1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Adolescent Girls Initiatives for Learning and Empowerment (AGILE _ AF) Project, and intends to apply part of the proceeds toward payments under the contract for Procurement and Installation of Solar Power in Schools: (Procurement of Solar and Installation of 10KVA for 21 New SSS and 5KVA for 21 New JSS, Provision of 100 Nos 10 KVA Solar Power in 100 Digital Literacy Schools – 65 schools Phase I and 35 schools PII) in 2 lots.

2. The Bauchi State Ministry of Education, Adolescent Girls Initiatives for Learning and Empowerment (AGILE -AF) now invites sealed Bids from eligible Bidders for the Procurement and Installation of Solar Power in Schools: (Procurement of Solar and Installation of 10KVA for 21 New SSS and 5KVA for 21 New JSS, Provision of 100 Nos 10 KVA Solar Power in 100 Digital Literacy Schools – 65 schools Phase I and 35 schools PII). The Delivery Period is 90 days and there will be no margin of preference.

3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, 7th edition, September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 9.00am to 4.00pm (local time) at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of N100,000.00 (One Hundred Thousand Naira) only. The method of payment will be through Bank transfer only into the Project Account (FCMB Bank Plc, Account Name: AGILE Project Counterpart Account B, Bauchi State, Account Number: 2001020804 (NGN), SORT CODE:214031920). The document will be picked at the address below, or sent by e-mail upon request and presentation of proof of payment.

6. Bids must be delivered to the address below on or before 24th August, 2026 at 12:00pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 24th August, 2026 at 12:00 pm (local time).

7. All Bids must be accompanied by a Bid Security of at least 2% of the Bid Price for the contract from a reputable Commercial Bank.

8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

a. Evidence of a Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or Forms CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid until 31st December, 2026; with a minimum average annual turnover of N600 million;
c. Evidence of Pension Clearance Certificate valid until 31st December, 2026 (this requirement applies only to bidders with 15 or more employees);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid until 31st December, 2026 (this requirement applies only to bidders with five (5) or more employees or bidders with an annual turnover of N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid until 31st December, 2026;
f. Evidence of Registration in the National Database of Federal Contractors, Consultants and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31/12/2026 or a valid Certificate issued by the Bureau of Public Procurement (BPP).
g. Sworn Affidavit deposed to before a Federal High Court in Nigeria and accompanied by a recent passport photograph;
– disclosing whether or not any officer of the relevant committees of the Federal University Oye-Ekiti, Ekiti State or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars;
– that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or winding-up petition or proceedings;
– That the company does not have any existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months.
h. Company’s audited accounts for the last three (3) years – 2023, 2024 and 2025 duly acknowledged by the Federal Inland Revenue Service (FIRS);
i. A reference letter from a reputable commercial bank in Nigeria, indicating its willingness to provide a credit facility for the execution of the project where necessary;
j. Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their academic and professional qualifications such as COREN, QSRBN, ARCON, CORBON, with evidence of current professional practice license (2026).

The Federal Polytechnic, Ile-Oluji intends to utilise funds provided in its allocation for Year 2026 TETFUND ZONAL Intervention. d. Evidence of Industrial Training Fund (ITF) Compliance Certificate (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 million and above) valid till 31st December, 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;

j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. For Supply of Equipment: Letter of Authorisation as representatives of the Original Equipment Manufacturers (OEM);
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm
