1. The Federal Government of Nigeria/Kwara State Government has received financing from the Islamic Development Bank toward the cost of the Kwara State Special Agro-Industrial Processing Zone Project (SAPZ) and intends to apply part of the proceeds for: Procurement of Equipment to support Job Creation and Entrepreneurship for Kwara SAPZ Project.

2. The Kwara State Government through the Kwara-SAPZ now invites sealed bids from eligible bidders for the Procurement of Equipment to support Job Creation and Entrepreneurship for Kwara SAPZ Project

3. The Scope of Work includes, but is not limited to, the following:
i. Supply of Chaff Cutters
ii. Supply of Grinding Machine
iii. Supply of Bag/Leather Sewing Machine
iv. Supply of Bailing Machine
v. Supply of Toolbox
vi. Supply of Sealing Machine
vii. Supply of Mini Hand Operated Planter
viii. Supply of Butcher Starter Pack
ix. Supply of Solar Powered Freezer
x. Supply of Pest Control equipment (Solar Powered Knapsack + Rotary drilling tool

4. The expected completion period of the acquisition is 2 months

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

6. Interested eligible bidders may obtain further information from and inspect the bidding documents from Head, Procurement Kwara-SAPZ Unit at the address below during office hours, between the hour of 9:00 a.m. to 4:00 p.m. (local time) on official working days (Monday-Friday)

7. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred Thousand Naira (N200,000.00) only, with evidence of payments to the bank with Details provided below.

PREAMBLE
The Government of Jigawa State in its effort to increase access to potable water supply in small towns, wishes to embark, through the SMALL TOWNS WATER SUPPLY AND SANITATION AGENCY (STOWA), on improvement of water supply schemes in small towns across the State. The Agency therefore, invites tenders from reputable bidders to bid for the proposed Upgrading and conversion of 1no. motorized water supply scheme to solar powered, Construction of 11no. Complete solar powered water supply schemes in 11no. Small towns, construction of 4no. Solar water collection points and replacement of 3no. Submersible pumps across the 11no. selected Constituencies of the State.

A. SCOPE OF WORK
The projects are divided into twelve Lots (Lot-1 to 12) with a completion period of three (3) months from the date of award as per details below:-

2. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT UNGUWAR BAI (MUKKU WARD) IN GARKI CONSTITUENCY.
3. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT KANYA GABAS AND REPLACEMENT OF SUBMERSIBLE PUMP IN KANYA CONSTITUENCY.
4. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT GIRBOBO (JARKASA) IN KAUGAMA CONSTITUENCY.
5. CONSTRUCTION OF 2NO. COMPLETE SOLAR POWERED WATER COLLECTION POINT AT YALLEMAN (HAUSAWA WARD) AND DAKAYYAWA (DAKAYYAWA WARD) IN KAUGAMA CONSTITUENCY.
6. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT JAWO (SABARU WARD) AND REPLACEMENT OF 3NO. SUBMERSIBLE PUMP AT TODARYA, DABA AND MAITSANI IN KAZAURE CONSTITUENCY.
7. CONSTRUCTION OF 2NO. COMPLETE SOLAR POWERED WATER COLLECTION POINT AT ANDAZA UNGUWAR MADINKA AND KATANGA DALANBAI IN KIYAWA CONSTITUENCY.
8. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT UMMADU IN MIGIA CONSTITUENCY.
9. CONSTRUCTION OF 2NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEMES AT KARGO TOFA AND ZUBU BABBA IN RINGIM CONSTITUENCY.
10. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT AMARYAWA GABAS IN RONI CONSTITUENCY.
11. CONSTRUCTION OF 2NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEMES AT IDAN ZAKARA AND RAFIN KANYA IN TAURA CONSTITUENCY.
12. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT MAISANYA IN YAN’KWASHI CONSTITUENCY.

B. MANDATORY REQUIREMENTS
Companies interested in the project are to submit company profile which must contain the following:
a. Certificate of Incorporation with Corporate Affairs Commission
b. Certified true copy of Memorandum and Article of Association
c. Tax clearance for the last three years
d. Evidence of registration with Jigawa State Works Registration Board in relevant category
e. Company’s audited accounts for the last one year
f. Evidence of financial capability and Banking support
g. Verifiable evidence of Company profile and technical qualification of key technical personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON, etc.
h. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions
i. Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) years.
j. Description and list of relevant construction/civil works equipment
k. Company average annual turnover of not less than Twenty million Naira (N20 million)
l. VAT registration and evidence of past remittance
m. A sworn affidavit certifying as follows:
i) That the documents submitted for the prequalification exercise are not only genuine but correct
ii) That none of the directors of the company has been convicted by any Court of Law
iii) That the company is not bankrupt
iv) That none of the officers of Jigawa State/Local government is a present Director of the company
