INVITATION TO TENDER FOR THE GENERAL MAINTENANCE OF SELECTED FEDERAL ROADS AND OTHER WORKS NATIONWIDE
CATEGORY A
1.0 INTRODUCTION
In compliance with the provisions of the Public Procurement Act 2007, and in furtherance of its statutory mandate, the Federal Roads Maintenance Agency (FERMA) hereby invites interested, competent, and eligible contractors with the requisite experience and capacity to tender for the execution of the following projects.
2.0 SCOPE OF WORKS:
The scope of works to be carried out includes, but is not limited to the following:
Lot 1 – 42: Site clearance; desilting of existing drains and culverts; construction of new drains and culverts; scarification of failed sections; earthworks on completely failed areas; general bridge maintenance; protective works; installation of kerbs, laterite/cement-stabilized sub-base, crushed stone base, asphaltic concrete binder, and wearing course; surface dressing; and provision of road markings and other road furniture.
Lot 43 – 44: Provision and installation of All-in-One integrated solar-powered streetlights.
Lot 45 – 47: Construction and completion of state offices.

3.0 ELIGIBILITY CRITERIA
Prospective bidders must possess the following:
i. Evidence of Certificate Incorporation issued by Corporate Affairs Commission (CAC) as a Limited/Public Liability Company including copy of certified Memorandum and Articles of Association as well as forms CO2 and CO7 or MEMART.
ii. Evidence of Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024 & 2025) valid till 31st December 2026.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December 2026.
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026.
vi. Evidence of registration on the BPP’s National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Certificate of Registration or Interim Registration Report (IRR) issued by BPP valid till 31st January, 2027.
vii. A sworn affidavit dated not earlier than 21th August, 2026:
– that none of the directors or the Company itself has been convicted of any criminal offence in any country including financial impropriety.
– that the bidder is not in receivership, the subject of any form of winding up petition or proceeding.
– that all documents submitted are genuine and up to date.
viii. Verifiable evidence of technical capacity, including ownership or lease agreements for relevant plants, equipment and technology.
ix. Verifiable list of previous similar works successfully executed within the last three years with names of client, evidence of award letter(s), Last Interim Certificate of valuation for project or job completion certificate.
x. Company profile including organizational structure, key professional staff with their names, and telephone numbers, emails, at least one of which must be registered with their relevant bodies (i.e COREN, QSRBN, SURCON, CORBON, ARCON, etc) with 2026 Practicing License.
xi. Audited annual financial report of the company for the immediate past three years (2023, 2024 and 2025).
xii. Evidence of financial strength including recent reference letter from reputable bank indicating willingness to provide credit facility for the execution of the project in addition to evidence of a turnover of at least N30m (as evidenced in the tax clearance certificate) in the last three years (2023, 2024 and 2025).
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided where necessary (all eligibility requirements are compulsory for each Joint Venture Partner)
4.0 COLLECTION OF TENDER DOCUMENTS:
Interested Bidders must obtain a GIFMIS code for the desired lot(s) to generate the Remita Retrieval Reference (RRR) required for bank payment. The GIFMIS code can be obtained from the Finance and Account Department (Revenue Section), ground floor of the Agency Headquarters. This code is required to pay a Non-refundable Fee of Ten Thousand Naira (N10,000.00) only per lot to the Federal Roads Maintenance Agency, consequent upon which a treasury receipt will be issued at the Revenue Office (Accounts Department), ground Floor of the Agency Headquarters, after presentation of evidence of payment from any CBN licensed Commercial Banks. Bidders are expected to collect bidding documents upon presentation of the original treasury receipt and thereafter submit a Photostat copy of the treasury receipt to the office address below, between the hours of 10:00am and 3:00pm daily, starting from Monday, July 27th, 2026:

5.0 SUBMISSION AND OPENING OF TENDER DOCUMENTS:
Interested bidders are to submit two (2) hard copies of their bid for the desired lot (s) (one clearly marked ‘Original’ at the bottom right corner and one clearly marked ‘Copy’ at the bottom left corner). The Technical and Financial bids must be packaged separately in sealed envelopes and clearly marked ‘Technical Bid’ or ‘Financial Bid’ respectively. Thereafter, both sealed envelopes must be placed together in a larger sealed envelope, clearly marked ‘CONFIDENTIAL’ on the top left corner, and ‘TENDER FOR: [Indicate Lot No./Project Description/Contract No.]’ on the top right corner and addressed to:

Furthermore, the reverse side of each sealed envelope must bear the name and address of the bidder. The complete package must be hand-delivered not later than 12:00 noon on Friday, August 21st, 2026, to the Office of the Assistant Director (Procurement), Room GF 001, Ground Floor, FERMA Headquarters Annex Building, No. 7 Eldoret Close, Off Aminu Kano Crescent, Wuse II, Abuja. All bids will be publicly opened immediately after the deadline for submission at 12:00 noon on Friday, August 21st 2026 at Newton Park Hotels & Resort Annex, Off Ahmadu Bello Way, By Banex Junction, Wuse II, Abuja. The Federal Roads Maintenance Agency will not be held liable for misplaced or wrongly submitted bid. Representatives of Bureau of public procurement, Companies that submitted bids, Professional Bodies and the Civil Society Organizations are invited to witness the bids opening exercise.
Additional Information:
i. Bid security is required for specified lots under this category.
ii. Interested bidders are permitted to bid for a maximum of two (2) lots only.
iii. Contractors who have worked for the Agency and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply.
iv. All BEME/BOQ issued by the Agency must be clearly hand filled without alteration or modification.
v. The Agency will carry out Due Diligence on companies to verify claims included in their submissions when necessary.
vi. All documents for bids submission must be transmitted with a Covering/ Forwarding Letter under the Company/firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address (Not P.O. Box), Telephone Number (Preferably GSM Number) and E-mail Address. The letter Headed Paper must bear the Names and Nationalities of the Directors of Company, duly signed by the authorized officer of the Company.
vii. Only correctly addressed bids will be accepted.
viii. The Agency will not enter into unnecessary correspondence with any contractor except when deemed fit and in the interest of the bid.
ix. All costs incurred by any company in respect of this advertisement shall be borne solely by the contractor, and the Agency shall not entertain any claim whatsoever in this regard.
x. The Agency reserves the right to verify any claim made by any of the bidders.
xi. The Agency reserves the right to suspend or cancel the bidding process at any stage whenever the need arises, in accordance with Section 28 of the Public Procurement Act 2007.
xii. All schedules contained in the bidding documents must be duly completed.
xiii. All bids must be submitted in English language.
xiv. The inclusion of the complete FERMA Standard Bidding Document, correctly filled and appropriately signed, is mandatory.
xv. Late submissions will not be accepted.
NON-COMPLIANCE WITH ANY OF THE INSTRUCTIONS ABOVE WILL RESULT IN AUTOMATIC DISQUALIFICATION
