REQUEST FOR PROPOSALS (RFP) FOR THE PROVISION, DEPLOYMENT, MANAGEMENT AND SUPERVISION OF A SECURE ELECTRONIC VOTING PLATFORM FOR THE 2026 ELECTIONS OF THE NIGERIAN SOCIETY OF ENGINEERS (NSE)
PROPOSAL SUBMISSION DEADLINE: JULY 3RD, 2026, 5:00 PM (WAT)
1. INTRODUCTION
The Nigerian Society of Engineers (NSE) invites qualified and experienced firms to submit proposals for the provision, deployment, management, supervision, and support of a secure electronic voting platform for the conduct of its 2026 National Elections scheduled for December 3, 2026. The objective of this procurement exercise is to engage a competent Service Provider capable of providing a secure, transparent, auditable, reliable, and user-friendly electronic voting solution that complies with the NSE Memorandum and Articles of Association (MemArt), Election Guidelines, applicable laws, and relevant cybersecurity standards.
2. OBJECTIVES OF THE ASSIGNMENT
The selected Service Provider shall provide a solution that ensures:
i. Free, fair, credible, and transparent elections;
ii. Secure participation of eligible voters regardless of geographical location;
iii. Protection of voter privacy and confidentiality;
iv. Accessibility through multiple devices and operating systems;
v. Real-time monitoring by authorized election officials;
vi. Comprehensive auditability and verifiability of election processes and outcomes;
vii. Compliance with the Nigeria Data Protection Act (NDPA) 2023 and other relevant regulations.
3. SCOPE OF SERVICES
The successful bidder shall be responsible for the following:
3.1 Voters’ Register Management
– Review, verify and validate the voters’ register generated from the NSE membership database;
– Identify and resolve duplicate, incomplete or invalid records in collaboration with the NSE Election Committee;
– Facilitate secure voter authentication and eligibility verification.
3.2 Electronic Voting Platform
– Provide, configure, deploy and manage a dedicated secure electronic voting platform
– The proposed platform shall be a tested and operational electronic voting solution with demonstrated successful deployment in comparable elections or governance processes;
– Customization, where required, shall be limited to configuration and branding necessary to meet NSE election requirements;
– Ensure compatibility with web browsers and mobile devices operating on Android, iOS, Windows and macOS;
– Implement end-to-end encryption for all data in transit and at rest;
– Integrate Multi-Factor Authentication (MFA);
– Ensure scalability to accommodate the entire voting population without performance degradation;
– Facilitate voter notifications through email, SMS and other approved communication channels;
– Provide post-election notifications and reports as directed by NSE.
3.3 Election Monitoring
– Provide a real-time election management dashboard accessible only to authorized NSE officials;
– Generate voter turnout statistics and participation reports throughout the election period.
3.4 Technical Support
– Establish a dedicated Election Help Desk;
– Provide support through telephone, email and online channels;
– Maintain a maximum response time of thirty (30) minutes for critical incidents;
– Deploy technical personnel at the NSE Election Command Centre on election day.
3.5 Security, Audit and Compliance
– Conduct independent vulnerability assessment and penetration testing;
– Provide security audit reports prior to deployment;
– Maintain tamper-proof audit trails of all system activities;
– Ensure compliance with NDPA 2023 and applicable cybersecurity standards.
3.6 Training and Testing
– Conduct user training for NSE officials and election administrators;
– Organize mock elections and simulation exercises;
– Facilitate User Acceptance Testing (UAT) and resolve all identified issues before deployment.
4. DATA PROTECTION AND CONFIDENTIALITY
The Service Provider shall:
i. Implement Role-Based Access Control (RBAC);
ii. Encrypt all personal and election-related data;
iii. Ensure that no voter data is transferred outside Nigeria without prior written approval of NSE;
iv. Maintain comprehensive audit logs;
v. Execute confidentiality and non-disclosure agreements;
vi. Securely destroy or anonymize voter data within six (6) months after completion of the election unless otherwise directed by NSE.
5. DISASTER RECOVERY AND BUSINESS CONTINUITY
The Service Provider shall maintain:
i. Redundant infrastructure and backup systems;
ii. Real-time data replication;
iii. Recovery Point Objective (RPO) not exceeding fifteen (15) minutes;
iv. Recovery Time Objective (RTO) not exceeding one (1) hour;
v. Tested disaster recovery procedures.
6. SERVICE LEVEL REQUIREMENTS
The Service Provider shall guarantee:
i. Minimum system availability of 99.9% during the election period;
ii. Continuous system monitoring;
iii. Maximum response time of thirty (30) minutes for critical incidents;
iv. Maximum resolution time of two (2) hours for critical incidents.
7. BIDDER ELIGIBILITY REQUIREMENTS
Interested firms shall submit:
i. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC);
ii. Tax Clearance Certificate for the last three (3) years;
iii. Company profile and organizational structure;
iv. Audited Financial Statements for the last three (3) years;
v. Evidence of NDPA compliance;
vi. Evidence of successful completion of at least three (3) similar projects within the last five (5) years;
vii. Client references;
viii. Profiles and qualifications of key personnel.
8. PROPOSAL SUBMISSION REQUIREMENTS
8.1 Technical Proposal
The Technical Proposal shall include:
– Understanding of the assignment;
– Methodology for deployment and implementation;
– Description of the proposed voting platform and system architecture;
– Security framework;
– Project work plan and timeline;
– Support and maintenance plan;
– Training programme;
– Relevant experience and references.
8.2 Financial Proposal
The Financial Proposal shall contain:
– Detailed pricing schedule;
– Taxes and statutory charges;
– Deployment costs;
– Training costs;
– Support costs;
– Any recurring fees.
9. EVALUATION CRITERIA
Proposals shall be evaluated as follows:
i. Technical Capacity and Methodology – 30%
ii. Security Architecture and Data Protection Measures – 25%
iii. Relevant Experience and Track Record – 15%
iv. Support and Training Plan – 10%
v. Financial Proposal – 20%
vi. Total – 100%
Only bidders attaining a minimum technical score of 70% shall proceed to financial evaluation.
10. DATA OWNERSHIP
All voter records, election results, reports, audit logs and associated information generated under this engagement shall remain the exclusive property of the Nigerian Society of Engineers.
11. POST-ELECTION DELIVERABLES
The Service Provider shall submit within fourteen (14) days after the election:
i. Certified election results;
ii. Comprehensive audit logs;
iii. Voter participation reports;
iv. Security incident reports, where applicable;
v. System performance report;
vi. Lessons learned report.
12. LIABILITY AND INDEMNITY
The Service Provider shall be liable for losses arising from negligence, system failures attributable to the provider, data breaches, or violations of applicable laws and shall indemnify NSE against all related claims.
13. NSE’S RESERVED RIGHTS
The Nigerian Society of Engineers reserves the right to:
i. Accept or reject any proposal;
ii. Cancel the procurement process without liability;
iii. Request clarifications from bidders;
iv. Conduct due diligence;
v. Negotiate with the preferred bidder;
vi. Award the contract in whole or in part.
14. SUBMISSION OF PROPOSALS
Proposals shall be submitted not later than 5:00 PM (WAT) on July 3rd, 2026.
