INVITATION FOR PRE–QUALIFICATION FOR YEAR 2025 TETFUND INTERVENTION FOR LIBRARY DEVELOPMENT

1.0 INTRODUCTION
The Port Harcourt Polytechnic, Rumuola, Rivers State, in pursuant to its mandate and in compliance with the requirements of the Public Procurement Act, 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced contractors/firms with relevant experience and good track records of prompt delivery of similar projects to be pre-qualified for the procurement of goods and services under th year 2025 TETFUND Intervention for Library Development.

SCOPE
Lot 1: Procurement of Assorted Textbooks and Journals
Lot 2: Procurement of Library Furniture and Equipment

3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including, Forms CAC 1, or CAC 2 and CAC 7
b. Evidence of Company’s Income Tax Clearance Certificate for the Last three (3) years valid till 31st December, 2025;
c. Evidence of Pension Clearance Certificate for the last three (3) years (this requirement is only applicable to bidders whose number of staff is 15, and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 million and above);
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid certificate issued by the BPP;
g. sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the Port Harcourt Polytechnic, Rumuola, Rivers State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information are true and correct in all particulars;
• That no Director has been convicted in any country for any criminal offence relating to fraud of financial impropriety or criminal misinterpretation or falsification of facts relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petitions or proceedings;
h. Company’s Audited Accounts for the last three (3) years -2022, 2023, and 2024
i. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their academic/professional qualifications;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity), executed in the last five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificates and photographs of the projects;
l. For joint Venture/ Partnership, Memorandum of Understanding (MoU) indicating lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
The standard bidding document (SBD) shall be made available to interested companies on presentation of evidence of payment of a non-refundable tender fee of ten thousand Naira only (N10,000.00), in bank draft in favor of Port Harcourt Polytechnic Rivers state’s account obtained; from any reputable commercial, bank in Nigeria, and receipt issued by the Port Harcourt polytechnic Bursary Department in respect of the tender. All tender documents should be collected at the office of the Registrar, Port Harcourt Polytechnic.

5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of bid for the lot desired. The technical and financial bids (with soft copy of financial bid also in MS Excel format) packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the Rector, Port Harcourt Polytechnic, Rumuola Rivers state and clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of the envelope should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the registrar’s office, Port Harcourt Polytechnic Rumuola Rivers state, not later than 12.00 noon on Thursday, 30th July, 2026. Please ensure that you sign the bid submission register in the office of the Registrar of the polytechnic, as Port Harcourt Polytechnic will not be held liable for misplaced or wrongly submitted bids.

6.0 OPENING OF BIDS
The technical and financial bids will be opened immediately after the close of submissions, by 12:00 noon on Tuesday, 28th July, 2026 at the Academic Board Room, Port Harcourt Polytechnic, Rumuola, Rivers state, in the presence of bidders or their representatives. Please ensure that you sign the bid submission register as the Port Harcourt polytechnic will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be rejected and returned unopened;
c. Bidders should not bid for more than one lot
d. All cost incurred as a result of this bid invitation shall be borne by the bidders;
e. Both technical bids and financial bids will be opened in the presence of bidders or their representatives, CSOs in the areas of Anti-corruption and transparency and private professional bodies; and will be covered by video recording.
f. Arrangement of the technical documents in hard copies should follow the order in the list above (a) – (i) and appropriately paged. The technical documents should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidder;
g. Non-compliance with all the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process;
h. Successful bidders will be communicated on a later date after completion of prequalification evaluation and tender analysis;
i. The Port Harcourt polytechnic is not obliged to award the contracts to the lowest cost bidder;
j. The Port Harcourt polytechnic is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement Act, 2007.
