1. This invitation for prequalification follows the General Procurement Notice (GPN) for this Project that appeared on the website of Islamic Development Bank (IsDB) on IsDB external Website of 26th July, 2026 and Leadership Newspaper of 23rd July, 2026.
2. The Government of the Federal Republic of Nigeria has applied for financing from the IsDB toward the cost of Niger State Solar Energy Development Project and intends to apply part of the proceeds toward payments under the Contract for Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State.
3. The Niger State Government through the Project Management Unit of the Niger State Solar Energy Development Project intends to prequalify contractors for the Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State packaged into 2 (two) lots as detailed below;

FROM PROSPECTIVE INVESTORS FOR THE DEVELOPMENT OF NGURORE VEHICLE TRANSIT AREA (NVTA), ADAMAWA STATE, NIGERIA

1. INTRODUCTION
The Adamawa State Government through ADAMAWA INVESTMENT AND PROPERTY DEVELOPMENT COMPANY LIMITED in collaboration with Nigerian Shippers Council (“NSC”) intends to develop a Vehicle Transit Area (VTA) on 40hectares of land at Ngurore, Adamawa State through a Public – Private Partnership (PPP) model.

Adamawa State Government/NSC invites interested firms and/or consortiums of firms to participate in the qualification process for the selection of a Private Partner through Competitive Bidding (CB) for the “Development of the Ngurore Vehicle Transit Area”. The Adamawa State Government expects the selected Private Partner to undertake the Design, Finance, Build, Operate, and Transfer (“DFBOT”) of the facility for a concession period, based on Tenure, Terms and Conditions to be set out in the Concession Agreement.

2. PROJECT OBJECTIVE.
One of the major goals of VTA is intended to provide a planned and coordinated framework for the long-term development of the bulk haulage sector, an integrated approach to addressing the increased movement of goods and services in response to the high demands of a growing population and providing security.

1. ELIGIBILITY
i. Evidence of Company Registration with Corporate Affairs Commission (CAC) or its equivalent for foreign firms;
ii. Ownership structure of bidding entity, Name(s) of major shareholders and percentage shareholding of participants in the bidding entity;
iii. Audited Financial Statements prepared in accordance with the International Financial Reporting Standards (IFRS) of the bidding company or members of consortium for the most recent three (3) years;
iv. Evidence of remittance to Industrial Training Funds;
v. Evidence of compliance with the provisions of the Pension Reform Act 2004;
