INVITATION TO TENDER FOR 2026 TETFUND SPONSORED ANNUAL INTERVENTION PROJECT, 2026 TETFUND SPONSORED MAINTENANCE INTERVENTION PROJECT AND SUBMISSION OF EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES ON YEAR 2026 TETFUND SPONSORED SPECIAL INTERVENTION PROJECT AT FEDERAL COLLEGE OF EDUCATION, ABEOKUTA, OGUN STATE.

1.0 INTRODUCTION:
The Federal College of Education, Abeokuta, Ogun State in compliance with requirements of the Public Procurement Act 2007 and other extant government regulations, wishes to execute the projects under Year 2026 TETFund Sponsored Annual Intervention, 2026 TETFund Sponsored Project Maintenance Intervention and 2026 TETFund Sponsored Special Intervention.

The College therefore invites suitably qualified and competent Bidders/Contractors with relevant experience for the under-listed projects and also invites competent and interested Project Consultants (Architects, Civil/Structural Engineers, Mechanical/Electrical Engineers and Quantity Surveyors) to submit Expression of Interest (EOI) for Consultancy Services for Year 2026 TETFund Sponsored Special Intervention for the completion of Distressed Projects (Rehabilitation of various buildings affected by Rainstorm in the College under Category C) in line with the eligibility requirements listed below.

2.0 SCOPE OF WORKS:

CATEGORY C: EXPRESSION OF INTEREST (EOI)
1LOT C1Consultancy Services for Year 2026 TETFund Special Intervention for the Completion of Distressed Projects (Rehabilitation of Various Building affected by Rainstorm in the College).

3.0 ELIGIBILITY/MANDATORY REQUIREMENTS FOR CONSULTANTS
i. Verifiable Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7.
ii. Verifiable Evidence of Valid TAX Clearance Certificate from Nigeria Revenue Service (NRS) for the last Three (3) Years (2023, 2024, 2025) valid till 31st December, 2026, (With Verifiable Evidence of an Average Turnover of N18 (N1,000,000,000.00) for Lot A1)
iii. Verifiable Evidence of PENCOM Compliance Certificate issued by National Pension Commission valid till 31st December, 2026.
iv. Verifiable Evidence of Industrial Trust Fund (ITF) Compliance Certificate valid till 31st December, 2026.
v. Verifiable Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026.
vi. Companies are required to submit Verifiable Audited Accounts for the last three years (2023, 2024, and 2025), duly stamped and signed by ANAN/ICAN licensed Auditors, as well as endorsed by Officials of the Nigeria Revenue Services (NRS).
vii. Verifiable Evidence of Registration with the Federal Government Established Bureau of Public Procurement (BPP) National Database of Contractors, Suppliers, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 30th June, 2026 or Valid Certificate issued by BPP.
viii. Verifiable list of at least three (3) similar jobs executed in the last Five (5) years including letters of Notification of Award, Agreement Letters, Practical Job Completion Certificates and Photographs of the projects.
ix. Evidence of Financial Capability/Evidence of Financial Backing/Reference from Reputable Bank indicating willingness to provide credit facility for the execution of the jobs.
x. Company’s Profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic & Professional qualifications (COREN, QSRBN, ARCON, CORBON etc.).
xi. Evidence of payment of Practicing Fee/Practicing License of relevant Professional Staff for 2026.
xii. Evidence of Registration of Consulting Firm with all of the following regulatory bodies: COREN, ARCON & QSRBN (For Lot C1 only).
xiii. Evidence of ownership or lease agreement for relevant equipment, machines and tools etc (For Lots A1 & B1 only).
xiv. Attach an undertaken on the Company’s Letter Headed Paper indicating willingness to work in areas with security challenges.
xv. Arrangement of the Eligibility documents in hard copy should follow the order in the list above, appropriately paged and duly signed on every page. The Eligibility documents should have a table of contents indicating the pages on which these items are to be found.
xvi. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing among others: the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (s) (preferably GSM Number), valid E-mail Address and Official Company Address at the Top and the Names & Nationalities of the Directors of the company at the bottom of the page.

