Development Bank of Nigeria has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will equip and strengthen the BOA with an independent, evidence-based basis for its restructuring and recapitalizing, and with a credible new strategy for its future.

Specific objectives of the assignment are:
• Establish the Bank’s true financial position through an independent asset quality review, yielding a verified opening balance sheet and a quantified provisioning gap;
• Design the balance-sheet restructuring, including the carve-out of legacy non-performing assets, the disposal or monetization of non-core assets, and the restructuring or transfer of legacy liabilities;
• Size and structure the recapitalization against the verified, cleaned balance sheet;
• Design governance, credit-process, systems and legal/regulatory reforms consistent with the applicable prudential and corporate-governance framework and insulating the Bank from political interference;
• Design the ownership restructuring, including dilution of the current shareholders and the introduction of private and cooperative participation in line with the reform design and tested against prospective investor requirements; and
• Develop a new corporate strategy and business plan, grounded in a market and financing-gap analysis, an explicit delivery-model choice, and international lessons, for a bankable, investable agricultural development finance institution.

Development Bank of Nigeria Plc. now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• At least 10 years of Demonstrated experience conducting bank/DFI institutional diagnostics, asset quality reviews, financial due diligence, loan portfolio reviews, IFRS 9/provisioning assessments, prudential reviews or balance-sheet verification for banks, DFIs or comparable regulated financial institutions.
• Demonstrated experience in bank/DFI restructuring, recapitalization, balance-sheet clean-up, NPL carve-out, legacy asset/liability restructuring, ownership restructuring or financial institution turnaround.
• Demonstrated experience in agricultural finance, rural finance, development finance, MSME finance, cooperative finance, value-chain finance or comparable mandate-driven financial institutions.
• Demonstrated experience in corporate strategy development, operating model redesign, governance reform, credit process reform, institutional transformation and business planning for financial institutions/Agricultural DFIs.
• Demonstrated experience in Nigeria, Africa or comparable emerging markets, including familiarity with regulated financial institutions, public-sector reform and financial sector regulatory environments.
• Technical and managerial capability of the firm, including capacity to manage complex multi-workstream assignments, quality assurance arrangements, project governance, data confidentiality and ability to mobilize multidisciplinary advisory capability. 1. INTRODUCTION:
TOTALENERGIES UPSTREAM NIGERIA LIMITED (TUPNI) AND TOTALENERGIES EP NIGERIA LIMITED (TEPNG) operator of NNPC LTD’s PMLs 2,3, OML58, 99, 100, 102, invites interested and reputable Insurers with competent and skilled personnel, equipment and relevant experience to apply for pre-qualification for consideration to tender for the Provision of Insurance services for TUPNI and TEPNG operations.

2. BRIEF DESCRIPTION OF WORK SCOPE AND SPECIFICATIONS
This Contract is for the provision of Insurance services.
The objective of the CFT shall be to award contracts to multiple technically qualified bidders with the best competitive commercial offers for the provision of Insurance Services for TUPNI and TEPNG oil and gas operations.
The Scope to be covered under the contract is to provide Insurance programme for the following operational coverage/services:
– PMLs 2,3,4 (TUPNI – AKPO & EGINA) Field – Property Damage, Third Party Liability & Operator’s Extra Expense.
– TEPNG/NNPC JV General Third-Party Liability.
– Naira Denominated Policies – Combined Group Life Assurance and Group Personal Accident Insurance, Comprehensive Motor Insurance, House Owner’s Insurance, Marine Cargo Insurance.

Project Delivery Schedule
The schedule requirement is to have a contract in place by Q4 2026. The Call for Tender will detail the provisions necessary for the Service. Contract duration is estimated at 5 years firm and an annual option of extension for a further period of two (2) years.

HSE Considerations
The greatest importance is placed on prospecting Contractor’s Safety performance and past records. The Tenderers will be required to complete at the technical stage, a HSE Questionnaire and submit with its Technical Tender, a comprehensive HSE Management System manual among other documents. The analysis of the HSE requirement will contribute to progressing selected Tenderers in the CFT process. Any Tenderer that scores below 60% in the HSE/QA/QC & Tech Main Evaluation would not be allowed to progress to the Commercial Stage.

