INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2026 TETFUND SPECIAL INTERVENTION (UPGRADE OF LABORATORY AND WORKSHOP EQUIPMENT)

1.0 INTRODUCTION
The Niger Delta University in compliance with the provisions of the Public Procurement Act 2007 and other extant regulations, invites competent and reputable contractors with good track record of timely delivery of similar projects to make submissions for Year 2026 TETFUND SPECIAL INTERVENTION FOR UPGRADE OF LABORATORY EQUIPMENT.

2.0 SCOPE OF WORK
The scope consists of Supply, Installation, Testing and Commissioning of Equipment for Laboratories and Workshop.

3.0 DESCRIPTION OF WORKS
Lot 1: Supply of Computers and Equipment for Theatre Arts Laboratory.

Lot 2: SUPPLY OF LABORATORY EQUIPMENT for:
(1) Chemical Engineering Laboratory: (Reaction Kinetics Equipment; Thermodynamics/ Transport Engineering Equipment; Replacement of Parts, Servicing, and Training);
(2) Pharmacy Laboratory Equipment: (Pharmacognosy/Herbal Medicine Dept; Pharmaceutical Microbiology and Biotechnology Dept; Pharmaceutics & Pharm. Technology
(3) NURSING TEACHING AIDS:

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents for pre-qualification and tender:
a. Evidence of Certificate of incorporation issued by Corporate Affairs Commission;
b. Valid Company’s Income Tax Clearance Certificate;
c. Evidence of compliance with Pension Fund – PENCOM;
d. Evidence of compliance with Industrial Training Fund (ITF) contribution;
e. Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF);
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by the BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirements;
g. Annual audited accounts for the last three (3) years, (2023, 2024 & 2025) duly acknowledged by the Nigerian Revenue Service (NRS);
h. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the amount stated in the bidding documents for the execution of the project when awarded;
i. Valid Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
• That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months;
Note: Affidavit submitted must be deposed to as described and properly addressed to Niger Delta University, Wilberforce Island, Bayelsa State. Affidavit that predates this advertisement will be rejected.
