Comprehensive Company Profile indicating Organizational Structure with the Curriculum Vitae for key staff to be deployed for the project, including Copies of their Academic, Professional qualifications such as CPN, NITDA, COREN, NERC and resumes of key Managerial and Technical Staff (with Professional Certifications) with addresses; phone numbers and e-mail Addresses;
i. Verifiable Evidence of at least three (3) similar jobs in the last five (5) years with attached copies of Letters of Award, Valuation Certificates, Certificate of Completion and photographs;
j. Tender validity period of your bid should be clearly stated in the Bid covering/forwarding letter and in any case should not be less than Ninety (90) days;
k. Evidence of financial capability: Reference letter from reputable commercial bank indicating the willingness to provide credit facility of not less N200million.
l. Letter of authorization as the representative of the Original Equipment Manufacturers (OEMs)
m. All documents for submission must be transmitted with a duly signed covering/forwarding Letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), the Contact Address, Telephone Numbers (preferably GSM No.), e-mail address. Shell Nigeria Exploration and Production Company Limited (SNEPCo), operator of the Oil Mining Lease 118 (OML 118) on behalf of itself and other Co-Venturers consisting of Esso Exploration and Production Nigeria and Nigerian Agip Exploration Company Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company Limited (NNPC) hereby invites reputable and competent registered Nigerian companies who are duly registered with the Nigerian Upstream Petroleum Regulator Commission (NUPRC) to do business, with proven experience and expertise in the Provision Of Nitrogen Purging And Leak Testing For Bonga FPSO Maintenance And Operational Services to be included into the bid list of the above tender.
Successful bidder(s) will be responsible to ensure compliance with the requirements of the Shell HSSE & SP Control Framework on Waste as well as local & international regulations.
The proposed contract will provisionally commence in Q2 2027 and remain active for 5 years’ duration, with a 2-year extension option.

2.0 SCOPE OF WORK/SERVICE REQUIREMENTS
The work scope will include the need for the contractor to use fit-for-purpose equipment and skilled personnel to carry out Nitrogen Purging and Leak Testing on the Bonga FPSO and other SNEPCo-assigned locations. The work shall include but not be limited to the following:
* Production of Engineering Work packs and Test procedures for all purging and Leak-testing work if required:
> Breaking of flanges and opening of vessels
> Nitrogen purging during plant inspection activities for vessel cleaning.
> Nitrogen purging for vessels and pipe works that require removal and reinstatement of Relief Valves
> Nitrogen purging and leak testing for pipeline pigging.
> Nitrogen purging and leak testing for methanol bunkering activities.
> Nitrogen purging and Leak Testing after system reinstatement.
> Nitrogen charging of crane and air tank accumulator.
> Nitrogen purging and leak testing of COT (Crude Oil Tanks) during and after inspections.
* Provision of Nitrogen/Helium reinstatement leak test on all new and disturbed flanges, clamp type connectors, threaded joints, valve bonnets, glands, and vessel man-way doors, associated pipework.
* Provision of Nitrogen/Helium reinstatement on all instrument tubing associated with the pipe works under test shall be open to the pipework and, where necessary, is tested as well.
* Mobilisation of competent personnel upon request of the BONGA operations team.
* Nitrogen Purging and topup services including all associated equipment before pressure testing.
* Provision of Nitrogen Quads on a call-off basis
* Provision of Nitrogen/Helium reinstatement test on all BONGA FPSO Any other additional process vessel & associated Pipework on the Company’s request, including process facilities, flowlines and associated Pipework located within the BONGA FPSO.
* Service to include the provision of associated Nitrogen Equipment on call out basis upon demand by the Operations Team Engineering and Maintenance.

1. INTRODUCTION
Nigerian Agip Exploration Limited (hereinafter referred to as “NAE”), hereby invites reputable Operators to apply to be considered for inclusion in the bid list for the proposed contract for provision of large tubulars (36″ x 2″ X56 Conductor Pipes, 20″ 129.29 ppf X56 Surface Casings, plus other Equipment and Services) through the NipeX portal.
The proposed contract term shall be fixed for a period of Three (3) years, with Two (2) successive options to extend for an additional two (2) years for each option. One (1) single contract will be awarded at the end of the tender exercise to the lowest technically accepted responsive applicant.

2. SCOPE OF WORK
The scope under this tender, requests the Contractor to supply Large-Size Tubulars in accordance with the STAP-138-S and Project Specifications including consumables and spares parts, vehicles, qualified personnel, technical assistance and documentation necessary to carry out the scope.
The services shall include, but are not limited to, the following:
• Personnel (including operators, welders etc.);
• Supply of Equipment, (Connections, Connectors and welding including Conductor pipes, Surface Casing, Drive Shoe, Float Shoe, etc.);
• Handling Equipment
• Marking;
• Inspection;
• Documentation.

In addition to the applicable general requirements listed in “STAP-138-S Large Tubular (36″ x 2″ X56 Conductor Pipe and 20″ 129.29 ppf X56 Surface Casing both with maximum length of 12.95m for each joint installed protector included)”, Contractor shall also prepare and submit the necessary detailed technical studies/reports and other documentation as directed by Company.

Specifically, Contractor shall:
• Manufacture, test and deliver tubulars and accessories according to Company instruction.
• Supply Company on the initial delivery date, the required quantities of Large Tubulars and spare parts according to the scheduled delivery plan.
• Ensure that technical data sheets, including safe handling recommendations, are available for all products delivered.
• Deliver additional spare parts to the best of its ability in the event Company requires emergency delivery of such items.

Further details to be found in the Technical Specification attached to the ITT. The ITT is expected to be launched by fourth quarter of 2026 and contract issued by Second quarter of 2027.

1. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7, Business Name (Status Report) is also acceptable for Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigeria Natural Medicine Development Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Consultancy Services: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as Centre for Management Development;
n. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) for Joint Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.     i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
    j. Bid Security of 2% of the bid price by way of a bank draft issued by a reputable bank.
    k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
    l. Evidence of Original Equipment Manufacturer (OEM) Rep. / Dealership;
    m. Only companies included in the National Automotive Design and Development Council (NADDC) approved list of Local Manufacturer of Vehicles or their Authorized Representative should bid for the Vehicle.

1. The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit”) toward the cost of Livestock Productivity and Resilience Support Project (L-PRES). The Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO), Bauchi, an implementing agency of the Client intends to apply a portion of the proceeds of this credit to eligible payments under the contract for Construction of 4 number of Wet Markets in Misau, Azare, Ningi and Bauchi LGAs.
