1004 ESTATE INDEPENDENT POWER GENERATION EXPRESSION OF INTEREST (EOI)

A. INTRODUCTION
1004 HOMEOWNERS AND RESIDENTS ASSOCIATION (1004 HORA) is responsible for facilities management and provision of relevant services within 1004 Estate, Victoria Island, Lagos. The Estate intends to engage a competent and qualified company for the design, installation, financing, implementation, operation and maintenance of an Independent Power Generation Solution for 1004 Estate. This advertisement invites prospective bidders to indicate an interest in bidding for the project.

B. BRIEF DESCRIPTION OF ESTATE AND PROJECT
1004 Estate comprises 1,072 apartments spread across 33 low-rise blocks and 6 high-rise towers and administrative offices. The Estate currently owns five (5) 2,000 kVA Caterpillar generators, one (1) 1,500 kVA Caterpillar generator, and associated synchronization, transformer and distribution network. The scope of the IPP project is limited primarily to power generation and associated gas (CNG or LNG) supply, operation and maintenance services for uninterruptible 24/7 power supply to 1004 Estate.

C. PROCUREMENT PROCESS AND INSTRUCTIONS
C1. Interested bidders are required to read and understand the content of this EOI.
C2. The procurement shall be conducted through a competitive four-stage process:
Stage 1 – Expression of Interest (EOI) and Prequalification.
Stage 2 – Mandatory Site Visit and Data Room Access.
Stage 3 – Request for Detailed Proposals (RFP).
Stage 4 – Competitive Dialogue and Best & Final Offer (BAFO).
C3. Prospective bidders shall respond to all questions in Sections E and F in the order presented.
C4. The purpose of this EOI is to identify and shortlist qualified bidders.
C5. Responses to this EOI shall not obligate 1004 HORA to enter into any contract or reimburse any costs incurred by respondents.

D. COMPULSORY REQUIREMENTS
D1. Provide a copy of the Certificate of Incorporation of the company.
D2. Provide a copy of CAC full status report.
D3. Provide evidence of Tax Clearance for the last three (3) years.
D4. Provide evidence of registration, licensing or authorization from relevant power sector regulatory authorities, where applicable.
D5. Provide audited financial statements for the last three (3) financial years.
D6. Provide a signed letter confirming willingness to participate in the mandatory site visit and technical assessment, if shortlisted.
NOTE: FAILURE TO PROVIDE THESE DOCUMENTS MAY RESULT IN DISQUALIFICATION.

E. OTHER REQUIREMENTS
E1. Company Information
E1.1 Provide a company profile describing the company’s history, ownership structure, principal business activities and relevant experience.
E1.2 Provide the following company information:
• Registered company name;
• Registration number;
• Registered office address;
• Operating office address relevant to this project;
• Website address (where applicable);
• Telephone numbers;
• Email addresses;
• Name and designation of primary contact person.
E1.3 Provide an organization chart showing the company’s management structure.

E2. Financial Capability
E2.1 Provide details of the company’s principal banker(s), including:
• Bank name;
• Branch address;
• Contact person;
• Telephone number;
• Email address.
E2.2 Explain the company’s capability to finance, develop, operate and maintain the proposed project.
E2.3 Describe the sources of funding that may be available for the project, including equity, debt or other financing arrangements.
E2.4 State whether the company has previously financed, owned, operated or maintained Independent Power Projects (IPPs), captive power plants or similar infrastructure projects.

E3. Relevant Experience
E3.1 Provide details of up to five (5) relevant projects completed or currently under operation, using the format as outlined in the table below:

E4.1 Provide details of key personnel proposed for the project, including qualifications, professional certifications and years of relevant experience.
E4.2 Describe the company’s operation and maintenance capability, including staffing levels, maintenance philosophy and support arrangements.
E4.3 Describe the company’s local support capability within Lagos State and Nigeria generally.
E4.4 Provide details of any partnerships, technical alliances or original equipment manufacturer (OEM) relationships that may be relevant to this project.

E5. Preliminary Technical Approach
E5.1 Provide your preliminary assessment of the most suitable generation solution for 1004 Estate.
E5.2 State which of the following solutions your company would be inclined to evaluate further:
• Gas-only Solution;
• Gas + Solar Solution;
• Gas + Solar + Battery Storage Solution;
• Other Solution (please specify).
E5.3 Explain the reasons for your preferred approach.
E5.4 Identify the information, studies or assessments that would be required during the site visit and technical evaluation stage to finalize your recommendation.
E5.5 Describe how your proposed solution would improve reliability, availability and overall cost-effectiveness of power supply to the Estate.

F. SUBMISSION INSTRUCTIONS
F1. Responses shall be submitted in one hard copy, one editable electronic copy and one PDF electronic copy.
F2. Electronic copies shall be provided on a flash drive.
F3. The hardcopy and the flash drive shall be enclosed in a sealed envelope marked: ‘Expression of Interest – 1004 Estate Independent Power Generation Project’.
F4. Responses shall be submitted no later than:
