PROCUREMENT, CONSTRUCTION AND COMMISSIONING OF BONNY ISLAND GOLF COURSE IMPROVEMENT PROJECT

1.0 INTRODUCTION

NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The plant consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock, supported by enabling activities at all company locations.

The Bonny Island Golf Course Improvement Project objective is to restore the reliability and resolve the issue of obsolescence associated with an aging golf course and ensure integrity and quality of the playing surfaces is restored to good condition up to United States Golf Association (USGA) standard.

NLNG hereby invites interested companies with the requisite experience detailed below to express their interest to participate in the tendering for this service.

2.0 SCOPE OF WORK

The scope of work for the procurement, construction & commissioning of the Bonny Island Golf Course improvement project, shall include:
1. Golf Course and Driving range improvement and Architectural designs.
2. Improved Underground drainage piping
3. Re-grassing of the golf course with new golf course grasses.
4. Golf course Tees, Greens, Fairways, Bunkers improvement.
5. Underground irrigation systems, raw water and sprinklers systems upgrade
6. Oasis and waterways shore embankment
7. Creation of Cartways, Walkways, and Bridges
8. Top-up sand filling of some parts of the Fairways to increase elevation
9. Site restoration and clean-up
10. As-built drawings and documentation, including progress reports and pictures

3.0 MANDATORY REQUIREMENTS

Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender. To qualify for consideration, interested companies are required to respond to this Expression of Interest (EOI) with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. In addition, no entity (including its subsidiaries or affiliates) may submit more than one proposal, whether acting as a sole bidder, a lead partner, or a member of a Joint Venture. Participation in multiple bids may result in the disqualification of all proposals involving that entity.
a) Company’s Certificate of Incorporation.
b) Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c) Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entity’s most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required.
d) Complete copy of Memorandum and Article of Association
e) Tax Clearance Certificate for previous three (3) years (2024, 2023 and 2022).
f) Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI.
g) Current/valid relevant Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Civil Installation/Maintenance & Materials and Mechanical Installation / Maintenance & Materials
a) Health Safety & Environment (HSE) Policy Statement and Management System.
b) Quality Assurance/Quality Control (QA/QC) Policy Statement and Management System.
c) A letter of support from a bank or reputable financial institution.
d) A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking the scope of the services within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence.
e) Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
i. CV of management team
ii. CV of key technical personnel within the organisation available for the work.
f) Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below].

4. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation Issued by the Corporate Affairs Commission (CAC) Including, Form CAC 1.1 OR CAC 2 and CAC 7 OR Status Report. Also, the Evidence of Filling Annual Returns with the CAC.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2026; with a minimum average turnover as indicated in the bill of quantities.
c. Evidence of Pension Clearance Certificate valid till 31st December 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026.
g. Sworn Affidavit, duly signed by the deponent dated within the advertisement period;
– stating whether or not any officer of the relevant committees of Jos University Teaching Hospital or Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director of the company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
