INVITATION FOR EXPRESSION OF INTEREST FOR PROCUREMENT AND INSTALLATION FOR CHO FIREWATER AND DRINKING WATER SYSTEM REVAMP

1.0 INTRODUCTION

NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The plant consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock, supported by enabling activities at all company locations.

The NLNG Corporate Head Office (CHO) water systems, comprising both the Fire Water and Drinking Water networks, were commissioned in November 2019. These systems share a common raw water supply, sourced from two boreholes. The boreholes function alternately to maintain a steady water supply to both systems. The Firewater System is designed as a pressurized network, supported by dedicated fire water tanks, a pumping system, and an interconnected piping network supplying hydrants and sprinkler systems across the complex. However, both the Fire Water and Drinking Water systems have experienced operational challenges since commissioning. The systems have suffered multiple leaks at joints in various locations. These failures have led to prolonged service disruptions, impacting sanitary systems, routine operations, and CHO water supply.

Similarly, the Firewater System has encountered issues such as high pump vibration, pipeline failures, and undersized hydrants, all of which compromise its ability to provide reliable fire water system across the facility. To enhance system reliability and efficiency, several key interventions are recommended, including the installation of isolation valves in the Water Distribution System to facilitate targeted shutdowns during maintenance, the incorporation of pressure-reducing valves to regulate flow in smaller-diameter pipes, and a comprehensive review of the fire water infrastructure to address existing deficiencies.

2.0 SCOPE OF WORK

a) Modification of the pump room piping to mitigate excessive vibration.
b) Install lifting equipment/fixtures in the pump room, including structural frames for efficient maintenance operations.
c) Replace hydrants to align with DEP30.10.02.13-Gen, Section 5, Table 9, ensuring the use of FEPM material instead of EPDM to prevent premature degradation from saline raw water exposure.
d) Upgrade undersized hydrants to achieve the required 120m³/hr flowrate per firefighting calculations, eliminating the need for simultaneous hydrant activation to meet demand.
e) Modify and commission existing Transit Lounge sprinkler system to achieve operational readiness and compliance with fire protection standards.
f) Install extended loop and segment isolation of the existing drinking water network to enable sectional isolation for maintenance and enhance the overall reliability and availability of the system.
g) Civil Works including removal and reinstatement of existing pavement cutting, filling, stabilization, concreting works, dewatering and landscaping.

3.0 MANDATORY REQUIREMENTS

Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender. To qualify for consideration, interested companies are required to respond to this Expression of Interest (EOI) with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. In addition, no entity (including its subsidiaries or affiliates) may submit more than one proposal, whether acting as a sole bidder, a lead partner, or a member of a Joint Venture. Participation in multiple bids may result in the disqualification of all proposals involving that entity.

a) Company’s Certificate of Incorporation.
b) Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c) Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entity’s most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required.
d) Complete copy of Memorandum and Article of Association
e) Tax Clearance Certificate for previous three (3) years (2025, 2024, 2023).
f) Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI.
