1. PREAMBLE
The Agatu Local Government Council, Benue State, in line with its commitment to socio-economic growth, infrastructure expansion, primary health care delivery, educational advancement and municipal logistics support, intends to execute priority public projects across the local government area. To overcome immediate budgetary constraints while maintaining projects execution momentum, the council has approved the adoption of a contractor-financed project delivery model (deferred repayment scheme). SPECIAL CONTRACTOR-FINANCING ARRANGEMENT:
Under this project delivery model, the selected contractor or supplier will pre-finance and execute the project/procurement in accordance with approved specifications, engineering designs and quality standards established by the council. Payment shall be liquidated in structured agreed periodic instalments over a mutually negotiated tenure. Instalment payments may commence during projects execution upon joint physical measurement and issuance of an interim valuation certificate by the councils project implementation team.

1. INTRODUCTION
AlumUnite Limited (“ALU”), acting as the operational contracting/procurement entity under the EPMC-approved MESITA procurement process for the Erasmus+ Capacity Building in Higher Education project “Master of Science in Smart Farming and IoT in Agriculture” (MESITA), Grant Agreement No. 101237110, hereby invites competent and experienced Contractors, Suppliers and Vendors to submit tenders for the Supply, Delivery, Installation, Testing and Commissioning of MESITA Laboratory Equipment for four Nigerian partner universities, University of Port Harcourt (UPH), Enugu State University of Science and Technology (ESUT), Michael Okpara University of Agriculture Umudike (MOU), and Obafemi Awolowo University (OAU). 3. ELIGIBILITY REQUIREMENTS

a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC 2 and CAC 7.
b. Evidence of Company Income Tax Clearance Certificates for the last three available years, where applicable, with a minimum average annual turnover of ₦50 million.
c. Sworn Affidavit from a High Court or Court of Coordinate Jurisdiction disclosing:

viii. Verifiable evidence of technical capacity, including ownership or lease agreements for relevant plants, equipment and technology.
ix. Verifiable list of previous similar works successfully executed within the last three years with names of client, evidence of award letter(s), Last Interim Certificate of valuation for project or job completion certificate.
x. Company profile including organizational structure, key professional staff with their names, telephone numbers, emails address, responsibilities, designation, years of experience at least two (2) of which must be a registered member with their professional body as it relates to the proposed projects (i.e. COREN, QSRBN, SURCON, CORBON, EHCON, etc.) including 2026 Practicing License.
xi. Evidence of Firm’s registration with Environmental Health Council of Nigeria.
xii. Audited annual financial report of the company for the last three years (2023, 2024 and 2025).
xiii. Evidence of financial strength, credit worthiness/bank reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project in addition to evidence of a turnover of at least N10m in the last three years (2023, 2024 and 2025).
