1. INTRODUCTION
National Board for Technology Incubation (NBTI) is an Agency of the Federal Ministry of Innovation, Science and Technology that provides Infrastructural Facilities for Commercialization of Research and Development Results that enable a Comprehensive Ecosystem significant to the Industrial Development of the Nation. The National Board for Technology Incubation (NBTI) invites interested, reputable and competent Contractors/Suppliers with relevant experience and a good track record to submit bids for the under-listed 2026 Capital projects.

3. ELIGIBILITY REQUIREMENTS
a. All documents for submission must be transmitted with a covering /Forwarding letter under the Company/Firm’s letterhead paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company duly signed by the authorized officer of the firm.
b. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Memorandum & Article of Association, Form CAC 1.1 or CAC 2 &7.
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – (2023, 2024 and 2025) valid till 31st December, 2026.
d. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
e. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2026.
f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate valid till 31st December, 2026.
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of a verifiable valid certificate expiring on 31/12/2026 issued by BPP.
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Board for Technology Incubation or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Company’s Audited Accounts for the last three (3) years – (2023, 2024, 2025).
j. Evidence of financial capability to execute the project from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic / Professional qualifications.
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificate, where Applicable Job Completion Certificates and Photographs.
m. For Training/Empowerment Programs: Evidence of registration with Centre for Management Development (CMD);
n. For supply of Equipment: letter of authorization from Original Equipment Manufacturers (OEMs) is required.
o. For ICT Jobs: Evidence of current License/Accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
All documents for submission must be paged and arranged in a table of contents on the order of the eligibility criteria/requirements.
4. COLLECTION OF TENDER DOCUMENTS.
Tender documents are obtainable from the Tender documents from the Procurement Department, NBTI Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja for all projects upon payment of non-refundable Tender fees of N10,000.00 (Ten Thousand Naira) per LOT through NATIONAL BOARD FOR TECHNOLOGY INCUBATION Remita Account in any reputable Commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS
The Bid document should be returned in a sealed envelope with the LOT marked at the top left-hand corner of the envelope. Two envelopes tendering in one bigger envelope (i.e. Technical and Financial are in separate envelopes and both put in one big envelope). The bid must be clearly marked as indicated above and must be returned in a sealed envelope and addressed to the Director General/CEO, NBTI Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja. Furthermore, the reverse of each seal envelop should have the name and address of the bidder and drop in the Designated Tender Box / Bag at the Procurement Department, NBTI Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja, as indicated on Addresses not later than 12:00 noon on the 29th June, 2026.
6. BID OPENING
Immediately after deadline for submission, Only the Technical Bids shall be opened for all projects by 12:00 noon on 29th June, 2026, at NATIONAL BOARD FOR TECHNOLOGY INCUBATION HEADQUARTERS, Block C, 4th Floor, Federal Secretariat Phase II, Abuja.
7. GENERAL INFORMATION
a. This advertisement shall not be construed as commitment on the part of the National Board for Technology Incubation (NBTI).
b. Applicants (Bidder) are entirely liable to the veracity of the document submitted by them.
c. No Bidder is entitled to make any claim, and / or seek any indemnity from NBTI by virtue of such bidder having responded to the advertisement.
d. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
e. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
f. The National Board for Technology Incubation is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
g. Bid must be in English Language and Signed by Approved Authority
h. Bidder should not Bid for more than two Lots
i. NBTI will not collect Bid Document after the Deadline
j. Proof of Payment of Tender Fee must be Attached
k. Due diligent shall be conducted to verify all the claims made by Bidder in their Submission
l. Bidder who are not physical present can Join the Bid opening Via Zoom
