INVITATION TO TENDER

The Delta State Ministry of Health, Asaba wishes to invite competent and reputable contractors to tender for;

i. The Construction/ Rehabilitation of Perimeter Fence at the State College of Health Sciences and Technology, Ofuoma-Ughelli in Ughelli North L.G.A;
and
ii. The Renovation/ Rehabilitation of the Primary Healthcare Centre (PHC) Ekuku-Agbor in Ika South L.G.A.

BID QUOTATION:
Blank Bills for the tender/ bid quotation are to be collected from the Director, Planning Research & Statistics, Ministry of Health, Asaba, Delta State.

REQUIREMENTS FOR QUALIFICATION AND TENDERING:
a. Tenders’ fee;
b. Company registration with Corporate Affairs Commission;
c. Corporate Affairs Commission “Particulars of Directors” or “Partners” as applicable;
d. Professional and technical qualification to carry out particular procurement
e. Financial capability;
f. Equipment and other relevant infrastructure to execute particular procurement;
g. Obtain an ‘affidavit of non-conflict of interest and truth of statements’ from the Delta State High Court as provided by the Delta State Public Procurement Law, 2020;
h. Registration with Contractors Registration Board;
i. Tax clearance certificate for the past three (3) years;
j. Evidence of previous jobs successfully executed in last five (5) years;
k. Evidence of DSIR

NOTE:
i. The Ministry is not constrained to engage the lowest bidder for the job.
ii. Submission and collection of tender documents do not guarantee award of the contract;
iii. Opening of tenders holds on Tuesday the 6th of October, 2026 in the Ministry of Health’s Meeting Room. Bidders and Civil Society Organizations are however invited to attend the tenders opening on the stipulated date or any other date that will be communicated.
iv. Interested bidders are to visit the Delta State Public Procurement Commission (DSPPC) website on https://eprocurement.deltappc.dl.gov.ng/login for the mandatory e-procurement processes of these tenders.

CLOSING:
All intending bidders are expected to submit their tender documents in a sealed envelope and addressed to the Chairman, Ministerial Tenders Board, Ministry of Health, Ground Floor, Cluster E, Prof. Chike Edozien Secretariat, Mariam Babangida Way, Off Okpanam Road, Asaba. Submission of tenders closes on or before 4pm on Monday the 5th of October, 2026.

The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme. The objective of the iDICE Programme is to promote entrepreneurship, boost innovation, create jobs, enhance social development, and achieve economic transformation by fostering growth in the digital technology and creative ecosystem, building on brownfield investments and synergies with ongoing initiatives in Nigeria.

As implementation expands across multiple implementing partners, fund managers, financial institutions, consultants, beneficiaries and ecosystem actors nationwide, the Programme seeks to engage the services of an Independent Monitoring, Evaluation and Learning (MEL) Firm to provide technical support throughout the remaining implementation period.

The firm shall complement and not replace the monitoring and evaluation functions of the Programme Coordination Unit by providing independent technical expertise, objective assessments, verification of programme results, specialized evaluation services and strategic learning support.

Objectives
The overall objective of this assignment is to strengthen programme performance, accountability and learning through independent monitoring, evaluation and verification of programme implementation and results.

Specific objectives include:
* Conduct independent monitoring of programme activities across all programme components.
* Verify outputs, outcomes and results reported by implementing partners, consultants and services providers.
* Conduct field monitoring missions throughout programme implementation.
* Evaluate programme effectiveness, efficiency, relevance, coherence, sustainability and impact.
* Verify programme data and assess data quality.
* Conduct beneficiary verification exercises and satisfaction surveys.
* Assess implementation bottlenecks and recommend corrective actions.
* Conduct thematic evaluations, generate lessons learned and best practices.
* Support the preparation of the final programme evaluation.
* Strengthen knowledge management across the Programme.

The Bank of Industry (BOI) now invites eligible Firms to indicate their interest in providing these services by submitting their proposals, demonstrating experience in performing similar assignments with references, and showing responsiveness to the qualification requirements outlined in this REOI. Selected entities will be invited to participate in the subsequent tender process.

