Elela-Care Humanitarian and Development Organization (ECM) is a youth-led, non – governmental organization, registered with Nigerian government under the Corporate Affairs Commission (CAC/IT NO: 182167). Existing since June 2022, ECM focuses on Improving the quality of life of vulnerable population across communities in Northern Nigeria. ECM operates both in emergency and developmental context, having its programme principally rooted in identifying gaps that affects population or increases vulnerability of population and bridging those gaps through resource base planning and implementation.

ECM is a compliant organization and only work with reputable Vendors and suppliers that will support our programming through the supply of goods and services. It is mandatory for all companies that will do business with ECM to be compliant to all government regulations and must provide evidence through documentation of their compliance.

To support our activities in Benue State (Makurdi LGA, ), ECM wishes to invite Vendor’s registered with the Cooperate Affairs Commission (CAC) in accordance with the Nigeria Law to participate in the pre-selection process for registering into ECM database of suppliers and service providers for the below listed categories. Applications for entire categories, for combined categories or for single category will be accepted. Please note that a participation in the pre-selection process does not impose any obligation on ECM to request bids from suppliers or service providers.

1. INTRODUCTION
Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, intends to provide critical projects through the:

The proposed projects are part of the University’s efforts to provide decent, conducive accommodation for students.
The Management of Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, in view of its mandate, and in accordance with the provisions of the Public Procurement Act 2007 (as amended), hereby invites interested, competent, qualified and experienced contractors to submit bids for the project named below:

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including form CAC 1.1 or CAC2 and CAC7:2
b. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years, valid till 31st December, 2025.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or a valid Certificate issued by BPP.
g. Sworn Affidavit
– Disclosing whether or not any officer of the relevant committee of the Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars.
– That no Director has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
– That the company is not in receivership, the subject of any form of insolvency bankruptcy proceedings or the subject of any form of winding up petition or proceedings
– That the company does not have existing loans or financial liability with the bank, other financial institution or third party that is classified as doubtful, nonperforming, bad or whose repayment portion has been outstanding for the last four months;
h. Company’s Audited accounts for the last three (3) years, duly acknowledged by the Federal Inland Revenue Services (FIRS);
i. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed
j. Company’s Profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic and professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificate, Job Completion Certificates and photographs of the projects
l. Interested bidders must have an annual turnover of a minimum N500M.
m. Bidders must also provide Original Equipment Manufacturer (OEM)
n. Works: List of Plants/Equipment with proof of ownership/Lease Agreement
o. For Joint venture/partnership, Memorandum of Understanding (MoU) should be provided, indicating among others the Lead partner. (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a covering/forwarding letter under the Company/ Firm’s Letter Head paper bearing, amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address, telephone number (preferably GSM No), e-mail address. The Letterhead paper must bear the Names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect the standard bid documents between 9.00am and 4.00pm from the Director, Procurement Unit, Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, upon presentation of evidence of payment of the non refundable tender fee of N10,000.00 per lot, at the University’s Bursary Department, interested Bidders can reach the Procurement Dept. for any information from 9am-4pm with the number 0806 – 299 – 7299

5. SUBMISSION OF TENDER DOCUMENTS
Prospect Bidders are to submit bids for the Lot, two hard copies (one original and the other copy), each of the completed Technical and Financial Bids, with a softcopy of the financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”, Thereafter, put the two sealed envelopes together in a bigger sealed envelope, with project name and Lot number clearly written on the top right-hand corner, addressed as returned to: The Vice Chancellor, Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, Administrative Building, 1st Floor, Right wing. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be dropped in the designated Tender box at the office of the Deputy Director, Procurement Unit, between 9.00am and 4.00pm daily, not later than 12:00 noon on Friday, 14th August 2026.

The FEDERAL UNIVERSITY OF PETROLEUM RESOURCES, EFFURUN (FUPRE) was established by an Act of the National Assembly and assented by Mr. President on the 17th of October, 2017. The University, being the first in Africa and the sixth in the World, was established to train middle and high-level skilled manpower in the Oil and Gas sector as well as conduct research to support the Country’s Oil and Gas Industry.

Following the expiration of the tenure of the University’s External Auditor, and in line with the Guidelines on the Appointment of Auditors for Federal Government Parastatals issued by the Office of the Auditor-General for the Federation, the Federal University of Petroleum Resources, Effurun, invites applications from suitably qualified and reputable Audit Firms for appointment as External Auditors of the University.

1. TENURE OF APPOINTMENT
The appointment shall be for an initial period of one (1) year, renewable annually subject to satisfactory performance. The maximum continuous tenure shall not exceed five (5) years.

2. MANDATORY PRE-QUALIFICATION REQUIREMENTS

4. Valid Practicing License for the Firm and key audit personnel.
5. Valid Tax Clearance Certificates for the last three (3) years i.e. 2023, 2024, 2025 and 2026.
6. VAT Registration Certificate and evidence of past VAT remittance.
7. Tax Identification Number (TIN).
8. Compliance Certificates for ITF, PENCOM and NSITF.
9. BPP Interim Registration Report (IRR) or valid Certificate on the National Database of Federal Contractors.
