INVITATION TO TENDER
1.0 INTRODUCTION
The National Pension Commission (PenCom) in compliance with the Public Procurement Act, 2007, invites reputable, experienced, and interested contractors/vendors to submit eligibility documents for the Replacement of the Twin Lifts at the National Pension Commission.

1: REPLACEMENT OF THE TWIN LIFTS AT THE NATIONAL PENSION COMMISSION
2.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including Forms CAC1.1 or CAC2 and CAC7. Business Name with Form BN1 is also acceptable;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR), expiring on 31st December, 2026 or valid Certificate issued by BPP;
g. Evidence of Registration with Council for the Regulation of Engineering in Nigeria (COREN) and other Relevant Bodies;
h. A Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Pension Commission or the Bureau of Public Procurement is a former or present Director, shareholder, or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings, or the subject of any form of winding up petition or proceedings; and
– that the Company does not have existing loan or financial liabilities with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Award, Valuation Certificates, Job Completion Certificates, and Photographs of the projects;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided, indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper, bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Note:
– Documents to be submitted in fulfillment of the requirements should be arranged in the order listed
– Tender documents should be paginated with a table of contents indicating the pages on which items are to be found
3.0 COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Department on the 3rd Floor of the National Pension Commission, Plot 174, Adetokunbo Ademola Crescent, Wuse II, Abuja.
4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids, with the soft copy of the financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, enclose the two sealed envelopes together in a bigger sealed envelope addressed to the Director General, National Pension Commission, Plot 174, Adetokunbo Ademola Crescent, Wuse II, Abuja, clearly stating the “Project Name” on the top right-hand corner of the envelope with the name and address of the bidder on the reverse side of the envelope. All bids shall be dropped in the designated Tender Box at the Procurement Department on the 3rd Floor of the National Pension Commission, Plot 174, Adetokunbo Ademola Crescent, Wuse II, Abuja not later than 12:00 noon, Tuesday, 25th August 2026.
5.0 OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon, Tuesday, 25th August 2026 at the Auditorium located at the Block of Flats of the Commission’s office building located at Plot 174, Adetokunbo Ademola Crescent, Wuse II, Abuja, in the presence of observers, bidders or their authorised representatives, while the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Office of the Head, Procurement Department on the 3rd Floor of the National Pension Commission, Plot 174, Adetokunbo Ademola Crescent, Wuse II, Abuja, as the National Pension Commission will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Any bid submitted at the wrong place shall be disqualified;
c. All costs will be borne by the bidders;
d. Late submissions shall be returned un-opened;
e. This advertisement shall not be construed as a commitment on the part of the Commission to award any contract, nor shall it entitle any bidder to make any claims or seek indemnity from the Commission;
f. PenCom reserves the right to take a decision on any of the documents received;
g. Any form of canvassing from any source whatsoever shall result in immediate disqualification;
h. PenCom reserves the right to verify the authenticity of any claims on the documents;
i. PenCom will only correspond with authorized officers of the successful bidder, not agents or persons acting on its behalf; and
j. PenCom is not bound to shortlist any vendor and reserves the right to annul the process at any time without incurring liabilities and assigning any reason thereof in line with Section 28 of the PPA, 2007.
