REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR THE RE-ENGAGEMENT OF A SOFTWARE DEVELOPMENT FIRM TO DEVELOP A MANAGEMENT INFORMATION SYSTEM (MIS) AND PAYMENT SYSTEM FOR THE IMPLEMENTATION OF CONDITIONAL CASH TRANSFERS (CCT) UNDER THE AGILE (Af) PROJECT IN YOBE STATE
The Yobe State Government of Nigeria has applied for financing from The World Bank for Credit towards the cost of Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project and intends to apply part of the proceeds of this credit to payment under the contract for the Consultancy Services for Re-Engagement of a Software Development Firm to Develop a Management Information System (MIS) and Payment System for the Implementation of Conditional Cash Transfer (CCT) under the AGILE (Af) Project in Yobe State.
Main Tasks
The approximate implementation period is 52 weeks. The assignment is expected to commence in July, 2026.
The State Project Coordination under AGILE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevance experience to perform The Services.
CONSULTANT COMPETENCIES, EXPERIENCE, AND SKILL REQUIREMENTS
The Consulting Firm is expected to be reputable and with international experience. The Firm will be selected based on experience and capacity in carrying out prior or related work on similar MIS programs. The Consultancy Firm is expected to have at least 5-10 years of experience in developing and designing state-of-the-art information systems and operating models with National scope. The firm is also expected to have over the last 8 years undertaken at least two successful assignments similar in scope and budget. At a minimum, the firm selected for the assignment must satisfy the following requirements:
* Demonstrated experience, knowledge and expertise in strategy, design and implementation of information systems with national scope. Prior experience in biometrics is preferred.
* Ability to demonstrate prior successful implementations of similar projects.
* Prior experience in the formulation and administration of policies and strategies relating to social register or cash transfer information systems.
* Wide ranging experience in designing large scale ICT-based projects in the public sector.
* Leadership, communication and presentation abilities demonstrated by past assignments and publications.
