A. BACKGROUND AND OBJECTIVE
The Abia State Government has received financing from the African Development Bank (AfDB) towards the cost of the Abia State Integrated Infrastructure Development Project (ABSIIDP), and intends to apply part of the proceeds for Consultancy Services for the Preparation of a Traffic Management Plan (TMP) and a Transport Master Plan (TrMP) for Abia State.

Abia State, located in the South-East geopolitical zone of Nigeria, has an estimated resident population of over 3.2 million, with an additional daily influx of approximately 300,000 people for commerce. The state’s major urban centres Aba (a key commercial and industrial hub) and Umuahia (the administrative capital) face severe traffic congestion, rising road traffic accidents, inadequate public transport systems, poor integration of non-motorized transport (NMT), and significant freight logistics challenges resulting from rapid urbanization and rising vehicle ownership.

ABSIIDP, supported by the AfDB, aims to rehabilitate approximately 248 km of urban roads (58 km in Umuahia and 190 km in Aba to asphaltic concrete standards), improve storm water drainage, control erosion, and enhance related infrastructure. However, infrastructure improvements alone cannot resolve deep-seated mobility challenges without complementary soft measures and strategic long-term planning. The TMP will address immediate and medium-term operational issues, while the TrMP will provide a 20-25 year strategic framework for sustainable multimodal transport development.

The Project Implementation Unit (PIU), through the Abia State Ministry of Works, now invites eligible consulting firms to indicate their interest in providing these Services..

B. QUALIFICATION CRITERIA
Interested firms must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
– Consultants’ registration certificate (brochures and detailed company profile)
– Description of at least three (3) similar assignments including urban transport master planning, traffic management plans, or transport demand modeling with evidence of award (letter of award and/or contract agreement) carried out in the last 7 years
– At least 7 years of general consulting experience in the fields of transport planning, traffic engineering, or urban mobility, with demonstrable competence in multimodal and multi-disciplinary projects
– Availability of appropriate key staff, including: Team Leader/Senior Transport Planner, Senior Traffic Engineer/TMP Specialist, Transport Economist/Financial Analyst, Transport Modeler/GIS Specialist, Environmental & Social Safeguards Specialist, and Institutional Development/Transport Policy Expert
– Demonstrated experience with internationally accepted transport demand modelling software (VISUM, EMME, Cube, or equivalent) and GIS platforms
– Evidence of compliance with AfDB’s Integrated Safeguards System (ISS) and Procurement Policy requirements on similar AfDB-funded or multilateral donor-funded assignments
– Evidence of sub-Saharan Africa or West Africa regional experience in similar transport planning or traffic management assignments
– Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification

C. SELECTION PROCEDURE
Eligibility criteria, establishment of the short-list, and the selection procedure based on the Quality and Cost-Based Selection (QCBS) method shall be in accordance with the African Development Bank’s Procurement Policy Framework, October 2015, which is available on the Bank’s website at: https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/
