TENDER OPPORTUNITY: ENGINEERING DESIGN, PROCUREMENT, INSTALLATION AND CONSTRUCTION OF PIPELINE AND FLOWLINE AT EKULAMA 1, 2 AND AWOBA FIELDS IN PML 55, 56, AND 57.

1.0 INTRODUCTION
Newcross Exploration and Production Limited, Operator of NNPC/NewcrossEP Joint Venture in PML 55, 56 & 57, located offshore in Rivers states, (referred to in this publication as “Insured”) hereby invites suitable and reputable vendors to apply for the Engineering Design, Procurement, Construction and Installation services for Pipeline and flowline for PML 55, 56 & 57 fields, with an anticipated contract term of Sixty (60) months with a twelve months extension. Contract is expected to commence in 2026.

2.0 SCOPE OF WORK
The Contractors shall provide engineering design, construction and installations services at the Company’s flowstation locations for Ekulama 1, Ekulama 2 and Awoba fields in PML 55,56&57. The services shall include the engineering design of pipeline and flowlines, procurement, civil works construction, welding and fabrications, Installation works, quality control and quality Assurance, testing, electrical & Instrumentation works, and commission.

2.1 Flowline and Pipeline Installation Works
– Concept, FEED, Detailed Engineering Design for Flowlines and Pipelines for new and existing wells in PML 55,56&57 Fields.
– Procurement of Materials.
– Construction/Installation of flowlines and Pipelines.
– For all transportation barges and installation of vessels, first consideration shall be given to Nigerian-owned and flagged installation vessels in line with NCDMB categorization.
– Fabrication and Installation of wellhead and inlet manifold hookup.
– Painting of above ground pipe works.
– Commissioning of Flowlines and Pipelines.
– Site Cleanup and Demobilization.

3.0 MANDATORY REQUIREMENTS
– To be eligible for this tender, interested bidders must be prequalified in the NipeX Joint Qualification System (NJQS) database under category 4.02.04; 4.03.04; and 4.04.04.

4.1 NIGERIAN CONTENT DEVELOPMENT STRATEGY
Tenderer shall:
– Tenderer shall demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
– Tenderer shall demonstrate detailed description of the location of in-country committed facilities & infrastructure (not limited to administrative office, project management office) in Nigeria to support this contract.
– Tenderer shall domicile Engineering activities in-country through the utilization of Nigerian Engineering Services Company (with COREN practicing license) registered engineering company in Nigeria.
– Tenderer shall provide evidence of the underlisted Category 1,2,3,4 or 5 group NCEC demonstrating capacity to execute the work scope
i. Fabrication and Construction (FC)
ii. Construction and movable Equipment (EC)
– Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
– Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

5.0 CLOSE DATE
Only bidders who are registered with the NJQS category 4.02.04; 4.03.04; and 4.04.04 as of the closing date on 9th October 2026 at advert close time as 16:00 hrs will be invited to submit technical bids.

6.0 ADDITIONAL INFORMATION
– Prequalification for this service category in NJQS is mandatory for all interested companies.
– This advertisement is for prequalification purposes and should not be construed as an Invitation to Tender or a commitment to award a contract.
– All costs associated with the registration and prequalification process will be borne solely by the participating company.
