1.0 INTRODUCTION The National Senior Citizens Centre (NSCC) intends to undertake the procurement of Goods and Works under its 2026 Capital Budget. Interested bidders are required to clearly indicate the Lot(s) for which they are submitting bids and demonstrate the requisite experience, technical capacity, professional competence and financial capability relevant to the Lot(s).
3.0 ELIGIBILITY AND MANDATORY REQUIREMENTS Interested Contractors/Suppliers shall submit the following documents for consideration: a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1). b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026 c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above); d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above); e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026; f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 g. A Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Senior Citizens Centre or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct in all particulars; h. Company’s Audited Accounts for the last three (3) financial years, 2023, 2024 and 2025, i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; j. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates, Contract Agreements, and Photographs of the projects; k. Company Profile indicating the organizational structure, experience, technical capacity and details of key personnel to be deployed for the project; l. Copies of the academic and relevant professional qualifications of key technical personnel to be deployed, as applicable to the Lot being tendered; m. LOT WK-3 – TRANSFORMER PROJECT: The bidder shall provide evidence of engagement of appropriately qualified and registered engineering personnel relevant to the execution of the works. The bidder shall provide evidence of current Council for the Regulation of Engineering in Nigeria (COREN) registration/induction of the relevant professional engineer(s), particularly Electrical/Electronics Engineering personnel. The bidder shall also demonstrate competence in transformer supply, installation, testing and commissioning; n. LOT-WK 005 – SOLAR-POWERED STREET LIGHT PROJECT: The bidder shall provide evidence of engagement of appropriately qualified technical personnel relevant to solar photovoltaic, electrical/electronics or renewable-energy works. The relevant professional engineer(s) shall possess valid COREN registration/induction. The bidder shall demonstrate proven experience in the supply, installation, testing and commissioning of solar-powered street lighting systems; o. LOT- GD 004 – FOOD ITEMS: The bidder shall demonstrate proven experience in the supply and distribution of food items, including appropriate food safety, quality assurance and storage/distribution arrangements. The bidder shall also demonstrate adequate warehousing, transportation and distribution capacity; p. For LOT- GD 004, The bidder shall provide relevant product registration/certification and evidence of compliance with applicable food safety and regulatory requirements; q. For the supply of equipment/materials under LOT WK-3 and LOT-WK 005, bidders shall: i. provides Letter of Authorization/Dealership as representative of the Original Equipment Manufacturer (OEM) ii. Evidence of current License issued by Nigeria Electricity Services Agency (NEMSA). r. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); s. Evidence of payment of the prescribed non-refundable tender fee per Lot;
Note: All documents for submission must be transmitted with a covering/forwarding under the company/firm’s original letter head paper bearing amongst others; the RC No as issued by CAC, contact address, functional GSM No and e-mail address. The letter head must bear names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the Firm.
4.0 COLLECTION OF STANDARD BIDDING DOCUMENTS Interested bidders may collect the Standard Bidding Documents containing the detailed specifications, scope of works, Bills of Quantities and other relevant information from the Procurement Unit, National Senior Citizens Centre, No. 7 Moundou Street, Wuse II, Abuja, upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) per Lot into the designated Remita account of the National Senior Citizens Centre.
Evidence of payment shall be presented to the Accounts Section and thereafter to the Procurement Unit for collection of the relevant Standard Bidding Documents.

INTRODUCTION The Federal Government of Nigeria (FGN), through the Federal Ministry of Environment (FMEnv) has received a credit from the European Investment Bank (EIB) towards the cost of Nigeria Climate Adaptation Erosion and Watershed Project – EIB (NEWMAP-EIB). Ondo State is a beneficiary of the Credit and now intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services across the Intervention Sites in Ondo State. Accordingly, the Ondo State SPIU invites qualified, experienced and reputable consulting firms, consulting organizations, consortia and/or joint ventures to express their interest in providing the consultancy services described under the Lots below;

Applicants may apply for one or more lots if they meet the qualification criteria for such lots combined. For the same lot, a firm can only apply to be shortlisted once either as a single entity or as a member of JV or consortium.
SHORTLISTING/MINIMUM QUALIFICATION CRITERIA Interested consulting firms must demonstrate relevant institutional experience, technical capacity and availability of qualified multidisciplinary personnel. The following criteria shall apply, as relevant to the Lot for which the firm expresses interest.
LOT1 – FOCAL NGO
Proven and successful experience in Community Mobilization and Engagement (World Bank, AfDB, IsDB, etc.)
Demonstrated in Maintaining effective communication with community leaders, traditional institutions, local authorities, civil society organizations, and other relevant stakeholders
Support awareness and implementation of the project’s Grievance Redress Mechanism (GRM).
Demonstrated capacity for supporting vulnerable groups, monitoring social safeguard commitments
Successful experience in promoting effective implementation of the project’s environmental and social requirements
Successful experience in Nigeria is an added advantage
LOT2 – Catchment Management Plans
At least five (5) years’ relevant general experience in environmental, water resources, catchment, watershed, erosion-control, climate-resilience or related consulting services.
Specific and successful experience in catchment/watershed management planning and integrated water resources management.
Successful experience in erosion and flood-risk assessment and hydrological assessment/modelling.
Successful experience in GIS/remote sensing and spatial watershed analysis
Successful experience in environmental and social assessment, participatory community planning and climate-risk assessment.
Experience in investment planning and development partner-financed projects.
Experience in the World Bank, EIB, IsDB, AfDB or comparable development-partner projects shall be advantageous.
SHORTLISTING / MINIMUM QUALIFICATION CRITERIA Interested consultants/firms are to submit an Expression of Interest containing below Mandatory requirement;
Evidence of Company’s registration with the Corporate Affairs Commission (CAC) or equivalent in the country of incorporation.
Evidence of the company’s current Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025)
Company’s audited account for the last three years (2023, 2024 and 2025) duly stamped.
Evidence of Registration with State Bureau of Public Procurement (BPP) 2026 or equivalent at national level or in the country of incorporation.
Well detailed company profile with managerial and technical structure, office address and functional contact details including staff list with functions and years of experience and years with firm.
For joint ventures, a draft memorandum of understanding must be attached.

The attention of interested consultants(s) is drawn to section I sub-section 1.5 of Guide to procurement for projects financed by EIB September 2024, setting forth the bank’s policy on conflict of interest.
Following the shortlisting of qualified consultants based on the information submitted in response to this REOI, the shortlisted consultants will be invited to submit a technical and financial proposal in the next stage and subsequently evaluated and the successful consultant selected in accordance with the Consultant Qualification Selection (CQS) method set out in the applicable procurement regulations.
Shortlisting will be done for each lot separately; requests for proposals will be issued separately to only the shortlisted applicant in each lot.

A consulting firm may express interest in one or more Lots, subject to the applicable procurement strategy. Where a firm expresses interest in more than one Lot, it shall demonstrate adequate technical, managerial, staffing and logistical capacity to undertake the assignments concurrently.
