KOGI STATE GOVERNMENT
INVITATION TO TENDER FOR THE CONSTRUCTION AND REHABILITATION OF ROADS

The Kogi State Government, through the Ministry of Works, invites bids from eligible and qualified contractors for the construction and rehabilitation of the following roads under an Open Competitive Bidding (OCB) process:

2) Bassa LGA| Construction of Odenyí–Oguma–Sheria Road| 13 km
3)Kabba/Bunu LGA| Construction/Rehabilitation of Kabba–Iluke–Bunu Road| 38km

The procurement shall be financed by the Kogi State Government. Bidders may bid for one or more Lots, provided a separate bid is submitted for each Lot.

ELIGIBILITY REQUIREMENTS

Bidders shall provide:
1. CAC Registration/Incorporation certificate.
2. Valid Tax Clearance Certificate for 2023, 2024 and 2025.
3. Audited Financial Statements/Accounts for 2023, 2024 and 2025.
4. Evidence of registration with the Kogi State Bureau of Public Procurement (KGBPP/BPP).


5. VAT Registration and evidence of VAT remittances, where applicable.
6. Evidence of financial capacity, including a bank reference confirming ability to execute the works.
7. Evidence of satisfactory completion of similar road projects within the last three years.
8. Comprehensive company profile, including organisational structure, relevant experience, key personnel and construction equipment.
9. Evidence of payment of the prescribed non-refundable tender/procurement fee.
10. Evidence of registration with the Kogi State Ministry of Works.
11. Any other documents specified in the Bidding Documents.
Failure to provide the required documents may render a bid non-responsive.

COLLECTION OF BIDDING DOCUMENTS
Bidding Documents are available from the Department of Procurement, Kogi State Ministry of Works, Lokoja, upon payment of a non-refundable fee of N500,000.00 per Lot. Payment shall be made into the designated Kogi State Government account specified by the Ministry.

SUBMISSION OF BIDS
For each Lot, bidders shall submit a completed hard copy to the Office of the Permanent Secretary, Kogi State Ministry of Works, Lokoja, and upload an electronic copy through the Kogi State e-Procurement Platform: eproc.bpp.kg.gov.ng.

Deadline: 12:00 noon, 17th September 2026.

BID OPENING
Bids shall be opened immediately after the submission deadline at 12:00 noon on 17th September 2026 at the Kogi State Ministry of Works, Lokoja.

IMPORTANT NOTICE
The Ministerial Tenders Board reserves the right to accept or reject any bid or annul the procurement process in accordance with applicable laws and regulations. This invitation does not constitute a commitment to award a contract, and the Board shall not be liable for costs incurred by bidders.

Only bids satisfying the eligibility, qualification, technical and financial requirements shall be considered. Bidders are responsible for ensuring that their submissions are complete and made before the deadline.
