ADVERTISEMENT FOR THE APPOINTMENT OF EXTERNAL AUDITORS

The FEDERAL UNIVERSITY OF PETROLEUM RESOURCES, EFFURUN (FUPRE) was established by an Act of the National Assembly and assented by Mr. President on the 17th of October, 2017. The University, being the first in Africa and the sixth in the World, was established to train middle and high-level skilled manpower in the Oil and Gas sector as well as conduct research to support the Country’s Oil and Gas Industry.

Following the expiration of the tenure of the University’s External Auditor, and in line with the Guidelines on the Appointment of Auditors for Federal Government Parastatals issued by the Office of the Auditor-General for the Federation, the Federal University of Petroleum Resources, Effurun, invites applications from suitably qualified and reputable Audit Firms for appointment as External Auditors of the University.

1. TENURE OF APPOINTMENT
The appointment shall be for an initial period of one (1) year, renewable annually subject to satisfactory performance. The maximum continuous tenure shall not exceed five (5) years.

2. MANDATORY PRE-QUALIFICATION REQUIREMENTS
Interested firms are required to submit the following documents:

A. Statutory & Regulatory Documents
1. Evidence of registration/renewal with the Office of the Auditor-General for the Federation (OAuGF) for 2026.
2. Evidence of registration with the Financial Reporting Council of Nigeria (FRCN).
3. Certificate of Incorporation with the Corporate Affairs Commission (CAC) and Forms CAC2 & CAC7.
4. Valid Practicing License for the Firm and key audit personnel.
5. Valid Tax Clearance Certificates for the last three (3) years i.e. 2023, 2024, 2025 and 2026.
6. VAT Registration Certificate and evidence of past VAT remittance.
7. Tax Identification Number (TIN).
8. Compliance Certificates for ITF, PENCOM and NSITF.
9. BPP Interim Registration Report (IRR) or valid Certificate on the National Database of Federal Contractors.

B. Professional & Experience Requirements
10. Evidence of membership with relevant Professional Bodies: ICAN and/or ANAN.
11. Evidence of a minimum of ten (10) years’ cognate experience in auditing, with at least three (3) assignments in Institutions of Higher Learning. Letters of Award and Completion Certificates must be attached.
12. Comprehensive Company Profile and Organizational Structure.
13. CVs of key audit personnel to be deployed, showing qualifications and relevant experience.
14. Audited Financial Statements for the last three (3) years: 2023, 2024, 2025.
15. Bank Reference Letter indicating financial capability.

C. Other Requirements
16. A sworn affidavit indicating that:
i. The firm is not in receivership, bankrupt, or winding up;
ii. No director of the firm has been convicted in any court for financial crimes;
iii. No officer of FUPRE or BPP is a director, shareholder or has pecuniary interest in the firm; and
iv. All documents presented are true and correct.

3. DISQUALIFICATION
Firms whose partners are officers or servants of the University, or whose directors are employees/partners of such officers, will be automatically disqualified.

4. METHOD OF SUBMISSION
Interested firms should submit fifteen (15) bound copies of their Expression of Interest in a sealed envelope clearly marked “EXPRESSION OF INTEREST FOR THE APPOINTMENT OF EXTERNAL AUDITOR – FUPRE” on the top left-hand corner to:

5. CLOSING DATE
All submissions must be received on or before 12:00 noon, Friday, 14th August, 2026. Submissions received after this date will not be considered.

Tenders will be opened immediately after the closing date at the University’s Council Chamber in the presence of bidders or their representatives who choose to attend.
