1. INTRODUCTION
The Special Programs Operations and Implementation Unit (SPOIU) is a Unit established under the Federal Ministry of Education (FME) with the mandate for the implementation of the various Flagship Programmes under the Nigeria Education Sector Renewal Initiative (NESRI) in line with the Renewed Hope Agenda of the current Administration.
Pursuant to its mandates, the Federal Government of Nigeria has appropriated funds to the Unit in the 2026 Fiscal Year for the Execution of its Programmes and Projects.

3. ELIGIBILITY REQUIREMENTS

Prospective bidders must possess the under-listed requirements to be eligible in this procurement process:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026; with minimum average turnover as stated in paragraph 2 above;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2026;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by Bureau of Public Procurement (BPP);
g. Sworn affidavit:
– disclosing whether or not any officer of the relevant committees of the Special Programs Operation and Implementation Unit, Federal Ministry of Education or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
– the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy; and
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three years (2023, 2024 & 2025);
i. Evidence of financial capability to execute project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional Qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON);
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. List of Equipment with proof of Ownership/Lease Agreement from Equipment Leasing Registration Authority Authorised Firms (for works);
m. For Training: Evidence of Firm’s current accreditation issued by the Centre for Management Development (CMD);
n. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. For ICT jobs: Evidence of current license/accreditation issued by the Computer Professional Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA);
p. For Project Supervision and Certification: Evidence of Registration with relevant professional bodies; COREN, QSRBN, ARCON, or CORBON;
q. For Event Management: Evidence of Registration with National Institute for Hospitality and Tourism (NIHOTOUR), and Hospitality and Tourism Management Association of Nigeria (HATMAN);
r. For Project Management: Evidence of Registration with Chartered Institute of Project Managers of Nigeria (CIPMN);

aa. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and
bb. 1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Adolescent Girls Initiatives for Learning and Empowerment (AGILE _ AF) Project, and intends to apply part of the proceeds toward payments under the contract for Procurement and Installation of Solar Power in Schools: (Procurement of Solar and Installation of 10KVA for 21 New SSS and 5KVA for 21 New JSS, Provision of 100 Nos 10 KVA Solar Power in 100 Digital Literacy Schools – 65 schools Phase I and 35 schools PII) in 2 lots.

2. The Bauchi State Ministry of Education, Adolescent Girls Initiatives for Learning and Empowerment (AGILE -AF) now invites sealed Bids from eligible Bidders for the Procurement and Installation of Solar Power in Schools: (Procurement of Solar and Installation of 10KVA for 21 New SSS and 5KVA for 21 New JSS, Provision of 100 Nos 10 KVA Solar Power in 100 Digital Literacy Schools – 65 schools Phase I and 35 schools PII). The Delivery Period is 90 days and there will be no margin of preference.

1. ELIGIBILITY REQUIREMENTS

Prospective Bidders should posses the under-listed requirements to be eligible to participate in this procurement exercise:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2023, 2024 and 2025 valid till 31st December 2026; with the following minimum annual average turnover for the 3 years as follows:
i. WK – N250Million
ii. EWK – N150Million
iii. PGD – N150Million
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the (Standards Organisation of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CPN & NITDA etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
n. For supply of equipment: letter of Authorization as representative of the Original Equipment Manufactures (OEMs);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. – CRITICAL FINANCIAL TURNOVER REQUIREMENT FOR SHIP WORKS & GOODS (LOTS 1 – 5): Bidders for Lots 1, 2, 3, 4, and 5 MUST demonstrate an Average Annual Turnover of at least N1,000,000,000.00 (One Billion Naira) only as reflected in the Audited Financial Statements of the last three years.
– Company Profile with detailed Curriculum Vitae of key technical and managerial staff including academic and professional qualifications (e.g. COREN, QSRBN, CORBON, ARCON for Works; relevant professional bodies for Consultancy Lots 6–9).
