The Federal Project Implementation Unit (FPIU) of the Federal Ministry of Water Resources & Sanitation (FMWR&S) is in the process of recruiting an Individual Consultant for the preparation of Project Completion Report (PCR) for the above mentioned project.

The scope of the services will include but not limited to:
* Review of project documents including Project Appraisal Report, Financing Agreements, Quarterly Progress Reports, Supervision Reports and Aide-Memoires;
* Conduct field visits to project sites in Port Harcourt and Obio/Akpor LGAs, Rivers State to verify outputs and assess project impact;
* Hold consultations with all project stakeholders including FPIU, PHWC/SPIU, Federal and State MDAs, LGAs, Contractors, NGOs/CSOs, Beneficiaries and AfDB;
* Assess project performance against the Project Development Objectives using OECD-DAC criteria: Relevance, Effectiveness, Efficiency, Impact, Sustainability and Environmental & Social Compliance;
* Assess project implementation arrangements, financial management, procurement, disbursement, monitoring and evaluation;
* Identify challenges, lessons learned, best practices and recommendations for future programming;
* Prepare and submit Inception Report, Draft Project Completion Report and Final Project Completion Report in accordance with AfDB standard template;
* Prepare Project Implementation Progress Report (IPR) and a 2-page summary of project achievements;
* Compile an inventory of comments received during review and show how they were addressed in the Final PCR.

Qualification
The minimum qualifications and experience of the Consultant are:
i. Minimum Master’s degree in Civil Engineering/Water Resources Engineering, Environmental & Social Management, Project Management, Monitoring & Evaluation or related field. Registration with relevant professional body is an advantage;
ii. At least 8 years general experience in the water and sanitation sector;
iii. At least 5 years of demonstrated experience working with Multilateral Development Institutions, with at least 1 completed assignment of similar nature – Project Completion Report for AfDB/World Bank-funded project;
iv. Verifiable experience in design and management of at least 2 urban water supply and sanitation projects in the public sector in Nigeria;
v. Experience in preparation and/or management of ESIA, ESMP, RAP for projects financed by AfDB or other DFIs;
vi. Ability to work independently, excellent report writing skills, English fluency required, and proficiency in MS Office.

Assumption of Duties and Duration of Contract
The successful applicant may be expected to assume duties on September, 2026 or earlier.
The duration of the work is estimated for four (4) weeks from the date of signing the contract agreement.

a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026.
g. Sworn Affidavit:
i. Disclosing whether or not any officer of the relevant committees of Delta State Maritime Polytechnic, Burutu or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. That no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
iii. That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings.
h. Company’s Audited Accounts for the last three (3) years 2023, 2024, and 2025.
i. Reference letter from a reputable commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their academic/professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates and Job Completion Certificates.
I. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR and Sworn Affidavit are compulsory for each JV Partner).

1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October, 2025.

1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Sand dunes Stabilization site, Shelter belt site and Oasis Rehabilitation site with boreholes for each site.

1.2 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.

2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Shelterbelt Sites, Sand Dunes Stabilization Sites and Oasis Rehabilitation sites) and associated infrastructure, ensuring that all construction and installation works:
• Carryout preliminary design of all the intervention sites.
• Prepare detailed technical and engineering designs for all identified intervention sites.
• In full compliance with approved designs, technical specifications, and environmental/social safeguards.
• Completed on time, within budget, and to the highest quality standards.
• Properly documented and handed over for long-term operation and maintenance.
• Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
• Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

For purposes of evaluation, interested Contractors/Consultants should supply the underlisted information including but not limited to the following:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form including but not limited to the following: CAC, or CAC, and CAC, Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026, with minimum average annual turnover of N50 million for Works and N30 million for Goods & Services: minimum average annual turnover of N50 million for Works and N30 million for Goods & Services is only applicable to bidders whose number of staff is 15 and above);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.

– Disclosing whether or not any officer of NRCRI Umudike Abia State or Bureau of Public Procurement is a Director or shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that the company is not a receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition proceeding; that none of the Directors has been convicted in any country any for criminal offence in relation to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
– that the company does not have existing loan or financial liability with a bank, or other financial institution or third party that is classified as doubtful, non –performance, bad or whose repayment portion has been outstanding for the last (4) months;
h. Company’s Audited Account for the last three (3) years (2023, 2024 and 2025);
i. Reference Letter from reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Consultancy Services: Evidence of the Firm’s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, CMD, SURCON, MDCN, NITDA, etc.;
l. Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including Letter of Award, Valuation Certificates, Job Completion Certificate and Photographs of the Projects;
m. Supply of Equipment: Letter of Authorization as representative of Original Equipment Manufacturers (OEMs);
n. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
o. 3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all Partners in case of Business Name) for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Benin-Owena River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Consultancy Services: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON etc. (where applicable);
m. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
n. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

1. INTRODUCTION: The Plateau State University Bokkos, in compliance with the provisions of the Public Procurement Act, 2007, intends to execute projects under the above-named interventions and hereby invites interested, reputable and competent contractors and Consulting firms with proven experience to submit pre-qualification/Expression of Interest (EoI) Documents for the under-listed.

3. ELIGIBILITY REQUIREMENTS
(a) Evidence of Registration/Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7;
(b) Evidence of Company income’s tax clearance certificate for the last three (3) years Valid till 31st December, 2026;
(c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2026
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2026
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2026
(f) Evidence of registration on the National Data Base of Contractors, consultants and service providers by submission of Interim Registration Report (IRR) expiring 31st December, 2025 or valid certificate issued by BPP to 31st December, 2026
(g) Valid Sworn Affidavit referenced to Plateau State University Bokkos for the interested Lot disclosing;
– Disclosing whether or not any officer of the relevant committees of the Plateau State University, Bokkos or the Bureau of Public Procurement is a former or present Director, Shareholder or has any Pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director of the firm has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter
– That the company is not in receivership, the subject of any form of insolvency or bankrupt proceedings
– That the company does not have existing loan or financial liability with a Bank, other financial Institution or third party that is classified as doubtful, non-performance, bad or whose payment portion has been outstanding for long period of time.
(h) Evidence of Registration with the Professional bodies for consultancy
(i) Company’s audited account duly stamped and signed by professional accountant of ANAN/ICAN for the last three (3) years.
(j) Evidence of financial capability to execute the projects, Bank reference and a commitment to provide facility for the execution of the project when awarded;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates and job Completion Certificates;
(l) Current Company’s profile with List of key managerial, technical and administrative staff of the company. This should include names/qualifications, curriculum vitae and copies of certificates and professional certificates of their registration such as COREN, QSRBN, ARCON, CORBON etc.
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
