1.0 INTRODUCTION
Newcross Exploration and Production Limited, Operator of NNPC/ NewcrossEP Joint Venture in PML 55, 56 & 57, located offshore in Rivers states, (referred to in this publication as “Insured”) hereby invites suitable and reputable vendors to apply for the General Maintenance Service Call-out contract for the Flow station Facilities for PML 55, 56 & 57 fields, with an anticipated contract term of SIXTY (60) months with a twelve month extension. Contract is expected to commence in 2026.
2.1 SCOPE OF WORK
The scope of work comprises of the General Operation and Maintenance Service call-out Contract for the routine repairs/ replace/attend to all Flowstation production machinery and other facility equipment.
2.2 General Maintenance Works
– Project Management as may be applicable to both contracts as call-out time.
– All documentation, As-built drawings, operations/ technical manuals/ spares requirement etc. QA/QC plan and execution
– Mechanical/Civil/Survey works: Maintenance support services, inspection for in-plant piping, valves and vessels.
– Integrity statutory inspection works.
– Structural steel integrity check.
– Electrical/Instrumentation works; periodic and predictive maintenance.
– Instrumentation and control subsystem works.
– Training (operations and maintenance).
3.1 MANDATORY REQUIREMENTS
– To be eligible for this tender, interested bidders must be prequalified in the NipeX Joint Qualification System (NJQS) database under category 4.06.01 and 4.06.02.

4.1 NIGERIAN CONTENT DEVELOPMENT STRATEGY
Tenderer shall:
– Demonstrate that the entity is a Nigerian registered company with greater than 51% equity shareholding. Also, provide form CO2 and CO7, evidence of registration with NCDMB NOGIC JQS and NUPRC certificate.
– Provide detailed description of the location of in-country committed facilities & infrastructure (address, layout drawing, lease document of technical & administrative office.) in Nigeria to support this contract.
– Provide a project-specific organogram showing the Names and Nationalities of all key personnel not limited to (Mechanical Engineer, Instrumentation Engineer, Project Manager, QA/ QC Inspector, Installation Engineer, etc.) that will execute the work scope for this service. CVs of all personnel listed in the project organogram should be submitted. For any position to be occupied by Expatriate personnel, tenderer shall commit to obtaining expatriate quota approval from NCDMB before project execution.
– Tenderer shall provide evidence of purchase orders, project completion certificates, bill of landing etc. of at least 50% Nigerian ownership of all equipment not limited to (not limited to Line pipes (3″, 4″, 6″, 8″, 10″, 10″), Structural Steel members, I-section beams and hollow section for beams and stanchions), Plates and sheets for vessel repairs, Gas and Diesel Generator Spare parts, shipping pumps spare parts, Power Distribution Panels, Battery Procurement, Valves, etc.) to execute this work scope.
– Provide evidence of valid category 1,2,3,4 or 5 of the following NCECs demonstrating capacity to execute the work scope: i. Quality Inspection (QC) ii. Construction and Movable Equipment (EC) iii. Fabrication and Construction (FC)
– Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to: i. Complying with the latest approved version of NCDMB HCD guideline to providing Project- specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). ii. In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to the Operator.
5.0 CLOSE DATE
Only bidders who are registered with the NJQS category 4.06.01 and 4.06.02 as of the closing date on 9th October 2026 at advert close time as 16:00 hrs will be invited to submit technical bids.
6.0 ADDITIONAL INFORMATION
– Prequalification for this service category in NJQS is mandatory for all interested companies.
– This advertisement is for pre-qualification purposes and should not be construed as an Invitation to Tender or a commitment to award a contract.
– All costs associated with the registration and prequalification process will be borne solely by the participating company.
