1. INTRODUCTION:
In compliance with the provisions of Public Procurement Acts 2007 regarding the procurement of goods, works and services, the Nigerian Correctional Service hereby invites interested reputable food contractors/general suppliers to tender for the supply of locally produced foodstuff and cooking gas to the under-listed Main and Satellite Custodial Centres Nationwide for the period 1st January to 31st December, 2027. 2. SCOPE OF SUPPLY
The contractors should be capable of supplying both locally produced foodstuff and cooking gas as a single contract during the period. This involves making adequate cooking gas and local dry foodstuff available in stock for at least 7 days regularly. The cooking gas and foodstuff items to be supplied are detailed in tender documents obtainable from the Procurement Department, Nigerian Correctional Service, National Headquarters, Abuja.

3. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors/Suppliers wishing to supply Foodstuff to any of the Custodial Centres above are required to submit the following documents in their bids which will be subjected to verification and due diligence by the Nigerian Correctional Service, Procurement department:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 and CAC 7;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026; with minimum average turnover of N5m for the main Custodial Centres and N2.5m for the Satellite Custodial Centre;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
g. The proximity of bidders to the Custodial Centre is vital to this procurement.
h. Sworn affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigerian Correctional Service or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not a receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service (FIRS);
j. Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit for the execution of the project when needed;
k. Verifiable documentary evidence of at least five (5) similar foodstuff/cooking gas supplies executed in the last five (5) years including letters of Awards, Job Completion Certificates and evidence of payments;
l. Evidence of Mobility i.e. vehicle particulars with proof of ownership/Lease;
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferable GSM No.), and e-mail address. The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Construction Supervision of the Design & Build Irrigation Schemes (Modernization and Expansion) across selected Irrigation schemes nationwide.

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. Under Sub-components 2.2 and 2.3 of the Project, the FGN seeks to rehabilitate and modernize irrigation and drainage infrastructure while improving irrigation management systems to enhance water delivery efficiency, expand command areas, and strengthen climate resilience.

Purpose of the Assignment

The modernization and expansion of the Irrigation schemes will be executed under a Design Build (DB) contractual arrangement governed by the FIDIC Yellow Book (2017 Edition). Due to the complexity of the DB modality, the Employer requires an independent and highly qualified Supervision Consultant (“the Consultant”) to act as the Employer’s Representative throughout the project life cycle.

g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the High Court of the Federal Capital Territory or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years -2023, 2024, 2025;
j. Bank Reference Letter addressed to the Chief Registrar, High Court of the Federal Capital Territory, Abuja from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional Qualifications such as Architect, Quantity Surveyor, Electrical Engineer, Mechanical Engineer and Civil Engineer.
l. Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as ARCON, QSRBN and COREN (applicable to Lot 1A & 1B).
m. List of Plants and Equipment with proof of Ownership/Lease Agreement (applicable to Lot 1A & 1B).
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years as Prime Consultant including Letters of Engagement, Valuation Certificates and Photographs of the projects (applicable to Lot 4).
o. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects (applicable to Lot 1A & 1B).
p. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner).
