1. INTRODUCTION
The Federal Government of Nigeria has made provisions in 2026 budgetary allocation of Industrial Arbitration Panel (IAP), to execute both capital and Zonal intervention projects to benefit good people of Nigeria.
Accordingly, in compliance with the requirements of the Public Procurement Act 2007 and Extant Regulations of Federal Government on Procurement of Goods, Works and Services, the PANEL wishes to invite Tenders from suitable and qualified Contractors/Suppliers and Consultants/Service Providers with proven experience to undertake the under listed Projects:

1. G/001: Procurement of tricycles for youth empowerment across Yobe East Senatorial District
2. G/002: Procurement of Motorcycles, Sewing Machines and Grinding Machines for Youth empowerment across Yobe East Senatorial District
3. G/003: Provision of and development of various empowerment equipment for artisans, market women, Youth and skill workers in selected Communities of the Federation (1-10)
4. G/004: School Support, Market women support programs and provision of special needs to selected higher institutions in a Southern State of Nigeria (lot A-B)
5. G/005: Purchase and Supply of farm implements, Agrochemicals, fertilisers, seedling inputs for animal husbandry in selected Community of Kogi State
6. G/006: Empowerment of Youths and women with (Motorcycle, sewing machine, generators) in selected Community of Kogi East Senatorial District

2. ELIGIBILITY REQUIREMENTS:
* Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7,
* Evidence of Company Incomes Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026,
* Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
* Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.
* Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026.
* Evidence of registration on the National Database of Federal Contractors, Consultant’s and Service providers by submission of current Interim Registration Report (IRR) expiring on 30/12/2026.
* Sworn Affidavit at the Federal High Court with current passport disclosing whether or not any officer of the relevant committees of the Industrial Arbitration Panel or The Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
* Company’s Audited Accounts for the last three (3) years (2023, 2024 and 2025).
* Evidence of financial capability to execute the project including original Reference Letter from a reputable commercial bank indicating willingness to provide facilities for the execution of the project.
* Company profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic / Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON, MNSE etc.)
* Verifiable documentary evidence of at least four (4) similar jobs executed from January 2022 to 2025 including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects (GPS).
* List of Plants/Equipment with proof of ownership/lease agreement duly signed not less 2025 by both parties.
* Evidence of Accreditation/Registration with Centre for Management Development (CMD) for all projects in category C.
* Evidence of Original Equipment Manufactural (OEM) Representative Dealership for Lot G/026 and G/032.
* All documents for submission must be transmitted with a covering/ forwarding letter under the Company’s/Firm’s Letter head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No) and e-mail address. The letterhead paper must bear the names and Nationality of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of the Head of Procurement, Room 01, Ground Floor, Industrial Arbitration Panel, Future View Plaza, Central Business District, Abuja, on evidence of Payment of a non-refundable tender fee of (Ten Thousand Naira) N10,000.00 Only per Lot, paid into the Industrial Arbitration Panel’s Remittal account in any reputable commercial bank in Nigeria. Firms will not pay for category C at this stage until after short listing.

4. SUBMISSION OF DOCUMENTS (GOODS & WORKS)
Prospective bidders are to submit bid for each of the Lot desired, in two (2) hard copies each of the Technical and Financial bids with softcopy of financial bids only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope address to:

The envelop should be clearly marked with the name of the project and the lot number, furthermore, the reverse of each sealed envelope should bear the name and address of the bidders and drop in the designated tender Box at the Room 01, grand floor, Industrial Arbitration Panel, Future View Plaza, Central Business District, Abuja not later than 9:00am on Thursday 16th July, 2026.

5. SUBMISSION OF EXPRESSION OF INTEREST
Interested firms are to submit two(2) bound of expression of interest (EOI) documents for all project in category C separated by dividers and arranged as indicated above, the documents should be submitted in a sealed envelop and addressed as stated above, and clearly marked with (the name of the project and the lot number) furthermore, the reverse of each sealed envelop should bear the name and address of the bidders and drop in the designated tender Box not later than 9:00am on Monday 29th June, 2026.

6. OPENING OF EOI AND TECHNICAL BIDS
The EOI and technical bids will be publicly opened immediately after the deadlines for submission at 9:00 am on Monday, 29th June, 2026 and 16th July, 2026 respectively at Room 01, grand floor, Industrial Arbitration Panel in the presence of the bidders or their representatives, while the Financial bids will be kept un-opened. Please ensure you sign the Bid Submission Register at room 01 Ground Floor, as the IAP procurement unit will not be liable for misplaced or wrongly submitted bids.

7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder
b. Bids submitted after the deadline for submission would be returned un-opened
c. All costs will be borne by the bidders.
d. Only the pre-qualified bidders will be contacted at a later date for financial bid opening, while financial bids of un-successful bidders will be returned un-opened
e. All project in category C: Only shortlisted firms will be contacted at a later date for collection of Request for Proposals;
f. Failure to comply with any of the above requirements will form the basis for the disqualification of the bidders;
g. The Bids Opening will be publicly with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency; and
h. The Procurement Unit is not duty bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
i. Bidders should note that you cannot bid more than ‘2’ lots in any of the category.
