INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR 2026 CAPITAL PROJECTS
INTRODUCTION
The National Obstetric Fistula Centre Ningi, Bauchi State is the North East Regional Centre established for the prevention, treatment and rehabilitation of patients with Obstetric Fistula and similar disorders. Its mission is to advance the health of Women and Family through outstanding Education, Research, Training and Clinical Care.
NOFIC Bauchi hereby invites reputable and competent Companies for the execution of its 2026 Capital Projects as follows:
1.0 SCOPE OF THE PROJECTS

2.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
-disclosing whether or not any officer of the relevant committees of the National Obstetric Fistula Centre, Ningi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Letter of Authorisation as representative from the Original Equipment Manufacturers (OEM) in accordance with approved policy for procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria;
j. Verifiable documentary evidences of at least three (3) similar jobs successfully executed within the last five (5) years including letter of awards, job completion certificates, Valuation certificates and Photograph of the projects;
k. Company profile with curriculum vitae of key staff including copies of their academic and professional qualification;
l. List of plants and Equipment with proof of ownership or lease agreement for works;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, and other eligibility requirements are compulsory for each JV partner);
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm;
3.0 COLLECTION OF BID DOCUMENTS
The Tender documents are to be collected from the office of Head of Procurement Unit, Admin Block (NOFIC, Bauchi) Kano Road Ningi, Bauchi State between the hour of 8:00am to 4:00pm daily upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only per Lot, paid into NOFIC Ningi’s Remita account.
4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders should submit bids in two (2) sealed envelopes marked “Technical” and “Financial” Bids both sealed in a third larger envelope (A3) marked with Lot No and the title of the project in 2 hardcopies and 1 softcopy of financial bid. The envelope should be addressed to:
The Medical Director, National Obstetric Fistula Centre, P.M.B 0013, Kano Road, Ningi, Bauchi State.
The documents should clearly mark (with the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop it in the designated temper proof Tender Box at the Procurement Unit not later than 11:30am on Friday 21th August, 2026.
5.0 SUBMISSION OF EXPRESSION OF INTEREST (SERVICES)
Prospective bidders are to submit their bid documents in 3 hard copies indicating the project Lot no. on the reverse side of each envelope and addressed to The Medical Director, National Obstetric Fistula Centre, P.M.B 0013 Kano Road, Ningi, Bauchi State with their company name and contact numbers written at the reverse side of the envelope and dropped in the tender box at the Procurement Unit not later than 11:30am on Friday 21st August, 2026
5.0 OPENING OF TECHNICAL BIDS
The technical bids will be opened immediately after the deadline for submission at 11:30am on Friday 21th August, 2026 at the Conference Hall of the Medical Director NOFIC Bauchi
6.0 GENERAL INFORMATION
i. NOFIC Bauchi reserves the right to verify the authenticity of any claims made on document submitted, and shall disqualify any company whose claims are found to be false;
ii. Bids must be in English Language and signed by an official authorised by the bidder;
iii. Bids document can also be collected in soft copies and bidders can submit through Post (courier service;
iv. Bidders should not bid for more than two (2) Lots;
v. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
vi. The National Obstetric Fistula Centre, Bauchi is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
