1. Introduction
TotalEnergies EP Nigeria Limited (TEPNG) operator of the NNPC/TOTALENERGIES Joint venture invites interested reputable and pre-qualified contractors with relevant experience for this tender opportunity for Offshore Drilling Support Services for the Drilling Campaign in TEPNG JV slated for 2028.

2. Scope of Work and List of Services
These Services are expected to commence during the 1st Quarter of 2028
The expected duration of the contracts is five (5) years firm plus Two (2) years optional extension.

(i) Provision of Directional Drilling & Measurement While Drilling, Logging While Drilling and Gyro Services – 1000008343
3.04.08 (Turbine Drilling/Down Hole Motor Services/ Directional Drilling Services)
3.04.07 (Measurement while drilling, logging while drilling)

The scope for Provision of Directional Drilling & Measurement While Drilling, Logging While Drilling and Gyro Services for TOTALENERGIES EP NIGERIA LIMITED (TEPNG) will include:
• Drilling engineering,
• Well planning,
• Anti-collision studies,
• Directional drilling,
• Measurement while drilling,
• Formation evaluation while drilling/logging while drilling,
• Surveying,
• Gyro services for wellbore placement – pump down gyro, gyro while drilling.
• Geo-Steering services.
• Downhole tools
• And other applicable services as may be required

(ii) Provision of Cement Pumping & Products Services – 1000008344
3.04.03 (Cementing Services, Cementing engineering)
2.07.10 (Cements and associated additives)
1.01.05 (Cementing equipment and liner hanger services)

The scope for Provision of Cement Pumping & Products Services for TOTALENERGIES EP NIGERIA LIMITED (TEPNG) includes provision of Engineering, Equipment, Consumables and Personnel covering but not limited to the below;
• Supply of cement,
• Cement products,
• Pressure testing
• Pumping services

(iii) Provision of Non-Aqueous Base Mud Supply and Water-Based Mud Supply and Services – 1000008345
• 3.01.15 (Mud Engineering Services)
• 3.04.13 (Drilling Fluids/ Mud Services)

The scope for Provision of Non-Aqueous Base Mud Supply and Services for TOTALENERGIES EP NIGERIA LIMITED (TEPNG) includes provision of Engineering, Equipment, Consumables and Personnel covering but not limited to the below;
• Non-Aqueous Based mud products
• Water-Based mud products
• Mud Engineering Services

3. Mandatory Requirements
a) To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the respective Product/Services categories (Product/services) category in NipeX joint Qualification system (NJQS) database namely 3.04.08 (Turbine Drilling/Down Hole Motor Services/ Directional Drilling Services), 3.04.07 (Measurement while drilling, logging while drilling), 3.04.03 (Cementing Services, Cementing engineering), 3.01.15 (Mud Engineering Services), 2.07.10 (Cements and associated additives), 1.01.05 (Cementing equipment and liner hanger services), 3.01.15 (Mud Engineering Services) and 3.04.13 (Drilling Fluids/ Mud Services). All successfully prequalified suppliers in this category will receive an invitation to technical tender (ITT).
b) To be eligible for this tender exercise, interested contractor must be either Category (A, B or C) of the Nipex Vendor ranking.
c) To determine if you are pre-qualified and can view the product/service category you are listed for; Open https://vms.nipex.org/login and access NJQS using your login details. Click on the ‘Subscription’ tab on the left-hand side of the dashboard to view your status and click on the ‘Product Code’ tab to view your registered product codes
d) If you are not listed in the respective product/service category and you are registered with NUPRC to do business, contact NipeX office at The Post Square Towers (Building B), 3 Ologun Agbaje Street, Off Adeola Odeku Street, Victoria Island, Lagos with your NUPRC (formerly DPR) certificate as evidence for verification and necessary update.
e) To initiate the NJQS pre-qualification process, access www.nipex-ng.com, click on the “Registration” tab, and select “New Vendor Registration”
f) To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.

4. Nigerian Content Requirements.
TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development. service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).

As part of their technical tender submissions, Tenderer shall:
a) Tenderer shall demonstrate that the entity is a Nigerian-registered company. Also submit certified true copies of forms CO2 and CO7, provide evidence of registration with the NCDMB NOGIC JQS and NUPRC Certificate.
b) Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
c) Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure. (Technical/Administrative office, maintenance workshop, etc.) in Nigeria to support this contract.
d) Provision of Directional Drilling & Measurement While Drilling, Logging While Drilling and Gyro Services: Tenderers shall provide evidence of Category 1, 2, 3, 4 or Services and Support (SS) NCEC demonstrating ownership of equipment (no: limited to Mud motors, Rotary-steerable Systems, Gyroscope surveying, Wireline/Slickline/Drop compatible equipment, Formation Evaluation data acquisition tools, etc.) to execute the work scope.
e) Provision of Cement Pumping & Products Services: Tenderers shall provide evidence of Category 1, 2, 3, 4 or 5 NCECs to execute the work scope.
• Services and Support (SS) NCEC demonstrating ownership of equipment (not limited Cementing heads, Cementing Plugs, Packers, Cement retainers, bridge plugs, etc.).
• Procurement and Supplies (PS) NCEC demonstrating capacity and capability to procure cementing products (not limited to not limited to API Class Cement G, G+Silica Flour Blend, Micro Cement, Light and Heavy weight Blend, Anti-settling agent, etc.)
f) Provision of Non-Aqueous Base Mud Supply and Water-Based Mud Supply and Services: Tenderers shall provide evidence of Category 1, 2, 3, 4 or 5 NCECs to execute the work scope.
• Services and Support (SS) NCEC demonstrating ownership of blending Plant, drilling and completion equipment.
• Manufacturing and Related Services (MS) NCEC for Drilling and Completion fluids (not limited to Baryte, Bentonite, Water base mud lubricant, etc.
g) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

Additional Information
h) Failure to provide any of the listed documents or information may automatically disqualify the tenderer.
i) All costs incurred in registering and prequalifying for this and other service categories in NJQS shall be borne solely by the suppliers.
j) This advertisement shall neither be construed as any form of commitment on the part of TEPNG to award any contract to any company and/or associated companies, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from TEPNG and/or any of its partners by virtue of such companies having been pre-qualified in NJQS.
k) The ITT and any further progression of this tender shall be via NipeX portal. Interested suppliers are therefore advised to ensure that their profiles in NipeX are active with a valid official email address accessible by their organization as this shall be the only means to transmit the ITT.
l) Man hour figures for Capital Project Portfolios are estimates to provide definition to the scope and do not constitute guaranteed quantities.
m) TEPNG will only recognize and correspond with duly authorized officers of the pre-qualified tenderers and NOT through individuals or agents acting on their behalf.

Closing Date
Only suppliers, who are registered and have a “LIVE” subscription status in the applicable NJQS and code categories as A, B, and C in NipeX Joint Qualification system (NJQS) database as at 16:00hrs on 13th November 2026, being the advert closing date, shall be invited to submit technical and commercial tenders.