Qualification and Experience
The ideal candidate should meet the following qualifications and experience requirements:
A. A minimum of ten (10) years’ experience in providing monitoring, evaluation and learning services for development programmes.
B. Successful completion of at least five (5) assignments of similar nature, scope and complexity within the last ten (10) years.
C. Demonstrated experience in designing and implementing monitoring systems, programme evaluations, data quality assessments and results verification exercises.
D. Experience working on programmes funded by institutions such as the African Development Bank (AfDB), World Bank, Islamic Development Bank (IsDB), Agence Française de Développement (AFD), European Union (EU), United Nations (UN) agencies, USAID, FCDO or similar organizations.
E. Demonstrated experience in private sector development, entrepreneurship, digital economy, innovation ecosystems, MSME development, access to finance or related sectors.
F. Experience working in Nigeria or similar operating environments.

Financial and Tax Requirements
1. Confirmation of financial capacity of the company (3 years audited statement of accounts and financial summary).
2. Evidence of VAT Registration and Company Tax Clearance Certificates for the last 3 years.

Firms that are registered outside Nigeria shall submit relevant legal and compliance documents as applicable to their countries of jurisdiction.

As part of implementation arrangements, the iDICE Programme Coordination Unit (PCU) within the Bank of Industry (BOI) – the Executing Agency for the Programme appointed by the FGN – is seeking to engage the services of a Consultancy Services for the Establishment of a National Business Process Outsourcing (BPO) and High-Value IT-Enabled Services Industry under the Outsource to Nigeria Initiative (OTNI)

The overall objective is to establish Nigeria as a credible, internationally competitive exporter of knowledge-intensive services, creating high-skill, high-wage professional employment for Nigerian graduates and measurably increasing services export earnings. The specific objectives are to:

i. Activate international demand: secure committed offtake from global buyers of knowledge services – investment banks, law firms, insurers, health systems, engineering firms, AI labs and studios – through a structured market-entry and country-brand strategy for Nigerian KPO;
ii. Develop advanced talent at depth: establish the OTNI KPO Academy delivering specialist, internationally benchmarked practitioner pathways to qualified graduates in knowledge-service verticals;
iii. Convert talent into billable professionals: operate a Professional Apprenticeship (KPO Residency) that places Academy graduates into supervised, paid engagements with domestic and international knowledge-services employers; and
iv. Institutionalise the industry: deliver the regulatory, fiscal-incentive, data-governance and investment-attraction framework required for KPO delivery centres and global capability centres (GCCs) to establish and scale in Nigeria.
v. Ensure sustainable beneficiary-level impact: ensure that the assignment delivers measurable and durable outcomes for beneficiaries, including certification, paid placement, income progression, job retention, career advancement and continued access to employer networks beyond the consultancy period.

Selected entities will be invited to participate in the subsequent tender process.

Qualification and Experience

The ideal candidate should meet the following qualifications and experience requirements:

prospective Consultants (or, for consortia, the lead firm) must submit signed Memoranda of Understanding, framework offtake agreements, or other verifiable agreements with industry partners evidencing a credible demand pipeline including indicative volumes/seats and validity period for the specific launch vertical(s) proposed. Bids not accompanied by such evidence shall be deemed non-responsive and shall not proceed to technical or financial evaluation.

PUBLIC AUCTION SALES

The general public is hereby notified that University of Port Harcourt, Choba in Rivers State will publicly auction the under listed unserviceable vehicles, generators, machines, office and household items, among others.

The Auction Sales will take place at the University’s premises and its Liaison Office in Abuja (F.C.T), through the University’s Licensed and Appointed Auctioneers, in line with Public Procurement Act, 2007, one week from the date of this publication.

Inspection of the listed items at their various locations can be carried out by interested buyers between the hours of 10.00a.m and 3. 00p.m on each working day, before the date of the Auction Sales.

Note that the highest bidder shall be the purchaser with cash payment on the spot or confirmed electronic transfer, at the fall of the Auctioneers’ bell and gavel.
