INVITATION FOR PRE-QUALIFICATION, TENDER AND EXPRESSION OF INTEREST UNDER NCAA 2026 IGR BUDGET | REF NO.: NCAA/DG/PROC/01/26/001
1 INTRODUCTION
1.1 Nigeria Civil Aviation Authority (NCAA), a Parastatal under the Federal Ministry of Aviation and Aerospace Development, in pursuance of its statutory oversight functions and in compliance with the Public Procurement Act, 2007, intends to carry out the Procurement of Goods, Works and Consultancy under its 2026 Internally Generated Revenue (IGR) Budget.
1.2 The Authority therefore invites experienced and competent Contractors, Suppliers and Consultants with relevant experience for consideration for the execution of the projects stated herein.
2. SCOPE OF GOODS/WORKS/SERVICES
The scope of Goods/Works/Services for the 2026 fiscal year are categorised as follows:
GOODS
Lot NCA/G1/26: Procurement of Operational Vehicles to be delivered at NCAA Corporate Headquarters, Abuja and NCAA Regional Offices.
Lot NCA/G2/26: Procurement of 500KVA/11KVA/230V Transformer at NCAA Abuja Regional Office Building, Abuja.
Lot NCA/G3/26: Procurement of Office Furniture for NCAA Kano Regional Office Building, Kano.
Lot NCA/G4/26: Procurement of Office Furniture for NCAA Port Harcourt Regional Office Building, Port Harcourt.
Lot NCA/G5/26: Procurement of Office Furniture for NCAA Kaduna Regional Office Building, Kaduna.
Lot NCA/G6/26: Procurement of Office Furniture for NCAA Lagos Regional Office Building, Lagos
Lot NCA/G7/26: Procurement of Office Furniture for NCAA Lagos Regional Office Annex, Lagos
Lot NCA/G8/26: Procurement of Desktop Computers, Laptops including peripherals to be delivered at NCAA Corporate Headquarters, Abuja

Lot NCA/G14/26: Procurement of Photocopier Machines to be delivered at Lagos Regional Office, Ikeja Lagos
WORKS:
Lot NCA/W1/26: Construction/Establishment of NCAA Academy at NCAA Corporate Headquarters, Abuja
Lot NCA/W2/26: Provision of Electrical Cabling and Power Upgrade at NCAA Corporate Headquarters, Abuja
Lot NCA/W3/26: Provision of Electrical Cabling and Power Upgrade at NCAA Lagos Regional Office.
Lot NCA/W4/26: Equipping and Setting up of Frequency Spectrum office at NCAA Corporate Headquarters, Abuja
Lot NCA/W5/26: Enhancement of Existing Solar Hybrid Inverters Compact Perimeter Solar Lighting System, and Mini Grids to support NCAA’s Facilities Nationwide.
Lot NCA/W6/26: Provision of GYM House and Equipment at NCAA, Kano Regional office Kano.
Lot NCA/W7/26: Provision of GYM House and Equipment at NCAA, Kaduna Regional office Kaduna
Lot NCA/W8/26: Renovation/Rehabilitation of NCAA office buildings and Safety Inspectors Quarters.
CONSULTANCY:
Competent, experienced and reputable consulting firms are required to express interest in:
Lot NCA/C1/26: Engagement of Security Outfit Company at NCAA Offices.
Lot NCA/C2/26: Engagement of Insurance Company for Cyber Liability Insurance Policy.
Lot NCA/C3/26: Engagement of Insurance Company for Combined Liability Insurance Policy.
Lot NCA/C4/26: Engagement of Consultants for Professional Services in respect of Financial, Technical, Operational and other Related Human Resources Matters.
2. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7, Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) valid till 31st December 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is [5 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (applicable where number of staff is at least 5 or the bidder has at least N50m turnover);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigeria Civil Aviation Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 and 2025;
i. Reference letter from any reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional Certificates such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs of not less than Thirty Million Naira (N30,000,000.00) each successfully completed/ongoing within the last five (5) years including copies of Letters of Award, Certificates of Completion and Photographs;
l. For Consultancy Services: Evidence of Firm’s current registration issued by relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, etc.;
m. For Supply of Equipment: Letter of authorisation as representative of the Original Equipment Manufacturers (OEMs);
n. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
o. For ICT jobs and supplies: Evidence of registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
p. For Motor Vehicle’s procurement: Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the Vehicles;
q. For security company, obtain an operational license from the Nigeria Security and Civil Defence Corps (NSCDC)
r. Bidders for Insurance Company should note the following:
– A statement signed by Company’s MD/CEO that the company settles and will settle all genuine claims promptly
– Evidence of operating for a minimum of 10 years
– Valid operating License Certificate issued by NAICOM
– Certified True company of current 3years of Audited Account approved by NAICOM
NOTE: All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
3. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Companies are to collect the Standard Bidding Document (SBD) from the office of the Head of Procurement, Nigeria Civil Aviation Authority Procurement Department, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja between 10:00am and 4:00pm Monday to Friday on presentation of evidence of payment of a non-refundable tender fee of N30,000.00 per Lot through the following payment instructions below:
– collect e-invoice from NCAA Commercial Department, Directorate of Transport Regulations (DATR) to generate invoice number.
– pay to NCAA Remita Account No. 0020093866011/ NUBAN No. 3000133034.
– present Remita invoice to NCAA Treasury Unit, Directorate of Finance and Accounts, to convert it to official receipt.
– present the official receipt to Procurement Department to collect Tender Document.
4. SUBMISSION OF PREQUALIFICATION AND BID DOCUMENTS (GOODS & WORKS)
Prospective bidders are to submit pre-qualification documents for (Lot W1) bid for other Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Secretary Tenders Board, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the Ground Floor, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja between 10am – 4pm daily, not later than 12:00 noon on Monday, 10th August, 2026.
5. SUBMISSION OF EOI DOCUMENTS (CONSULTANCY)
Interested firms are to submit two (2) bound copies of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Secretary Tenders Board, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the Ground Floor, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja not later than 12:00 noon on Monday, 10th August, 2026.
6. OPENING OF PREQUALIFICATION, TECHNICAL BIDS AND EXPRESSION OF INTEREST
The Expression of Interest and Technical Bids will be opened immediately after the deadlines for submission 12:00 noon on Monday, 10th August, 2026. at the Conference Hall, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the EOI/Bid Submission Register at the Ground Floor, Nigeria Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja, as the Nigeria Civil Aviation Authority will not be held liable for misplaced or wrongly submitted EOIs/Bids. 7. GENERAL INFORMATION
a. Bids and Expression of Interest must be in English Language and signed by an official authorized by the bidders;
b. Bids and Expression of Interest submitted after the dead line for submission would be returned un-opened;
c. All costs will be borne by the bidders
d. All documents submitted must be signed by the relevant Authority.
e. Bidders should not bid for more than One (1) Lot;
f. Pre-Qualification, Expressions of Interest and Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies and covered by video recording.
g. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
h. Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
i. NCAA reserves the right to verify the authenticity of any claims made on the documents submitted by bidders.
j. Bidders are required to allow their pre-qualification, EOIs/Bids to be scanned by NCAA Security Personnel and sign bids return register located at the security duty post before submission. Failure to comply with this security arrangement disqualifies a bidder.
k. Failure to submit any or all eligibility requirement(s) documents shall automatically result in disqualification.
l. Originals of all the documents submitted must be produced for sighting at any time requested.
m. The award of contract for any Lot is subject to availability of funds. The Authority reserves the right to prioritize the implementation of its projects.
n. In all correspondences, please quote the reference number shown above.
o. The list of the successful and unsuccessful bidders shall be pasted on the notice board at NCAA Corporate Headquarter Abuja and NCAA, website (www.ncaa.gov.ng).
p. This advertisement shall not be construed as a commitment on the part of Federal Ministry of Aviation and Aerospace Development, NCAA or its staff nor shall it entitle a bidder to make any claim whatsoever or seek any indemnity from NCAA by virtue of such bidder having responded to the advertisement.
q. The Nigeria Civil Aviation Authority is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
