INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE RECRUITMENT OF FINANCIAL CONTROLLER UNDER THE FGN/IFAD-VCDP PROJECT

BACKGROUND
In pursuant of the Federal Government of Nigeria’s National Agricultural Technology and Innovation Policy (NATIP) 2022 – 2027 aims to transform the country’s agricultural sector through technology and innovation and the need to ensure self-sufficiency in domestic food production, the FGN/IFAD Value Chain Development Programme (IFAD-VCDP) under the Federal Ministry of Agriculture and Rural Development was set up to support Federal Government’s strategic vision for growth and development through strengthening of the agricultural sector to increase food security, accelerate economic growth and reduce vulnerability for smallholder farmers particularly women and youths.

The Project Development Objective (PDO) initiative is anchored on the promotion of Agriculture Productivity Enhancement on a sustainable basis, Incomes and food security of poor rural households engaged in the production, processing, and marketing of Rice and Cassava in six states of Anambra, Benue, Ebony, Niger, Ogun, Enugu, Kogi, Nasarawa, and Taraba States.

1.3 Consequently, Expression of Interest (EOI) is hereby solicited from suitably qualified and interested candidates to participate in the FGN/IFAD VALUE CHAIN DEVELOPMENT PROGRAMME ADDITIONAL FINANCING (IFAD-VCDP – AF). THE MARKET COMPETITIVE RECRUITMENT IS OPEN TO ALL QUALIFIED NIGERIAN CANDIDATES

1. Position Overview
The Financial Controller (FC) is the senior financial officer of the Programme, responsible for the overall integrity of financial operations, compliance with IFAD fiduciary requirements, and the successful financial closure of the project. As the project enters its final implementation phase, the FC will provide strategic financial leadership to optimize fund utilization, ensure robust internal controls, and execute a seamless transition toward financial closure.
Reporting directly to the National Programme Coordinator (NPC), the FC will lead the finance team at the NPMU and provide technical oversight to State-level finance staff, ensuring consistent application of financial procedures across all implementing units.

2. Key Responsibilities
A. Financial Management and Disbursement
• Ensure the Programme’s financial procedures, as detailed in the Programme Implementation and Financial Manuals, are strictly adhered to by all Programme staff and implementing partners at the national and state levels.
• Facilitate the timely disbursement of Programme funds to the various accounting units.
• Compile Statement of Expenditures (SOEs) for the NPMU and other implementing partners for timely preparation of withdrawal applications.
• Develop and execute disbursement strategies to maximize utilization of available financing instruments (Original Loan, AF1, AF2, ASAP Grant) before project completion.
• Lead the preparation and timely submission of Interim Financial Reports (IFRs), ensuring complete documentation and alignment with the ICP platform requirements.
• Coordinate with Component Managers and Procurement to ensure timely financial execution of planned activities.
• Manage project bank accounts, co-sign all payments, and validate all monthly bank reconciliations.
• Establish funds utilization monitoring dashboards and escalation mechanisms for bottlenecks.

B. Accounting System and Financial Reporting
• Ensure adherence to the International Financial Reporting System, as well as the Government of Nigeria’s financial practices and circulars as issued from time to time.
• Maintain a sound accounting system that ensures the installation of a good and complete chart of accounts, and maintain all relevant books of accounts that ensure complete recording and reporting of all financial and non-financial transactions of the Programme at all levels.
• Prepare consolidated financial reports and statements and advise NPC on the Programme’s financial status and trends.
• Coordinate the activities of the accountants at the State Programme Management Units (SPMUs) and prepare consolidated reports for the Programme.
• Facilitate the installation and management of a sound Integrated Financial Management Information System (Computerized Accounting) at both the NPMU and SPMU
• Ensure the installation of a complete chart of accounts with proper coding to capture each financing instrument separately; maintain all relevant books of accounts for recording financial and non-financial transactions.
• Ensure AWPB integration into the accounting system with automated budget-to-actual variance tracking and prior budget verification before expenditure commitments.
• Prepare and submit timely Interim Financial Reports (IFRs) in accordance with IFAD requirements and IPSAS Cash Basis.
• Prepare Annual Financial Statements compliant with international accounting standards for external audit.

C. Internal Controls and Compliance
• Ensure the Programme’s financial procedures, as detailed in the Programme Implementation and Financial Manuals, are strictly adhered to by all Programmes.
• Design and enforce a comprehensive internal control framework aligned with the PTM, Financial Manual, and IFAD’s Financial Management and Financial Control Letter (FMFCL).
• Implement standardized payment voucher checklists and pre-payment verification processes across all PMUs, ensuring complete supporting documentation for all transactions.
• Standardize bank reconciliation procedures across all PMUs, ensuring monthly completion with supervisory review and evidence of follow-up on reconciling items.
• Implement a robust travel advance management system with enforced retirement timelines and accurate recording in the accounting system.

