bidding documents.

5.0 SUBMISSION OF EOI/PRE-QUALIFICATION DOCUMENTS
Applications must be enclosed in a sealed envelope as indicated in Note (ii) above and addressed to the Executive Chairman, Mushin Local Government, and submitted to the Procurement Unit between 9am – 3 pm from the date of this notice. Bid closes on 29th June, 2026.
