INVITATION FOR TENDER/PREQUALIFICATION/EXPRESSION OF INTEREST (EOI) FOR GOODS, WORKS AND SERVICES FOR EXECUTION OF 2026 APPROPRIATION

1. INTRODUCTION
The Special Programs Operations and Implementation Unit (SPOIU) is a Unit established under the Federal Ministry of Education (FME) with the mandate for the implementation of the various Flagship Programmes under the Nigeria Education Sector Renewal Initiative (NESRI) in line with the Renewed Hope Agenda of the current Administration.
Pursuant to its mandates, the Federal Government of Nigeria has appropriated funds to the Unit in the 2026 Fiscal Year for the Execution of its Programmes and Projects.
Accordingly, and in compliance with the provisions of the Public Procurement Act, 2007 and other extant guidelines, SPOIU wishes to invite experienced and competent Contractors/Suppliers/Consultants/Service Providers to submit bids/Prequalification Proposals/Expression of Interest documents for the following Projects:

3. ELIGIBILITY REQUIREMENTS

Prospective bidders must possess the under-listed requirements to be eligible in this procurement process:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026; with minimum average turnover as stated in paragraph 2 above;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2026;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by Bureau of Public Procurement (BPP);
g. Sworn affidavit:
– disclosing whether or not any officer of the relevant committees of the Special Programs Operation and Implementation Unit, Federal Ministry of Education or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
– the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy; and
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three years (2023, 2024 & 2025);
i. Evidence of financial capability to execute project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional Qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON);
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. List of Equipment with proof of Ownership/Lease Agreement from Equipment Leasing Registration Authority Authorised Firms (for works);
m. For Training: Evidence of Firm’s current accreditation issued by the Centre for Management Development (CMD);
n. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. For ICT jobs: Evidence of current license/accreditation issued by the Computer Professional Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA);
p. For Project Supervision and Certification: Evidence of Registration with relevant professional bodies; COREN, QSRBN, ARCON, or CORBON;
q. For Event Management: Evidence of Registration with National Institute for Hospitality and Tourism (NIHOTOUR), and Hospitality and Tourism Management Association of Nigeria (HATMAN);
r. For Project Management: Evidence of Registration with Chartered Institute of Project Managers of Nigeria (CIPMN);
s. For Media/Documentary: Evidence of Registration with Nigerian Institute of Public Relations (NIPR) and Nigeria Union of Journalists (NUJ);
t. For Insurance Services: Evidence of Registration with National Insurance Commission (NAICOM) and Nigeria Insurers Association;
u. For Financial Services: Evidence of Registration with Financial Reporting Council of Nigeria (FRC) and membership of relevant professional bodies, ICAN, ANAN);
v. For Cleaning and Janitorial Services: Evidence of Environmental Health Officers Council of Nigeria (EHCON);
w. For Legal Services: Evidence of Registration with Nigerian Bar Association (NBA);
x. For Occupational and Environmental Health and Safety Standard: Evidence of Registration with Institute of Safety Professionals of Nigeria (ISPON), Occupational Safety and Health Association (OSHA);
y. For Management Consultant: Evidence of Registration with Nigerian Institute of Management (NIM) and Chartered Institute of Personnel Management of Nigeria (CIPM) ETC;
z. For Vehicles: Only Companies on the list of National Automotive Design and Development Council’s (NADDC) approved list for local manufacturers of vehicles or their representatives can bid for the procurement;
aa. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and
bb. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm; and

Note that documents/information must be arranged and submitted in the sequence/order as listed above.

4. COLLECTION OF TENDER DOCUMENTS:
Interested bidders are to collect the Standard Bidding Documents (SBD) from the office of the Head (Procurement), 1st Floor, No.10, Zambezi Crescent, WAEC Building, Maitama, Abuja (between 9:00a.m – 4:00p.m, Mondays to Fridays) with evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) per Lot, paid into the Federal Ministry of Education Hqtrs. Remita account in any commercial bank in Nigeria and present the teller to the SPOIU Account Unit for receipt. (The REMITA Code for Tenders Fee: 0517-0010-0100 should be indicated in the appropriate column while generating the RRR).

5. SUBMISSION OF TENDER DOCUMENTS:
Prospective bidders are to submit bid for each of the Lot desired: two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, bidders are to put the two (2) sealed envelopes together in a bigger sealed envelope and addressed to The National Coordinator, Special Programs Operations and Implementation Unit (SPOIU), Federal Ministry of Education (FME), No.10, Zambezi Crescent, WAEC Building, Maitama, Abuja and clearly marked (with the name of the project and the Lot number).

Furthermore, the reverse of each sealed envelope which should bear the name and address of the bidder, shall be dropped in the designated Tender Box at the Procurement Unit, Special Programs Operations and Implementation Unit (SPOIU), No.10, Zambezi Crescent, WAEC Building, Maitama, Abuja, not later than 12:00 noon on Monday 10th August, 2026 for Expression of Interest (EoIs) and Pre-qualification documents and, 12:00 noon on Monday 24th August, 2026 for other categories. Please ensure that you sign the Bid Submission Register in the Head, Procurement Unit in the above address as SPOIU will not be held liable for any misplaced or wrongly submitted bids.

6. OPENING OF EOIs, PREQUALIFICATION AND TENDER BIDS
The Expression of Interest (EoI) and Prequalification documents will be opened immediately after the deadlines for submission at 12:00 noon on Monday 10th August, 2026 and the Technical Bids will be opened at 12:00 noon on Monday 24th August, 2026 respectively, at the Conference Room, 1st floor, No.10, Zambezi Crescent, WAEC Building, while the financial bids will be kept un-opened.

7. GENERAL INFORMATION
a. Bids must be in English Language and duly signed by an official authorised by the bidder;
b. Bids submitted after the deadline would be returned un-opened;
c. Bidders should not bid for more than two (2) Lots;
d. All costs will be borne by the bidders;
e. Category A, B & C: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids for un-successful bidders will be returned un-opened;
f. Category D: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
g. Bids will be opened in the presence of bidders or their representatives and representatives of relevant Professional Bodies and Civil Society Organizations;
h. SPOIU reserves the right to verify claims made by bidders and shall disqualify bidders with falsified documents and claims;
i. The Unit shall not be held responsible for any disqualified bids on account of any omission(s) relating to submission guidelines;
j. This advertisement shall not be misconstrued to be a commitment on the part of SPOIU to award contract to any contractor nor shall it entitle any contractor to claim any indemnity from SPOIU;
k. SPOIU is not bound to shortlist/pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007;
l. The Unit is not obliged to select the lowest cost bidders in line with Section 33 (2) of the PPA, 2007; and,
