TITLE/SUBJECT: INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR YEAR 2026 CAPITAL, ZONAL INTERVENTION/CONSTITUENCY PROJECTS
1.0 INTRODUCTION
The Institute for Peace and Conflict Resolution (IPCR), committed to the peaceful coexistence of Nigerians and entire humanity, supports Government’s efforts at preventing, mitigating and peacefully resolving conflicts. In furtherance of its statutory mandate intends to implement its 2026 Capital Projects under Goods, Works and Services in accordance with the provisions of the Public Procurement Act, 2007. Accordingly, the Institute for Peace and Conflict Resolution, IPCR, shall undertake the procurement of the various Goods, Works and Services including Zonal Intervention/Constituency Projects of the Federal Government of Nigeria as approved in the 2026 Appropriation Act.
In compliance with the Public Procurement Act 2007, the IPCR therefore invites interested contractors and Consultants with both foreign and local relevant experience and good track records to submit Tender/Expression of Interest for contracts for the 2026 Capital, Zonal Intervention/Constituency Projects.

3.0 ELIGIBILITY REQUIREMENTS:
a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2, and CAC7;
b) Evidence of firm’s Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025);
c) Evidence of current Pension Compliance Certificate valid till 31st December, 2026;
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of the Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by Bureau of Public Procurement (BPP);
g) For Training Programmes: Evidence of Firms Current Registration with the Centre for Management Development (CMD);
h) For Renewable Energy project: Evidence of Firms current Nigerian Electricity Management Service Agency (NEMSA) Certificate
i) Works: List of Plant/Equipment with proof of Ownership/Equipment Lease Agreement Registration Certificate from Equipment Leasing Registration Authority
j) For ICT Projects: Evidence of current license issued by the National Information Technology Development Agency (NITDA)
k) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs)
l) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, pension Clearance Certificate, ITF Compliance Certificate, IRR & Sworn Affidavit are Compulsory for each JV partner);
m) Sworn Affidavit; disclosing whether or not any officer of the relevant committees of the Institute for Peace and Conflict Resolution (IPCR) or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
n) Company’s Audited Account for the last three (3) years (2023, 2024 and 2025);
o) Evidence of financial capability to execute the Projects including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
k) Company Profile with Curriculum Vitae of key staff to be deployed for the project including copies of their academic/professional qualifications (COREN, QSREN, ARCON, CORBON, ICAN, ANAN, etc);
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of awards, Valuation Certificate, Job completion Certificates and Photographs of the projects;
m) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicle or their authorised representatives should bid for vehicles.
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and functional e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Tender document for Goods and Works are to be obtained from the Procurement Unit, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja, on presentation of Original and a photocopy of Treasury Receipt of Non-refundable Tender Fee of ten thousand naira (N10,000.00) only per lot paid into Institute for Peace and Conflict Resolution (IPCR) TSA Account No. 1000016776.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit Tender documents for the lot in two (2) hard copies each of the Technical and Financial Bids in a sealed separate envelope and clearly marked “Technical Bid”, and “Financial Bid”. Thereafter, bidders are to put the two (2) sealed envelopes together in a bigger sealed envelope and addressed to the Director General, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box in front of IPCR Conference Hall, ground floor, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja) not later than 12:00 noon 31st August, 2026.
6.0 SUBMISSION OF EOI DOCUMENTS – CONSULTANCY SERVICES
Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in sealed envelope and addressed to the Director General, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja and clearly marked with (the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box in front of IPCR Conference Hall, Ground Floor, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja) not later than 12noon 24th August, 2026.
8.0 OPENING OF TENDER/EOI DOCUMENTS
The Expression of Interest documents will be opened immediately after the deadline for submission at 12:00 noon, 24TH August, 2026 and Tender documents (Technical bids) will be opened at 12:00 noon, 31st August, 2026 in the Conference Hall, Institute for Peace and Conflict Resolution, Plot 496, Abogo Largema Street, Off Constitutional Avenue, Central Business District, Abuja in the presence of bidders or their representatives, Professional bodies and Civil Society Organisations (CSO).

9.0 GENERAL INFORMATION
a) Bids must be in English Language and signed by an official authorised by the bidder;
b) Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than two (2) Lots;
d. All costs will be borne by the bidders;
e. All qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened;
f. Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals.
g. The Institute is not bound to qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
