1. The Federal Government of Nigeria/Kwara State Government has received financing from the Islamic Development Bank toward the cost of the Kwara State Special Agro-Industrial Processing Zone Project (SAPZ) and intends to apply part of the proceeds for: Construction of Non-Processing Facilities and Processing Support Facilities AIH at Malete, Moro Local Government Kwara State.

2. The Kwara State Government through the Kwara-SAPZ now invites sealed bids from eligible bidders for the Construction of Non-Processing Facilities and Processing Support Facilities Kwara AIH at Malete.

3. The Scope of Works includes but not limited to the following:
I. Construction of Administration Office
II. Gate House and Wall Fencing
III. Construction Fire Station
IV. Construction of R&D Centre and Disaster Management
V. Construction of QA & QC Laboratory
VI. Construction of Knowledge Centre and ICT
VII. Construction of Industrial Job Placement Centre
VIII. Construction of Community Vocational Centre
IX. Construction of Health Centre
X. Construction of Public Toilet
XI. Construction of Livestock Veterinary Clinics
XII. Construction of Livestock Service Centre
XIII. Construction of Livestock Breeding Centre
XIV. Construction of Livestock Loading/Offloading Bays
XV. Construction of Livestock Quarantine Zone

4. The expected completion period of the Construction is 12 months

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

1. INTRODUCTION
The Federal Government of Nigeria (FGN), through the Federal Ministry of Environment (FMEnv) has received a credit from the European Investment Bank (EIB) towards the cost of Nigeria Climate Adaptation Erosion and Watershed Project – EIB (NEWMAP-EIB). Ondo State is a beneficiary of the Credit and now intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services across the Intervention Sites in Ondo State.
Accordingly, the Ondo State SPIU invites qualified, experienced and reputable consulting firms, consulting organizations, consortia and/or joint ventures to express their interest in providing the consultancy services described under the Lots below;

Applicants may apply for one or more lots if they meet the qualification criteria for such lots combined. For the same lot, a firm can only apply to be shortlisted once either as a single entity or as a member of JV or consortium.

2. SHORTLISTING/MINIMUM QUALIFICATION CRITERIA
Interested consulting firms must demonstrate relevant institutional experience, technical capacity and availability of qualified multidisciplinary personnel. The following criteria shall apply, as relevant to the Lot for which the firm expresses interest.

LOT1 – FOCAL NGO
• Proven and successful experience in Community Mobilization and Engagement (World Bank, AfDB, IsDB, etc.)
• Demonstrated in Maintaining effective communication with community leaders, traditional institutions, local authorities, civil society organizations, and other relevant stakeholders
• Support awareness and implementation of the project’s Grievance Redress Mechanism (GRM).
• Demonstrated capacity for supporting vulnerable groups, monitoring social safeguard commitments
• Successful experience in promoting effective implementation of the project’s environmental and social requirements
• Successful experience in Nigeria is an added advantage

LOT2 – Catchment Management Plans
• At least five (5) years’ relevant general experience in environmental, water resources, catchment, watershed, erosion-control, climate-resilience or related consulting services.
• Specific and successful experience in catchment/watershed management planning and integrated water resources management.
• Successful experience in erosion and flood-risk assessment and hydrological assessment/modelling.
• Successful experience in GIS/remote sensing and spatial watershed analysis
• Successful experience in environmental and social assessment, participatory community planning and climate-risk assessment.
• Experience in investment planning and development partner-financed projects.
• Experience in the World Bank, EIB, IsDB, AfDB or comparable development-partner projects shall be advantageous.

SHORTLISTING / MINIMUM QUALIFICATION CRITERIA
Interested consultants/firms are to submit an Expression of Interest containing below Mandatory requirement;
• Evidence of Company’s registration with the Corporate Affairs Commission (CAC) or equivalent in the country of incorporation.
• Evidence of the company’s current Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025)
• Company’s audited account for the last three years (2023, 2024 and 2025) duly stamped.
• Evidence of Registration with State Bureau of Public Procurement (BPP) 2026 or equivalent at national level or in the country of incorporation.
• Well detailed company profile with managerial and technical structure, office address and functional contact details including staff list with functions and years of experience and years with firm.
• For joint ventures, a draft memorandum of understanding must be attached.
• Evidence of experience as required for the qualification criteria for the lot under consideration inclusive of Client contact details

1. The attention of interested consultants(s) is drawn to section I sub-section 1.5 of Guide to procurement for projects financed by EIB September 2024, setting forth the bank’s policy on conflict of interest.
4. Following the shortlisting of qualified consultants based on the information submitted in response to this REOI, the shortlisted consultants will be invited to submit a technical and financial proposal in the next stage and subsequently evaluated and the successful consultant selected in accordance with the Consultant Qualification Selection (CQS) method set out in the applicable procurement regulations.
5. Shortlisting will be done for each lot separately; requests for proposals will be issued separately to only the shortlisted applicant in each lot.
6. Interested eligible consulting firms may obtain further information from the State Project Coordinator (SPC) Ondo State NEWMAP-EIB, State Project Implementation Unit (SPIU) during office working days/hours from 0900 to 1600 at the address stated below.

• The EOI should focus on demonstrating the consultant’s qualifications and experience.
• A consulting firm may express interest in one or more Lots, subject to the applicable procurement strategy. Where a firm expresses interest in more than one Lot, it shall demonstrate adequate technical, managerial, staffing and logistical capacity to undertake the assignments concurrently.