SWORN AFFIDAVIT
Interested Companies are expected to:
(a). accompany their bid with affidavit disclosing whether or not any officer of relevant committees of FCE Abeokuta or Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bid; and that all the information/documents provided in its bid are true and correct.
(b). that the company does not have any director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(c). that the Company is not in receivership, the subject of any form or insolvency or bankruptcy proceedings or the subject of winding up petition or proceedings.

4.0 COLLECTION OF TENDER DOCUMENTS
Tender documents for Lots A1 & B1 are to be collected from the Office of the Director, Directorate of Procurement between the hours of 10:00am- 3pm daily upon presentation of authenticated payment details of the non-refundable tender fee of N15,000.00 only, into the College Remita Account and receipt obtained from the College Bursar.

5.0 SUBMISSION OF TENDER DOCUMENTS
The completed “TECHNICAL” and “FINANCIAL” bid documents for Lots A1 & B1 must be neatly packaged separately in a sealed envelope each and to be clearly marked “TECHNICAL” or “FINANCIAL” bid appropriately and the two (2) envelopes should now be put in the third (3rd) envelope with the LOT NUMBER, Description of Project/Project Title, “CONTRACTOR” boldly indicated and the Company name boldly and clearly written on the back of the third (3rd) envelope and addressed to:

Furthermore, the reverse of the envelopes should have the Name and Address of the Bidder and drop in the designated tender box in the office of the Director, Directorate of Procurement, Federal College of Education, Abeokuta not later than 12:00 noon on Monday 20th July, 2026.

6.0 CLOSING DATE AND TIME OF OPENING OF TECHNICAL BIDDING DOCUMENTS
The Technical Bidding documents will be opened after the deadline by 12:00 noon on Monday 20th July, 2026. The venue of bid opening is Management Conference Room, Deputy Provost (Academics) Office Building, FCE Abeokuta.

7.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS FOR LOT C1
Interested companies/firms are to submit two (2) bound copies of Expression of Interest (EOI) document separated by dividers and arranged as indicated in (3.0) above. The envelops should be marked “Copy” and “Original”. The two (2) envelops marked “Copy” and “Original” should be placed inside a third envelop. The documents should be submitted in a sealed envelop and addressed to:

The envelops should be clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of the envelop should have the Name and Address of the Firm/ Bidder and drop in the designated tender box in the office of the Director, Directorate of Procurement, Federal College of Education, Abeokuta not later than 12:00 noon on Monday 20th July, 2026.

8.0 CLOSING DATE AND TIME OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
The Expression of Interest documents will be opened after the deadline at 12:00 noon on Monday 20th July, 2026. This opening is schedule to hold at the Management Conference Room, Deputy Provost (Acad.) Office Building, FCE, Abeokuta.

9.0 GENERAL INFORMATION:
i. Bidding Documents must be in English Language and signed by an official authorized by the Bidder;
ii. Bidding documents submitted after the deadline for the submission shall be returned un-opened;
iii. All unsigned bids shall be rejected;
iv. Bidders Should not bid for more than one (1) lot;
v. Only Pre-qualified/shortlisted bidders at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened;
vi. This advertisement of Invitation to Tender shall not be construed as a commitment on the part of FCE, Abeokuta nor shall it entitle any Bidder to make any claim whatsoever or compensation having responded to this advertisement;
vii. All expenses incurred in preparing bidding documents and all expenses otherwise associated with this exercise shall be borne solely by the prospective Bidder;
viii. The documents submitted should have a table of content indicating the pages the items are to be found and arranged serially. Failure to comply with this directive will result in disqualification of the Bidder;
ix. The above listed requirements shall form part of technical evaluation criteria and non-compliance with any of the stated criteria shall result in automatic disqualification of the Bidder;
x. The Federal College of Education, Abeokuta reserves the right to verify the authenticity of any claim made in the bidding documents submitted by any Bidder;
xi. FCE Abeokuta is not bound to shortlist any Bidder and reserves the right to annul the Procurement Process at any time without incurring liabilities in accordance with Section 28 of the Public Procurement Act 2007.
