INVITATION TO TENDER FOR WORKS/GOODS UNDER THE YEAR 2025 FEDERAL MINISTRY OF EDUCATION NEEDS ASSESSMENT INTERVENTION

1.0 INTRODUCTION
The Niger Delta University in compliance with the provisions of the Public Procurement Act 2007 and other extant regulations, invites competent and reputable contractors with good track record of timely delivery of similar projects to make submissions for Year 2025 NEEDS ASSESSMENT INTERVENTION (FEDERAL REVITALIZATION FUND).

2.0 SCOPE OF WORK
The scope consists of Rehabilitation of Sport Pavilion and Supply, Installation, Testing and Commissioning of Equipment/Sporting Facilities.

3.0 DESCRIPTION OF WORKS
Lot 1: Rehabilitation and Supply of Equipment/Sporting Facilities:
(1) Sports Pavilion Rehabilitation/Recreation needs;
(2) Medical Equipment for Health Centre; and
(3) Furniture and Equipment.

3.0 ELIGIBILITY REQUIREMENTS
Interested Companies shall submit the following documents to tender:
a. Evidence of Certificate of incorporation issued by Corporate Affairs Commission;
b. Valid Company’s Income Tax Clearance Certificate;
c. Evidence of compliance with Pension Fund – PENCOM;
d. Evidence of compliance with Industrial Training Fund (ITF) contribution;
e. Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF);
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by the BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirements;
g. Annual audited accounts for the last three (3) years, (2023, 2024 & 2025) duly acknowledged by the Nigerian Revenue Service (NRS);
h. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the amount stated in the bidding documents for the execution of the project when awarded;
i. Valid Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months;
Note: Affidavit submitted must be deposed to as described and properly addressed to Niger Delta University, Wilberforce Island, Bayelsa State. Affidavit that predates this advertisement will be rejected.
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
k. Provision of satisfactory Quality Assurance/Quality Control Manual or;
l. OEM Authorization: Letter of Authorization/Power of Attorney from the Original Equipment Manufacturer (or authorized master distributor) guaranteeing supply, technical backing, original parts, and validity of warranty;
m. All documents for submission must be transmitted with covering/forwarding letter under the Company’s/Firm’s letterhead, bearing amongst others the Registration Number (RC), Contact Address, Telephone Number (preferably GSM No.), and e-mail. Such letterhead must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer(s).

4.0 COLLECTION OF BID DOCUMENTS
Competent interested bidders are requested to collect bid documents from the office of the Acting Director, Procurement, Niger Delta University, (New Site) ICT Complex, between the hours of 9:00 a.m. and 3:00 pm, from the date of this publication, upon presentation of evidence of payment of non-refundable tender fee (bank draft) of N20,000.00 (Twenty Thousand Naira) only at the Bursary department of the University, bank draft being made payable to the Bursar, Niger Delta University, Wilberforce Island, Bayelsa State.