1. INTRODUCTION:
TOTALENERGIES UPSTREAM NIGERIA LIMITED (TUPNI) AND TOTALENERGIES EP NIGERIA LIMITED (TEPNG) operator of NNPC LTD’s PMLs 2,3, OML58, 99, 100, 102, invites interested and reputable Insurers with competent and skilled personnel, equipment and relevant experience to apply for pre-qualification for consideration to tender for the Provision of Insurance services for TUPNI and TEPNG operations.

2. BRIEF DESCRIPTION OF WORK SCOPE AND SPECIFICATIONS
This Contract is for the provision of Insurance services.
The objective of the CFT shall be to award contracts to multiple technically qualified bidders with the best competitive commercial offers for the provision of Insurance Services for TUPNI and TEPNG oil and gas operations.
The Scope to be covered under the contract is to provide Insurance programme for the following operational coverage/services:
– PMLs 2,3,4 (TUPNI – AKPO & EGINA) Field – Property Damage, Third Party Liability & Operator’s Extra Expense.
– TEPNG/NNPC JV General Third-Party Liability.
– Naira Denominated Policies – Combined Group Life Assurance and Group Personal Accident Insurance, Comprehensive Motor Insurance, House Owner’s Insurance, Marine Cargo Insurance.

Project Delivery Schedule
The schedule requirement is to have a contract in place by Q4 2026. The Call for Tender will detail the provisions necessary for the Service. Contract duration is estimated at 5 years firm and an annual option of extension for a further period of two (2) years.

HSE Considerations
The greatest importance is placed on prospecting Contractor’s Safety performance and past records. The Tenderers will be required to complete at the technical stage, a HSE Questionnaire and submit with its Technical Tender, a comprehensive HSE Management System manual among other documents. The analysis of the HSE requirement will contribute to progressing selected Tenderers in the CFT process. Any Tenderer that scores below 60% in the HSE/QA/QC & Tech Main Evaluation would not be allowed to progress to the Commercial Stage.

Conditions For Selection
Insurance Company seeking to be selected must satisfy the following conditions:
1. Be a Limited Liability Company registered in Nigeria and licensed by the National Insurance Commission (NAICOM) to transact Insurance Business.
2. Have a net asset of not less than N10billion and N15billion for Life and Non-Life (General) Insurance Business respectively.
3. Have acquired good experience in Oil and Gas Insurance business.
4. Have adequate and qualified staff with experience in Oil and Gas Insurance business.
5. Must be in good standing as regards prompt settlement of all claims reported to date.
6. Have good re-insurance strategy, including use of A-rated re-insurance companies.
7. Have business relationship with competent Insurance Broker(s) with good reputation and experience in Oil and Gas Insurance business.
8. Must be a good corporate citizen of Nigeria that pays its taxes as and when due.

3. MANDATORY REQUIREMENTS
– To be eligible for this tender exercise, interested suppliers are required to be pre-qualified and have a “LIVE” subscription status in the following NIJQS service/product group in the Life and Non-Life Categories (3.14.05 & 30.14.07) by the CFT advert closing date. All successfully pre-qualified suppliers in these categories will receive an invitation to submit their Technical Tender (ITT) for the services.

– If you are not listed in the product/service category mentioned above but you have registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business in the Nigerian Oil & Gas Industry in those areas, please contact the NipeX administration office at Post Square Towers (Building B), 1-3 Ologun Agbaje Street Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your NUPRC (formally DPR) certificate as evidence for verification and necessary update.

– To be eligible, all tenderers must comply with the Nigerian content requirements in the NipeX system.
– Only Nigerian indigenous service companies having verifiable Nigerian equity shareholding of 51% and above shall submit bids for this tender.

4. NIGERIAN CONTENT REQUIREMENTS
TUPNI/TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).
Tenderer shall comply with all the provisions of the Nigerian Content Act that relate to this contract but in particular comply with the minimum Nigerian Content % for the scopes which are covered in the Schedule of the Act and any other requirement that may arise from time to time not explicitly stated in this contract, but which apply to the contract in fulfilment of the Nigerian Content Act, in the submission of their Tender.
Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result to disqualification from bidding this contract.
Tenderers shall provide evidence of Registration by National Insurance Commission (NAICOM).
As part of their submissions, Tenderer shall:
I. Demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit copies of Certificate of Incorporation obtained from the Corporate Affairs Commission (CAC) and Status report generated within three (3) months of bid submission. Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
II. Demonstrate detailed description of the location of in-country committed facilities & infrastructure (not limited to administrative office, project management office) in Nigeria to support this contract.
III. Provide evidence of a License issued by National Insurance Commission (NAICOM) as an Insurer to transact Insurance business.
IV. Provide corporate organizational and project/contract specific organograms showing the names and nationalities of key personnel, as well as the percentage of the total workforce that are Nigerians.
V. Provide evidence of what percentage of your key management positions is held by Nigerians.
VI. Detail the overall percentage and explicit breakdown of the scope of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.