Conditions For Selection
Insurance Company seeking to be selected must satisfy the following conditions:
1. Be a Limited Liability Company registered in Nigeria and licensed by the National Insurance Commission (NAICOM) to transact Insurance Business.
2. Have a net asset of not less than N10billion and N15billion for Life and Non-Life (General) Insurance Business respectively.
3. Have acquired good experience in Oil and Gas Insurance business.
4. Have adequate and qualified staff with experience in Oil and Gas Insurance business.
5. Must be in good standing as regards prompt settlement of all claims reported to date.
6. Have good re-insurance strategy, including use of A-rated re-insurance companies.
7. Have business relationship with competent Insurance Broker(s) with good reputation and experience in Oil and Gas Insurance business.
8. Must be a good corporate citizen of Nigeria that pays its taxes as and when due.

3. MANDATORY REQUIREMENTS

4. NIGERIAN CONTENT REQUIREMENTS
TUPNI/TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).
Tenderer shall comply with all the provisions of the Nigerian Content Act that relate to this contract but in particular comply with the minimum Nigerian Content % for the scopes which are covered in the Schedule of the Act and any other requirement that may arise from time to time not explicitly stated in this contract, but which apply to the contract in fulfilment of the Nigerian Content Act, in the submission of their Tender.
Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result to disqualification from bidding this contract.
Tenderers shall provide evidence of Registration by National Insurance Commission (NAICOM).
As part of their submissions, Tenderer shall:
I. Demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit copies of Certificate of Incorporation obtained from the Corporate Affairs Commission (CAC) and Status report generated within three (3) months of bid submission. Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
II. Demonstrate detailed description of the location of in-country committed facilities & infrastructure (not limited to administrative office, project management office) in Nigeria to support this contract.
III. Provide evidence of a License issued by National Insurance Commission (NAICOM) as an Insurer to transact Insurance business.
IV. Provide corporate organizational and project/contract specific organograms showing the names and nationalities of key personnel, as well as the percentage of the total workforce that are Nigerians.
V. Provide evidence of what percentage of your key management positions is held by Nigerians.
VI. Detail the overall percentage and explicit breakdown of the scope of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.

1. The “Federal Government of Nigeria” has received financing from the International Fund for Agricultural Development (IFAD), the financing of which is being administered by Kano State Programme Implementation Unit, SAPZ (“the client” or “procuring entity”), and intends to apply a part of the proceeds of the financing to this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. 2. The Special Agro Industrial Processing Zones Programme includes an agricultural enterprise development project. The overall goal of SAPZ is to realize a transformed rural economy in which the rural population can derive prosperity and equal benefits. The project development objective is to enhance income, food security and job creation for rural youth and women through Agric enterprise development on a sustainable basis in the Kano State of Nigeria.

3. This invitation for bids (IFB) follows the general procurement notice that appeared in Blueprint and Daily Trust newspapers on 4th March, 2026, on the IFAD website and on UNDB on 4th March, 2026. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of Procurement of toolkits for home gardening beneficiary households in Kano State as part of targeted nutrition support under WET season farming, to be delivered at Special Agro-Industrial Processing Zones Coordination Office, Kano State No. 127 T/G Shanu Beside Arewa Radio (Wazobia Cool FM) Farm Center Kano, within a delivery period of two weeks (14 days). 1. ELIGIBILITY REQUIREMENTS

Prospective Bidders should posses the under-listed requirements to be eligible to participate in this procurement exercise:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;

g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the (Standards Organisation of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;

j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CPN & NITDA etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
n. For supply of equipment: letter of Authorization as representative of the Original Equipment Manufactures (OEMs);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. 1. INTRODUCTION:

e. Evidence of Compliance with Employers compensation Act issued by the Nigeria Social Insurance Trust Fund by submitting a valid NSITF Certificate expiring 31st December 2026.
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) by submitting a valid IRR Certificate expiring 31st December 2026.
g. Company Audited Accounts for the last three (3) years – (2025, 2024, 2023) which must tally with TCC.
h. Evidence of financial capability to execute the project by submitting a Reference letter from any reputable commercial Bank in Nigeria, indicating willingness to provide credit facility for execution of the project when needed.
i. Company profile with Curriculum Vitaes of key staff to be deployed for the project, including copies of their Academic/Professional Qualifications (e.g. COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc).
j. Verifiable documentary evidence of at least THREE (3) relevant/related projects successfully executed in the last five (5) years (2021-2026) including letters of award, Job completion/valuation Certificates and photographs of the projects.
k. List of plants/equipment with proof of ownership/lease.
l. Affidavit disclosing the following:
– That no Director of the company has been convicted in any country for any criminal offence related to fraud or corrupt practices.
– That no officer of Federal Housing Authority or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
– That the company has not been declared Bankrupt.
– That all information presented in this Bid are true, genuine and correct in all particulars.
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), E-mail address, names and nationalities of the Directors of the Company at the bottom of the page and duly signed by the authorized officer of the firm.
