INVITATION TO TENDER

INTRODUCTION
Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State, intends to provide critical projects through the Tertiary Education Trust Fund (TETFUND) for;

i. YEAR 2026 TETFUND ZONAL INTERVENTION 2026/TFX66 (LOT 1)
AND
ii. RE-PRIORITIZED YEAR 2026 TETFUND SCHOLARSHIP FOR ACADEMIC STAFF TRAINING AND DEVELOPMENT ALLOCATION-2026R/FX26 (LOT 2)

The proposed projects are part of the University’s efforts to provide a decent and conducive environment for learning and research. Therefore, the Management of Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State, in view of its mandate, and in accordance with the provisions of the Public Procurement Act 2007 (as amended), hereby invites interested, competent, qualified and experienced contractors to submit bids for the project named below:

2. ELIGIBILITY REQUIREMENTS

a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including form CAC 1.1 or CAC2 and CAC7:2
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st, December, 2025.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st, December, 2025
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or a valid Certificate issued by BPP.
g. Sworn Affidavit
* Disclosing whether or not any officer of the relevant committee of the Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars.
* That no Director has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
* That the company is not in receivership, the subject of any form of insolvency bankruptcy proceedings or the subject of any form of winding up petition or proceedings
* That the company does not have existing loan or financial liability with the bank, other financial institution or third party that is classified as doubtful, nonperforming, bad or whose repayment portion has been outstanding for the last four months;
h. Company’s audited accounts for the last three (3) years, duly acknowledged by the Federal Inland Revenue Service (FIRS);
i. Reference Letter from a reputable commercial bank indicating willingness to provide a credit facility for the execution of the project when needed
j. Company’s Profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificate, Job Completion Certificates and photographs of the projects
l. Interested bidders must have an annual turnover of a minimum of N500M.
m. Bidders must also provide Original Equipment Manufacturer (OEM)
n. Works: List of Plants/Equipment with proof of ownership/Lease Agreement
o. For Joint venture/partnership, Memorandum of Understanding (MoU) should be provided, indicating among others the Lead partner. (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a covering/forwarding letter under the Company/ Firm’s Letter Head paper bearing, amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address, telephone number (preferably GSM No), e-mail address. The Letterhead paper must bear the Names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect the standard bid documents between 9.00 am and 4.00 pm from the Director, Procurement Unit, Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State, upon presentation of evidence of payment of the non-refundable tender fee of N10,000.00 per lot, at the University’s Bursary Department, interested Bidders can reach the Procurement Dept. for any information from 9:00am-4:00pm with the number 0806-299-7299

4. SUBMISSION OF TENDER DOCUMENTS
Prospect Bidders are to submit bids for each of the Lot, two hard copies (one original and the other copy), each of the completed Technical and Financial Bids, with a softcopy of the financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”, Thereafter, put the two sealed envelopes together in a bigger sealed envelope, with project name and Lot number clearly written on the top right-hand corner, addressed as returned to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be dropped in the designated Tender Box at the office of the Deputy Director, Procurement Unit, between 9.00am and 4.00pm daily, not later than 12:00 noon on Monday, 3rd August 2026.

5. OPENING OF TECHNICAL BIDS
The submitted technical bids will be opened immediately after the deadline for the submissions at 12:00noon on Monday, 3rd August 2026, 2026 at the Administrative Building of the University, while the financial bids will be kept unopened.

6. GENERAL INFORMATION
Certificates shall be referred to the respective issuing authorities for verification and authentication, and the University shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary
* Technical and Financial Bids enclosed in one and same single envelope that will expose the Technical and Financial Bids at the same time during opening shall be disqualified.
* The bids will be opened in the presence of CSOs and Professional bodies and covered by video recording
* Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while financial bids of unsuccessful bidders will be returned unopened.
* This advertisement is published for information purposes only and should not be construed as a commitment or obligation on the part of the Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State, to award the contracts to any bidder.
* All submissions must be made in the English Language
* Federal University of Environment and Technology Koroma Saakpenwa, Ogoni, Rivers State is not bound to consider any bid and reserves the right to reject all bids at any time or cancel procurement proceedings in the public interest in accordance with section 28 of the Public Procurement Act, 2007
* All Bid documents must be accompanied by a duly signed covering letter by the bidder. Any unsigned document will be disqualified.
* Any form of canvassing from any source whatsoever shall attract immediate disqualification.
* Bidders should not bid for more than one (1) Lot
